Cleveland, Ohio
Cuyahoga County publishes the owner, value and last sale price of every parcel in Cleveland as a free daily-updated open dataset, because Ohio's conveyance fee makes buyers declare the price, but a sale of the company that owns a building leaves no price on the record.
8 buildings · 8 with an owner established · 12 sources · 3 tier B · 5 tier A · prepared 2026-10-13
Ohio records title by deed, and in Cuyahoga County the Fiscal Officer both records deeds and keeps the tax roll. The county publishes every parcel's owner, mailing address, land use, certified value and last sale amount as a free open dataset, updated daily. A separate sales file from 2021 lists each sale with its address and price. The price is there because a conveyance fee of $4 per $1,000 ($1 State, $3 County) is charged on it. Exempt public property is valued in a separate exempt column. A sale of the company that owns a building shows no price.
The marquee buildings
The towers that set the tone of the core, and who holds them. A price is the price a document states, on the date it states — not an estimate of what the building is worth now.

| Key Tower 127 Public Square, Cleveland 1,458,468 sq ft (roll's commercial use area) |
Office | 127 PS Fee Owner, LLC The County roll names 127 PS Fee Owner, LLC as owner of the tower parcel (1.27 acres, certified $207.1M, of which land $11.6M) and one other parcel, $237.1M in all. Loan detail is from the CGCMT 2017-P7 statement (s5). The loan behind it, 'Key Center Cleveland', is split among six pari passu notes. The CGCMT 2017-P7 piece ($41.8M) has been with the special servicer since 27 Oct 2020, was modified on 13 Oct 2021, is current on payments, and matures on 6 Feb 2027 (May 2026 statement). Its workout strategy is listed as 'TBD'. The valuation shown is $362M, dated 1 Dec 2017. No member of the LLC is named in any source opened. |
Private company | $227,544,701 2017-01-31 The roll's last transfer for parcel 101-07-022, from Key Center Properties LLC. A second parcel in the same name is not included. B |
| 200 Public Square (BP Tower) 200 Public Square, Cleveland 1,531,162 sq ft (roll's commercial use area) |
Office | Public Square Nassim LLC et al The roll names 'Public Square Nassim LLC et al' (mailing address Great Neck, NY) as owner: 1.59 acres, certified $58.0M. News 5 Cleveland (4 Apr 2024, s4) reported that Namdar Realty Group was the buyer and called the price a 'steep discount'. It said the tower had been on the tax roll at nearly $137 million, and that the last sale, in October 2018, was close to $190 million including the neighbouring garage. The seller, DRA Advisors, sold that garage separately for $31.25 million. The County figure shows the cut: certified value now $58.0M. That Namdar stands behind the LLC comes from News 5, not the roll. |
Private company | $54,000,000 2024-04-03 Limited warranty deed from G&I IX 200 Public Square LLC, County sales file. The garage was sold separately. B |
| Terminal Tower (Tower City) 50 Public Square, Cleveland |
Mixed use | KD Tower City, LLC The roll names KD Tower City, LLC (mailing address Willoughby, OH) as owner of the tower parcels: 8 parcels, $55.7M certified, of which the 'Level 126 & above' tower parcel is $50.8M. That parcel is now coded 'walk-up apts 40+ units', with $26.3M under a residential CRA tax abatement and part in a municipal TIF. The tower has been converted to flats. The last transfer, on 13 Oct 2017, carries no price. Parts of the Tower City complex (retail and lower levels) stand in Raisin Industries, LLC and Sapphire Acquisitions LLC, both mailing to 630 Woodward Ave, Detroit. No source opened names who stands behind either. |

On the roll, 44 unit parcels worth $19.0M in all stand in three LLCs that share a mailing address at 1370 W 6th St, Cleveland. Erieview Tower LLC holds the garage and office units, Erieview Tower Hotel LLC holds the 810,000 sq ft unit 1-0 (condominium unit recorded Jan 2024), and Erieview Tower Residential LLC holds the residential units. All transfers in Oct–Dec 2024 were recorded at $0, so no price is on the record. No source opened names the members of the LLCs. |

| Sherwin-Williams global headquarters 1 Sherwin Way and 300 West Superior Avenue, Cleveland 1,074,698 sq ft (roll, tower parcel) |
Office | W3ST LL I LLC and West LL II LLC (lessor under Sherwin-Williams' sale-leaseback) The roll names 'W3ST LL I LLC & West LL II LLC' as owner of 3 parcels: the 36-floor tower, a garage and land, together 4.12 acres. Their tax bills go to Sherwin-Williams' address, 101 W Prospect Ave. Sherwin-Williams' FY2025 10-K (s3): 'In December 2022, the Company closed a transaction to sell and subsequently lease back its new global headquarters'. The deal was accounted for as a financing, not a sale, so Sherwin-Williams books the building as its own. Proceeds totalled $800 million, and the lease runs for 30 years after construction, with payments of about $1.938 billion. Most of the tower's value sits in a municipal TIF ($73.6M). |
Private company | $210,000,000 2022-12-20 One limited warranty deed on 3 parcels (tower, garage, land), County roll and sales file. Sherwin-Williams' 10-K gives total proceeds of $800M. B |

The core land
The most valuable ground in the city, and what the public record says about it.
Cleveland here means the three county tax districts inside the city: Cleveland (740), Cleveland–Berea schools (750) and Cleveland–Shaker schools (760). Together that is 161,606 parcels. The most valuable ground is institutional and public. 35.7% of the city's certified value is exempt, and the largest parcels are hospital campuses, the airport and a sewer plant. The most valuable taxable parcel is Key Tower. Figures are Tax Year 2025 certified values from the County's parcel extract of 13 Oct 2026, summed by this research. Downtown office values have been cut since 2023. 200 Public Square went from nearly $137M on the roll to $58.0M after its 2024 sale.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
Cleveland's largest landholder by count is the City's own land bank, which grew out of decades of tax foreclosure. It holds about one parcel in nine citywide. They are almost all carried as exempt, at an average certified value under $3,000, and the City's own layer calls them 'Land Bank Lots'. The City (airport, stadium, utilities, parks), the hospital systems and the universities hold the value. Counts group every name variant found on the County roll, and acres are the roll's stated acreage, blank on many lots. NASA Glenn's main 161.7-acre parcel is in the Brook Park tax district, outside the city. Only small NASA-related parcels lie inside Cleveland's boundary.

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
Cleveland builds very few houses, and none by national builders. In 2025 the city permitted 143 single-family houses ($37.4M), one two-unit building and 7 apartment buildings with 561 units ($104.6M): 706 units in all (Census Building Permits Survey). Cuyahoga County as a whole permitted 756 single-family and 1,117 units in 5+-unit buildings. The national builders on the County roll (NVR/Ryan Homes, Pulte, Drees) hold lots only in suburbs such as Olmsted Falls, Parma, Orange and Westlake. None holds a parcel inside Cleveland. Infill houses in the city are built mostly by non-profits, tax-credit partnerships and small local firms. The figures are parcels held in each builder's own name on the County roll.

Commercial landlords
The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.
No listed office REIT has a material downtown Cleveland portfolio, and REIT names barely appear on the city roll. The biggest commercial holders are regional and out-of-town private firms that hold through single-purpose LLCs. They are identified here by the mailing address their tax bills go to. The largest is a Willoughby, Ohio address behind 'KD'-named LLCs, whose downtown towers (Terminal Tower, 55 Public Square, the Halle Building) are now coded as apartments on the roll. Next are entities mailing to Bedrock's Detroit address, which hold Tower City and riverfront land. Figures are certified TY2025 values on the County roll, unless stated.
| Name | Type | Cleveland holding |
|---|---|---|
| KD-named LLCs and affiliates (4420 Sherwin Rd, Willoughby) 29 owning entities share this mailing address. They include KD Tower City LLC (Terminal Tower, $55.7M), Reserve Apartments Ltd (1701 E 12th St, $52.1M), KD 55 Public Square LLC ($47.1M), 526 Superior Avenue Ltd, Halle Building Residential LLC and KD Post Office LLC. That this is the K&D Group could not be confirmed from its own site, which returns 403 to scripts, so the group is named here by its address. |
Private company | 49 parcels, $222.2M taxable ($314.2M gross)A |
| Bedrock (entities mailing to 630 Woodward Ave, Detroit) 15 LLCs mail to 630 Woodward Avenue, Detroit, the address in Bedrock's own site footer. Bedrock also gives 250 West Huron Road, Cleveland. They include Haddas Windowpane LLC (158–218 Euclid Ave apartments, $47.7M), Huron Holdings LLC and Fundamental Parking LLC (Canal Rd riverfront), Prospect Avenue Acquisition LLC (19 parcels), RHA 250 LLC (hotel, 1515 W 3rd St), Raisin Industries LLC (28 Tower City parcels) and Sapphire Acquisitions LLC. Bedrock's site lists 'The May | Cleveland' and its Cuyahoga River project. The address link is the only tie. |

| Hertz Investment Group Hertz Cleveland North Point, LLC, Skylight Office Tower Holdings, LLC and North Point Garage mail to 15303 Ventura Blvd, Sherman Oaks, CA, which is Hertz's office address on its own site. The site lists North Point Office Complex (873,335 sq ft) and Skylight Office Tower (340,000 sq ft). North Point's two office parcels sold for $95,000,000 on 1 Sep 2016 and are now certified at $78.0M. In Nov 2024, 600 Superior Ave moved from Hertz Cleveland 600 Superior, LLC to PFP 6 Fifth Third Owner, LLC for $0. |

On the roll the casino parcels at 100 Public Square stand in Cleveland PropCo II LLC: 8 parcels, $45.4M. VICI's Exhibit 21.1 lists 'Cleveland Propco LLC', which differs from the roll name by the 'II'. The roll entity is therefore not proven to be VICI's, and the 10-K is the citation for the ownership. |

Looked for and not found
Claims this page would have made if a source could be opened. They are left out rather than guessed.
- Key Tower's present control. The roll still names 127 PS Fee Owner, LLC, as it has since its $227.5M purchase in Jan 2017. The Key Center Cleveland loan has been with the special servicer since Oct 2020, with workout strategy 'TBD' and maturity on 6 Feb 2027 (CGCMT 2017-P7, May 2026). Whether a receiver, a note sale or a deed-in-lieu follows was not established.
- Who stands behind 127 PS Fee Owner, the Erieview Tower LLCs, KD Tower City and the Tower City entities (Raisin Industries, Sapphire Acquisitions). The roll gives only mailing addresses (127 Public Square; 1370 W 6th St; Willoughby; 630 Woodward Ave, Detroit). K&D's own site refused scripts, and Bedrock is tied by address only.
- Whether 600 Superior Ave (Fifth Third Center) passed to its lender. On 7 Nov 2024 it moved from Hertz Cleveland 600 Superior, LLC to PFP 6 Fifth Third Owner, LLC (mailing address San Francisco) for $0. No filing opened explains the transfer.
- 1100 Superior Ave's earlier price. The $8,128,875 sale of Oct 2025 was by COMM 2014-UBS3 Superior Avenue East, LLC, an entity named after a 2014 CMBS trust. The County sales file starts in 2021, so the price that entity paid, or whether it took the building by foreclosure, is not on it.
- The Sherwin-Williams HQ lessor's parent. The roll names W3ST LL I LLC and West LL II LLC, and Sherwin-Williams' 10-K describes a sale-leaseback that raised $800M without naming the buyer-lessor. The $210,000,000 deed price of 20 Dec 2022 is less than the $800M total, which was paid in stages through 2025.
- The cut in 200 Public Square's value: 'nearly $137 million' before the sale is News 5's figure. The County shows $58.0M now. The 2018 sale at 'close to $190 million' (including the garage) is News 5's figure, not a record opened here.
- Sheriff's-sale volume and the Cuyahoga Land Bank's acquisition flow. The County's sheriff's-sale and foreclosure pages are on cuyahogacounty.gov, which refused connections. The roll's own flags give a snapshot instead: 3,802 Cleveland parcels carry a foreclosure flag, 618 a sold tax-certificate flag, and 13,906 a delinquent balance totalling $125.1M. The County sales file has only 2 sheriff's deeds and 94 receiver's deeds ($52.4M) in Cleveland since 2021.
- Recording fees and the Fiscal Officer's own deed search could not be read (cuyahogacounty.gov unreachable).
- Port Authority titles with private lessees (100 Lakeside Ave hotel, 1118–1148 Euclid Ave apartments). The roll shows the title and where the tax bill goes, but the lease terms and who stands behind the lessee were not opened.
- The 'Homes LP' lease-purchase partnerships (Henrietta Homes Cleveland LP, Detroit Shoreway Homes LP and others): their sponsors and tax-credit status were not established from a source.
- Nareit and CoStar-type landlord rankings remain paywalled or blocked (national pack gaps). The commercial list is built from the County roll grouped by mailing address, plus 10-K filings.
