Clarksburg, West Virginia

Harrison County's assessor and sheriff both publish free per-parcel searches and the state GIS centre serves every owner of record as an open layer, so the owner and assessed value of each of Clarksburg's 11,622 parcels can be read without an account; the federal government, through the FBI's 987-acre CJIS campus, is by far the largest landowner.

Can you find out who owns it?

West Virginia records title by deed with the County Clerk; there is no state title register. In Harrison County the Assessor's free Ownership Search gives each parcel's owner of record and deed book and page, and the Sheriff's free online tax-record search gives the assessed land and building value and the tax billed on every ticket. Property is assessed at 60% of market value. The WV GIS Technical Center's statewide parcel layer republishes owner names and legal descriptions for all of Clarksburg's 11,622 parcels (tax year 2023). Sale prices are not on these free pages: the deed index sits behind a CAPTCHA. No licence is stated, so facts are quoted parcel by parcel and rows are not republished.

The core land

The most valuable ground in the city, and what the public record says about it.

The most valuable taxable ground in Clarksburg is the I-79 retail strip on Emily Drive, not downtown. The single largest holdings, the FBI campus, the VA hospital and the courthouse, are exempt and carry no assessment on the Sheriff's tickets. West Virginia assesses at 60% of market value (s6). Inside the city, Class 4 property (commercial and non-owner-occupied) pays $3.08 per $100 of assessment a year, worked out from the tickets. The values below are tax-year 2025 net assessments. Only the parcels named here were checked, not the whole roll.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Clarksburg's 11,622 parcels cover 5,458 calculated acres, and most are small house lots held by individuals. Public bodies hold the large ground. The federal government's FBI campus alone is 18% of the city's land, and the Board of Education, the City and its boards follow. The largest private holders by area are a few companies holding hillside and industrial-park tracts. By parcel count they are local rental companies. Counts are from the state layer (tax year 2023), with names grouped as the roll spells them. Individuals are not named.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Clarksburg builds very few new homes. Its 11,622 parcels are mostly small lots in older additions (Glen Elk, North View, Stealey, Chestnut Hills), and no builder league table covers the city. The free county pages show owners and assessments but not sale prices, so builders cannot be ranked by closings. Below are the development entities and the new multi-family and subdivision sites the roll identifies inside the city. The figures are parcel counts and acres, not starts. Individuals are not named.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Commercial ground in Clarksburg is concentrated on the Emily Drive retail strip by I-79 (Newpointe and Eastpointe) and the federal office leases downtown. National big-box owners and out-of-state developer entities hold most of the highest assessments. The downtown office stock is older and lower-valued: AP Goff LLC now holds the Goff Building at 321 W Main St, assessed at $151,560 in 2025. Assessments are 60% of market value (s6). The figures are tax-year 2025 net assessments from the Sheriff's tickets.

Looked for and not found

Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • Sale prices: West Virginia deeds state the consideration and pay transfer stamps on it, but the County Clerk's land-records inquiry site (lookup.harrisoncountywv.com) returns a reCAPTCHA, so no recorded price or sale date was read. None of the marquee buildings carries an 'acquired' price.
  • Waldo Hotel ownership: Wikipedia says the Vandalia Heritage Foundation owns it. The tax-year 2023 state layer and the Assessor's 2027 record both name the Clarksburg Land Reuse Agency (deed book 1791 page 809), and the roll is used. The reported May 2026 plan for 80 apartments was not confirmed in a primary source.
  • That 222 W Main St is City Hall: the roll names only the Municipal Building Commission. The City's website disallows ClaudeBot, so the building's use could not be checked there.
  • Which Clarksburg building is tallest: no source we opened states building heights, so no office tower is ranked. The Goff Building (321 W Main St; AP Goff LLC per the 2027 record) is recorded but not marked as tallest.
  • Total assessed value of the City of Clarksburg: the WV Tax Division's county and municipal assessment statistics were not located in this pass, so there is no city-wide total.
  • Builders: there is no league table. New-home builders active in Clarksburg could not be named from a source with unit counts.
