Escondido, California

Escondido's 38,831 parcels carry $24.5B of assessed value and no owner names online; its most valuable holdings are apartment complexes and medical buildings held as possessory interests on public land.

Can you find out who owns it?

California has no public title register. San Diego County's Assessor/Recorder/County Clerk keeps the roll and the deeds for Escondido, but its website did not respond at all for this record. SanGIS publishes every parcel's land and improvement value and its last recorded document number and date, but has no owner field, and no free online source opened here gives owner names. Prices surface through the documentary transfer tax and through Prop 13, which resets assessed value to the purchase price when a property sells.

Mershops North County (formerly Westfield North County / North County Fair)
272 E Via Rancho Pkwy, Escondido, CA 92025
~1.3M sq ft on almost 83 acres (REBusiness) · 3 floors
Retail Mershops (formerly Bridge Group Investments) and Steerpoint Capital — leasehold; land mostly City of Escondido
REBusiness (13 Feb 2023): Bridge Group Investments and Steerpoint Capital acquired the mall from Unibail-Rodamco-Westfield; 'the sales price was undisclosed'. The City of Escondido 'owns most of the land on which the mall rests', leases directly to JC Penney and Costco, and Macy's owns its own parcel; URW's leasehold 'expires June 30, 2053' (citing the Times-Advocate). Wikipedia says Bridge Group rebranded as Mershops in Aug 2025. The roll carries the mall core as possessory interests: APN 760-170-28 (200 Via Rancho Pkwy, 32.17 acres, $43.1M) and several more on documents dated 1 Feb 2023. REBusiness describes Bridge Group as a family office.

Palomar UC San Diego Health Medical Center Escondido (Palomar Medical Center)
2185 Citracado Pkwy, Escondido, CA 92029
306 licensed beds (CDPH)
Institutional Palomar Health / Palomar UCSD Health Authority (public agencies)
CDPH's facility listing (16 Oct 2026) names the licensee of the 306-bed general acute hospital as 'Palomar UCSD Health Authority', an 'other public agency', licence effective 1 Jul 2026. UC San Diego Health says Palomar Health and UC San Diego Health formed that joint powers authority as of 1 Jul 2026. The roll carries the campus as two non-taxable parcels (APNs 232-590-19 and -21, 17.52 and 5.75 acres) on a document dated 7 Jul 2026, recorded that week; who now holds title — the district or the JPA — was not seen. Licensee, not title: tier B. Next door, the PI parcel at 2181 Citracado ($68.4M) holds the 52-bed Palomar Rehabilitation Institute, licensed to an LLC.

~12-acre campus (Wikipedia)
Civic City of Escondido
Wikipedia: opened 1 Oct 1994; 'The property is owned by the City of Escondido and operated by the nonprofit California Center for the Arts Escondido Foundation.' The roll is consistent: the only parcel at 340 N Escondido Blvd is a possessory interest (APN 760-246-38, $395,890, document 31 Oct 2017) — a taxable private interest in public land. The deed was not seen and the Center's own site is behind a Cloudflare challenge, so tier B.

Dixon Lake and Lake Wohlford (city reservoirs) with Daley Ranch
1700 N La Honda Dr (Dixon Lake); Lake Wohlford Rd, unincorporated county
over 4,500 acres of open space, incl. Daley Ranch 3,058 acres
Land City of Escondido
The City's Lakes Division 'operates over 4500 acres of open space area including the City's two lake facilities, Dixon Lake and Lake Wohlford, and the Daley Ranch open space preserve'. The Lake Wohlford dam page calls the dam 'a City-owned facility' in unincorporated San Diego County, about 0.5 miles east of the city limits, so the lake itself lies outside Escondido; the replacement dam keeps storage at 6,500 acre-feet. Some Lake Wohlford Rd parcels on the roll carry no value and are non-taxable.

Escondido Transit Center (NCTD SPRINTER/BREEZE hub)
796 W Valley Pkwy, Escondido, CA 92025
18.13 acres; ±12.69 developable (NCTD)
Land North County Transit District
NCTD lists the Escondido Transit Center among its own transit-oriented redevelopment sites: 18.13 acres, ±12.69 developable, 472 parking spaces and a train station with bus bays. On 19 Oct 2023 NCTD entered an Exclusive Negotiating Agreement with Waterford Property Company and Toll Brothers Apartment Living; status 'due diligence'. A 2022 FTA grant funds a study of exchanging land with the City near the station. NCTD offering the site for development is strong evidence it holds it, but the deed was not seen: tier B.

Solana at Grand (apartments)

Residential HomeFed (Jefferies Financial Group), with the California Municipal Finance Authority and City of Escondido
REBusiness: HomeFed 'plans to convert the property into middle-income affordable housing through a public-private partnership structure with the California Municipal Finance Authority and the City of Escondido.' The roll now carries it as a possessory interest — APN 760-246-43, $122.6M, document dated 24 Nov 2021 — the single most valuable holding in Escondido. A possessory-interest listing means the fee is held by a public body; whether that is the CMFA, and HomeFed's continuing role, was not seen on a deed.
Developer $167.5M
2021-12
REBusiness, 3 Dec 2021: HomeFed Corp. bought the 519-unit property 'from an undisclosed seller for $167.5 million'.

The roll carries APN 232-591-07 at 1999 Citracado Pkwy at $15.0M ($4.0M land), 4.71 acres, last document 13 Mar 2006. No filing or dated report opened here names the title holder. Search results show a CalMatters report (Oct 2026) that the Escondido site was to close on 13 Nov 2026 and that the restaurant would be taken over and reopened under a new name; CalMatters' terms forbid automated access, so it was not read and nothing from it is relied on. Owner left blank.

a paid title search would answer it
The roll has 133 parcels on Auto Park Way worth $369.1M together. The largest is APN 235-090-32 at 1205 Auto Park Way, 7.9 acres, assessed at a round $48.0M after a document recorded 27 Jan 2026 — under Prop 13 a round figure that recent usually reflects a sale, but the price and buyer were not seen. The dealership groups that own the lots are not named in any filing opened here (the 10-Ks of the listed dealer groups were not searched parcel by parcel). Owners left blank.

San Diego Zoo Safari Park (outside Escondido city limits)
15500 San Pasqual Valley Rd (Escondido mailing address; City of San Diego)
1,800 acres (roll)
Land Not established
a paid title search would answer it
Not in Escondido. Wikipedia places the park 'in San Pasqual Valley, in the northern part of the city of San Diego', and SanGIS gives both parcels at 15500 San Pasqual Valley Rd the City of San Diego situs code. The roll carries the park as a possessory interest — APN 760-170-78, 1,800 acres, $166.3M, document dated 13 Feb 1969 — beside a 260.3-acre non-taxable parcel. A possessory interest means the zoo alliance holds a taxable interest in publicly owned land; which public body owns the fee (City of San Diego or another) was not established from a document opened here.

The core land

The most valuable ground in the city, and what the public record says about it.

Every figure is computed from the SanGIS parcel layer (last edited 6 Oct 2026), whose values are the 2026 roll, for parcels with situs jurisdiction 'ES' (Escondido). It gives land and improvement values, acreage and the last recorded document, and no owner. In Escondido the highest values sit in apartment complexes, several of them held since 2021 as possessory interests under public-agency middle-income housing deals.

City of Escondido assessment roll, all parcels$24.46B across 38,831 parcels
$11.34B land + $13.12B improvements, situs 'ES'; includes 570 non-taxable parcels and 80 possessory-interest parcels. SanGIS parcel layer, 2026 roll, read 20 Oct 2026.
Highest assessed holding$122,558,380
APN 760-246-43, 1501 Grand Ave (Solana at Grand, 519 units), a possessory interest, document dated 24 Nov 2021; HomeFed bought it for $167.5M in Dec 2021 (REBusiness). SanGIS, 2026 roll.
Highest assessed fee parcel$97,915,407
APN 224-300-17, 100 Holland Gln, an apartment parcel of 14.98 acres and 230 units, last document 23 Jun 2000; holder not established. Next: 1051 El Norte Pkwy ($90.9M, 236 units, document 16 Nov 2022). SanGIS, 2026 roll.
Highest land value on a single parcel$53,060,400
APN 226-350-52, 1051 El Norte Pkwy, 9.77 acres, apartments, document 16 Nov 2022 — a recent sale reset the land value under Prop 13; the buyer was not established. SanGIS, 2026 roll.
Private interests on public land (760- possessory-interest parcels)$632.0M across 80 parcels
Five apartment complexes (1,031 units, $302.4M, all recorded Nov–Dec 2021), the North County mall leasehold and medical buildings on the Palomar campus make up most of it. SanGIS, 2026 roll.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

The largest holder in Escondido is the City itself: its reservoirs and open space, the land under the North County mall, the arts centre and over 200 property assets with 70-plus leases. Public agencies hold the rest of the big ground — school districts, the County, NCTD's transit centre and the Palomar health campus. Parcel counts come from the County HHSA's 2019 union of SanGIS parcels with SanGIS's public land-ownership layer, de-duplicated by APN, for situs 'ES'; the layer gives classes, not named districts, and is not authoritative ownership data. No parcel in it is classed tribal inside Escondido.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Escondido has no master-planned frontier like Chula Vista's Otay Ranch; new homes come from golf-course and infill redevelopment, and new rental housing has partly moved into public-agency ownership. The Census Bureau's 2025 Building Permits Survey counts 376 new units authorised in the city in 2025: 314 single-family, none in duplexes, 8 in 3–4-unit buildings and 54 in buildings of five or more. No source gives builder market shares for the city. The roll counts below are parcels with a 2019–2026 effective year in the named subdivision.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Escondido's institutional landlords hold neighbourhood shopping centres, self-storage and — since 2021 — middle-income apartment portfolios structured through public joint powers authorities. The biggest retail asset, the North County mall, is a leasehold on mostly City-owned land. Figures are as each owner's filing or a dated report states them; no free source ranks owners within the city.

Looked for and not found

Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • Who holds title to the Palomar Medical Center Escondido campus after 1 Jul 2026 — Palomar Health or the new Palomar UCSD Health Authority. Both parcels carry a document dated 7 Jul 2026; the deed was not seen.
  • Palomar Health's financial distress: search results show a Fitch B-minus rating with a negative outlook, missed bond covenants under a forbearance agreement running to January 2026, a $90M UC San Diego Health credit line and a state bridge loan; none of those pages could be opened (bondbuyer.com, sdbj.com, treasurer.ca.gov).
  • Who owns Stone Brewing's Escondido site, and the October 2026 closure and takeover of the restaurant reported by CalMatters (not read: its terms forbid automated access).

  • Which public body owns the fee under the San Diego Zoo Safari Park (outside Escondido, in the City of San Diego).
  • A reported $57M price for the 2023 North County Mall sale appears in search results (GlobeSt); GlobeSt is Cloudflare-blocked and REBusiness says the price was undisclosed.
  • SDG&E's Escondido holdings (the roll shows non-taxable parcels at 2300 Harveson Pl, 20.44 acres) and any BNSF land: Sempra's and BNSF's FY2025 10-Ks do not mention Escondido.
  • San Pasqual Band and Rincon Band trust land: no parcel in the 2019 public-land layer inside Escondido is classed tribal; reservation boundaries were not checked against city limits.
  • Owner names for any private parcel: San Diego County ARCC (sdarcc.gov) did not respond at all, so its statements on online owner access and record-copy fees could not be re-read for this record.
