Concord, California
Concord's most valuable private ground is retail and apartments: Taubman's Sunvalley mall tops the roll, while the largest piece of land in the city, the former Concord Naval Weapons Station, is still the Navy's or the regional park district's.

California has no public register of title, and Contra Costa County does not put owners' names on the open web. Title is proved by deeds recorded with the County Clerk-Recorder, whose plain copies cost $5 for the first page and $2 for each further page; the Clerk-Recorder's and Assessor's websites both block automated readers. Each sale pays the County's documentary transfer tax of $0.55 per $500; the Recorder collects extra city transfer taxes only for Richmond and El Cerrito, none for Concord (per Deeds.com's summary of the County schedule). The largest owners are known from the City's annual financial report, which names the top ten taxpayers by assessed value.

Retail | Not established a paid title search would answer it Wikipedia (s15): built 1976, opened 1977 as a 'town and country' outdoor centre of about 100 stores, developed by Eastman Concord Ventures; tenants include Old Navy, ULTA Beauty, REI. The City's FY2024-25 top-taxpayer table (s2) lists a taxpayer named 'Willows Center Concord' fifth at $122,007,400 (commercial; eighth in 2015-16 at $63.2M), and the Successor Agency table gives it 2 parcels at $122.0M. No record opened ties that taxpayer to the centre's parcels or names its members, so the owner is left blank; a recorded deed (paid copy) would settle it. |

The core land
The most valuable ground in the city, and what the public record says about it.
From the City of Concord ACFR for FY2024-25 (statistical tables from HdL Companies and the County Auditor-Controller). Values are Proposition 13 assessed values, not market prices.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
The biggest holders of land in Concord are public. The Navy still owns the 2,422 acres of the former weapons station that the City is buying for redevelopment, and the East Bay Regional Park District took about 2,256 acres of it as parkland in 2020; the County owns the 495-acre airport. Among private owners, the most valuable ground is the land under Sunvalley mall, held by a Taubman entity. Acreage comes from the City's ACFR, the Reuse Project and Wikipedia; the County roll, which would give parcel counts, is not open to scripts.

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
Very few new homes are being permitted in Concord: the Census Bureau counted 70 single-family units in 2025 ($8.1M), 89 in 2024 and 83 plus two apartment buildings of 256 units in 2023. The city's pipeline is the former naval weapons station, where Brookfield Properties is the City's master developer after Lennar's earlier agreement lapsed. Apartments, not new houses, are where the money sits: three apartment owners are among the five largest taxpayers. No league table of Concord builders exists, and the County roll that would count builders' lots is closed to scripts, so builder figures are what a City or Reuse Project document states.

Commercial landlords
The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.
Concord's commercial wealth is retail along I-680 (Sunvalley, The Veranda, The Willows), office campuses, and big apartment complexes. The ten largest taxpayers held 5.98% of the city's assessed value in FY2024-25. These are taxpayer names as the City's tax consultant (HdL) reports them; most are single-asset LLCs whose parents are not stated. Values are Proposition 13 assessed values, which follow purchase price, so a recent buyer shows a much higher figure than a long-term holder.

Looked for and not found
Claims this page would have made if a source could be opened. They are left out rather than guessed.
- The price in the Navy EDC term sheet for the 2,422 CNWS acres. Search snippets give about $628M paid over roughly 30 years, a $4.6M deposit at a first transfer of about 1,000 acres in 2030, and City Council approval on 27 May 2026. The executed term sheet is linked only from a CivicAlerts page, which robots.txt disallows; contracosta.news forbids automated reading and concordbpproject.com bars ClaudeBot. None of these was opened.
- Who holds the Sunvalley mall leasehold after its 4.44% loan matured on 1 Sep 2025 and the mall left Simon's property table. Wikipedia names Spinoso Real Estate Group (no citation for ownership); a November 2025 SF Chronicle-linked article on the mall's finances was not read.
- The Veranda's history as Chevron's former Concord office campus and CenterCal's CalSTRS joint venture: search snippets only (Bisnow, ICSC, GlobeSt), not opened.
- Parents of the single-asset taxpayers (Renaissance Res Holdings LLC, Sequoia Equities Concord PC LLC, HM Grant Street LLC, Concord Technology Center Properties, Jamestown Concord Technology, L and L Hospitality Holdings LLC, HSRE Oakmont Concord LLC, Willows Center Concord, Clayton Valley Shopping Center): no filing opened names them, and matching them to buildings by address would be inference.
- Parcel counts and acreage for the City, County, Mt. Diablo Unified School District, BART (Concord and North Concord/Martinez stations), PG&E and Contra Costa Water District: the County roll and GIS are closed to scripts (Cloudflare on contracosta.ca.gov, robots on gis.cccounty.us).
- Builders' lot counts and single-family-rental holders: without an open owner roll none could be counted.
- The County Clerk-Recorder's own fee schedule (Recorder-Fee-Schedule-2026-UPDATED-2.pdf on contracostavote.gov) sits behind an AWS WAF CAPTCHA; the $5/$2 copy fee is from Deeds.com's summary.
