El Paso, Texas

El Paso names the owner of every parcel on a free City map service, and it shows the City itself holding title under both of downtown's restored Trost hotels while Mills Plaza partnerships own its two tallest towers of the 1960s and 70s - but no public record says what any of them sold for.

Can you find out who owns it?

Texas keeps no public title register; ownership is read from the county appraisal district. In El Paso that is the El Paso Central Appraisal District (EPCAD), whose own website sits behind a Cloudflare challenge and whose robots.txt closes its property search to scripts - but the City of El Paso republishes EPCAD's parcel file as a free, unauthenticated map service naming the owner of record, mailing address, legal description, state class, acreage and 2026 value of every parcel in the county. Deeds are recorded by the El Paso County Clerk: copies cost $1 a page and $5 to certify. What no record holds is a price. Texas has no mandatory sales disclosure, and sales an appraisal district obtains privately are confidential under Government Code Sec. 552.149, so a downtown tower can be traced to its owning partnership in minutes while what it sold for appears nowhere public.

The city's tallest building (2021). It is a condominium, WestStar Tower Condominiums, and the City GIS copy of the roll carries only one of its units: Unit O-9A (10,370 sq ft plus a 4.318% interest in the common area) in the name of WestStar Tower Properties LLC, 2026 value $1,115,298. The other units, and so the owner of most of the tower, are not on the layer, and EPCAD's own search is closed to us (robots.txt and Cloudflare). The City's economic-development register lists an active Chapter 380 strategic agreement with WestStar Tower LLC (executed Sept 2017); its TIRZ 5 dashboard puts total development at $85,000,000. The core land

The most valuable ground in the city, and what the public record says about it.

Every figure is computed from EPCAD's 2026 roll as the City of El Paso republishes it (the 'Deeds' service), restricted to accounts carrying the City of El Paso taxing-unit code CEP. The layer gives one value per account (field X022_APPRA, value year 2026) and no land/improvement split. The most valuable account in the city is an oil refinery; downtown, the whole Mills Addition is worth less than it.

Value on the roll, City of El Paso$64.9 billion
Sum of 2026 values on 213,884 real-property accounts with taxing-unit code CEP (utility and railroad operating property excluded), of which $5.3 billion on 6,394 exempt accounts; read from the City GIS copy of EPCAD's roll, 2026-10-13. A further 2,729 house accounts carry the owner name 'UNKNOWN OWNER'; the layer does not say why.
Highest-valued account$454,502,020
6950 North Loop Dr, 495.6 acres, owner of record Western Refining Co LP - the El Paso refinery. Marathon Petroleum's Exhibit 21 (2025 10-K) lists 'Western Refining Company LLC (d/b/a Marathon El Paso Refinery)'. 2026 EPCAD value.
Highest-valued public account$195,373,428
University Ave, 65.27 acres, owner of record University of Texas (mailed to the UT System, 210 W 7th St, Austin) - the UTEP campus core. 2026 EPCAD value, exempt.
Downtown (Mills Addition), all accounts$342.8 million on 70.5 acres
292 CEP accounts whose legal description is in the Mills Addition, the downtown grid around San Jacinto Plaza; median 2026 value per square foot of land across its 241 taxable accounts: $69. Computed from the 2026 roll.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

El Paso's largest landholders are public, and their holdings are desert as much as city: the City of El Paso holds about 29,000 acres in its own name, much of it whole 640-acre survey sections exempt as recreational or open land, and the State and federal governments follow. The biggest private holders of open land are a few development groups on the north-east and north-west edges, whose acreage is valued as agricultural land at a few hundred dollars a section. Acreages are EPCAD's land-area field for accounts in the City (no account exceeds 2,000 acres, so none was dropped as a keying error); name variants are listed rather than merged unless stated.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

El Paso builds homes at a fraction of the pace of Texas's eastern metros: the City permitted 1,722 units in 2025 - 1,466 single-family, 70 in duplexes, 44 in 3-4 unit buildings and 142 in buildings of five or more - and El Paso County 2,050 in all. The market is local. None of the national public builders (D.R. Horton, Lennar, LGI, Pulte and the like) holds a single account in its own name inside the City on the 2026 roll, and none of the single-family rental REITs appears either. The figures below count residential-inventory accounts (Texas state class O: lots and unsold homes held by a builder or developer on 1 January) inside the City, grouped by the entity's mailing address where the roll gives one; they are not homes built.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

El Paso's commercial ground is held mostly by local private groups, each through dozens of single-asset partnerships that share one mailing address - the roll lets them be grouped by that address, not tied to a parent. National REITs are present but small: Simon's Cielo Vista Mall, CBL's half of the Outlet Shoppes, STAG's industrial buildings, EastGroup (2 accounts, $14.4M, against four El Paso groups in its Schedule III), and Kite Realty (KRG Sunland entities, 4 accounts, $32.0M, three of them at 655 Sunland Park Dr; Kite's Exhibit 21 lists KRG Sunland, LLC and KRG Sunland II, LLC, while the roll writes 'LP'). STAG's 10-K records one El Paso purchase with a stated price: 254,103 sq ft, one building, $32.182 million, 10 June 2024. Downtown, the Mills Plaza partnerships hold 24 accounts ($53.0M) including both bank towers.

  • EPCAD's own terms of use and any licence on its data. epcad.org is Cloudflare-challenged and its robots.txt closes the property search; the City GIS services that republish the roll carry no copyright, access or licence text. republish is false throughout.
  • The owner of most of WestStar Tower. It is a condominium and only Unit O-9A (WestStar Tower Properties LLC) is on the City's copy of the roll; the remaining units are not.
  • When and for what Mills Plaza Properties VII LP and Mills Properties VI LP acquired Wells Fargo Plaza and One San Jacinto Plaza from the Borderplex REIT (which the 2014 CMBS annex and 2017 reporting name as the earlier sponsor/owner). The County Clerk's deed index is robots-disallowed, and Texas records no price.
  • The parties behind the Mills Plaza partnerships, the FSW Investments partnerships and The Fountains at Farah GP LLC, all mailed to 123 W Mills Ave Suite 600. No filing or company page opened here names them, so no person is named.
  • The terms under which the City of El Paso holds title to the Hotel Paso del Norte block and the Plaza Hotel lot. The City's register calls the Plaza Hotel arrangement a 'Chapter 380 Agreement, Chapter 312 Tax Abatement, Lease Agreement'; the lease itself was not opened.
  • The Kress Building (211 N Mesa). The City's register names Mills Plaza Properties V, LP and Kress Tunnel, LLC as parties to its Chapter 380 agreement, but the City address point for 211 N Mesa falls in an account held by Banner Hotel LLC and no account stands in the name Mills Plaza Properties V LP, so its owner is left unstated.
  • The Fort Bliss cantonment's acreage inside the City limits: no account on the roll names Fort Bliss or the Army, and federal land not carried on the roll cannot be counted.
  • Why 2,729 house accounts carry the owner name 'UNKNOWN OWNER' (Texas allows certain owners to have their information withheld, but the layer states no reason and the statute site could not be read).
  • Sale prices for any El Paso building other than STAG's June 2024 purchase. Texas has no sales disclosure; the only other stated values are the 2014 CMBS appraisal of Wells Fargo Plaza ($16.8M) and the City's TIRZ development totals, neither of which is a price.
  • Whether the 6080 Surety Dr, 6500 Montana Ave and PO Box 12067 groups each have a single parent. They are grouped by shared mailing address only.
