Chesapeake, Virginia

Chesapeake, an independent city with no county, assesses $42.7 billion of taxable real estate. The United States owns about 28% of its parcel acreage, mostly the Great Dismal Swamp refuge. Older City GIS layers still name the owner of every parcel, and every Virginia deed states its price.

Can you find out who owns it?

Virginia records title by deed, and Chesapeake, an independent city with no county, keeps its own deeds at the Circuit Court Clerk at 307 Albemarle Drive. Land records are open at the Clerk's office, with copies at 50 cents a page; remote access to deed images back to 1637 is by paid subscription at $600 a year. The City Real Estate Assessor values every parcel annually and shows the owner of record free on its Property Information Website, one parcel at a time, and lists free Excel 'LandBook' exports on the City's Open Data page. The City's current open parcel layer carries no owner field, but older City GIS layers on ArcGIS Online still carry owner, transfer date and stated consideration for every parcel. Virginia law makes every deed state its consideration on the first page.

Chesapeake City Hall and Municipal Center
306 Cedar Road, Great Bridge, Chesapeake
Civic City of Chesapeake
100%
The City's 2020 parcel layer lists seven parcels at 306 Cedar Rd under the project name 'CITY HALL COMPLEX', owner 'CITY OF CHESAPEAKE', property class 7410 (local government, exempt), totalling about 161 acres. Each row carries the same assessment, $103,379,500, which is the complex's value rather than seven separate ones. The recorded transfer has a placeholder date (1901) and $0 consideration, so there is no purchase price. The Circuit Court and Clerk sit next door at 307 Albemarle Drive.

Distressed. CBL's $61.6M loan matured in December 2019 and defaulted; the mall went into receivership in March 2022, and CBL's 2022 10-K says the lender foreclosed in October 2022, when CBL transferred title in satisfaction of the debt. The City's 2024 ownership layer still shows Greenbrier Mall II LLC (a CBL subsidiary) on the main parcels ($82.0M), Seritage SRC Finance LLC on the former Sears (21.7 acres) and J B White & Co on Dillard's. It lags the deeds.

The City's parcel layers list 736 Battlefield Blvd N (project 'CHESAPEAKE GENERAL HOSPITAL', 13.5 acres, class 7450) under 'CHESAPEAKE HOSPITAL AUTHORITY'. They assess it at $70,488,400, land $6,844,000, and record a February 1973 transfer at $0 consideration. The 2024 layer codes the Authority's land as 'City' public ownership. In the 2020 layer the Authority holds 28 parcels, about 203 acres, mostly hospital and medical-office land along Battlefield Blvd. Developed by the Authority, not bought, so there is no price.

The core land

The most valuable ground in the city, and what the public record says about it.

Chesapeake has no single downtown. Value concentrates in Greenbrier: Dollar Tree's headquarters, the mall, Crossways and the office parks. Battlefield and Great Bridge hold the hospital and municipal centre. The Assessor reassesses every parcel each year at market value (1 January date, effective 1 July). The City publishes totals but no annual report naming top parcels. The parcel figures below come from the City's ArcGIS layers, whose assessments match the 2020 snapshot.

Net taxable real estate, FY2027 (land book 1 Jul 2026)$42.67B
Assessor's value history chart: up from $30.18B in FY2022 and $24.45B in FY2010. Residential vs commercial analysis dated 21 Jul 2026: residential $32.71B (77%), multi-family/commercial $9.97B (23%).

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Most of Chesapeake is swamp, farm and forest. In the City's 2020 parcel layer, 90,536 parcels cover about 211,000 acres. The United States holds about 59,400 acres of that, 28%, mostly the Great Dismal Swamp refuge, plus two Navy installations. Conservation owners come next: the Commonwealth's wildlife and park lands and The Nature Conservancy. The City itself holds under 6,000 acres. The largest private holdings are farms, timber tracts and wetland-mitigation banks. A publicly listed farmland REIT is among them. Acreage is the City's CALCACREAGE field. Assessments repeat across multi-parcel accounts and are not summed. Owners are as of the 2020 snapshot unless a note says otherwise.

NameTypeHoldings (City parcel layer, 2020)
United States of America (U.S. Fish and Wildlife Service; Department of the Navy)
Owner strings 'UNITED STATES OF AMERICA', 'U S GOVERNMENT' and variants. The largest share is the Great Dismal Swamp NWR: DCR's layer maps about 51,000 acres of it inside the city, owned by USFWS. The Navy holds NSA Northwest Annex (825 Hummingbird St, 'NSA NORTHWEST RADIO STATION', 2,821 acres, assessed at $45.2M; DCR: 'Naval Security Group Center - NW', 2,845 acres) and Fentress Naval Auxiliary Landing Field (about 2,440 acres across parcels, $40.3M). It also holds St Juliens Creek Annex (477 acres, $87.8M) and Intracoastal Waterway land.
Government 247 parcels, about 59,400 acresB
The Nature Conservancy
Owner strings 'NATURE CONSERVANCY THE', 'NATURE CONSERVANCY' and 'VIRGINIA CH OF THE NATURE CONS'. DCR's layer maps the North Landing River and Northwest River preserves as owned and managed by The Nature Conservancy. Some Northwest River land is managed by DCR on TNC-owned ground.
Institution 48 parcels, about 7,480 acresA
Commonwealth of Virginia (Department of Wildlife Resources; DCR; Port Authority; other agencies)
The single largest is 3853 Ballahack Rd, 3,773 acres, owner 'COMMONWEALTH OF VA BD GM IND FIH' (Board of Game and Inland Fisheries), transferred April 2007. DCR maps it as Cavalier Wildlife Management Area, VA Dept of Wildlife Resources, about 4,500 acres in the city. DCR holds Northwest River natural-area land (about 2,100 acres under 'COMMONWEALTH VA DEPT CONSV REC'). The Virginia Port Authority holds about 96 acres (four parcels, including a tidal wetlands mitigation site), but no terminal. The 2024 layer also carries a $87.7M state college campus.
Government 64 parcels, about 7,320 acresA
City of Chesapeake
Owner strings 'CITY OF CHESAPEAKE' and variants. The holdings include the 161-acre City Hall complex, Northwest River Park (764 acres), the Gees Group property (about 640 acres) and Heritage Park, per the DCR layer. The 2024 layer classes 1,114 parcels, about 8,600 acres, as 'City' public ownership, because that class also takes in the Hospital Authority, the Airport Authority and the School Board.
Government 924 parcels, about 5,850 acresA
School Board of the City of Chesapeake
The School Board holds title in its own name, separately from the City. Six school parcels are assessed above $40M in the 2024 layer, the highest at $104.0M.
Government 82 parcels, about 1,710 acresA
City of Norfolk
Most of it is 425 Harrell Rd and John Etheridge Rd, transferred March 1964, class 7460. Norfolk owns the land in Chesapeake under its own name. The layer gives no use beyond the class code, and its connection to Norfolk's reservoirs on the Northwest River is not stated in any document opened here.
Government 18 parcels, about 880 acresA
Farmland Partners Inc. (through FPI Carolinas LLC)
The City's 2020 layer lists 17 parcels under 'FPI CAROLINAS LLC'. Farmland Partners' 10-K for 2025 (Exhibit 21.1) lists FPI Carolinas LLC (DE) among its subsidiaries. This is a NYSE-listed farmland REIT holding Chesapeake cropland. No document opened here says whether the parcels are still held after 2020.
REIT 17 parcels, about 1,270 acresB
Wetland and stream mitigation banks
In the 2020 layer, 'GREAT DISMAL SWAMP REST/BANK LLC' holds 17 parcels and about 1,390 acres, 'CHESAPEAKE WETLAND MITI BANK LLC' 1,155 acres, and 'THE GREAT DISMAL SWAMP R LLC' 152 acres. These banks sell wetland credits to developers. Their principals were not looked up.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Chesapeake is one of Hampton Roads' main new-home markets. It permitted 551 single-family homes in 2025, about twice Virginia Beach's 266. The pace has fallen from 942 in 2021 and 834 in 2022, to 505 in 2023 and 597 in 2024 (Census). Apartments are lumpy: 295 units in 5+ buildings in 2025, none in 2022 to 2024. In the City's layer, subdivision LLCs hold the most lots, and each builder holds only a few dozen at a time. The counts below are parcels in each builder's name in the City's Zoning and Parcel Ownership layer (published January 2024). They are a snapshot of lot inventory, not annual starts.

NameTypeParcels held (City layer, Jan 2024)

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Chesapeake has no downtown towers. Commercial property sits in Greenbrier, around the mall, Crossways and Volvo Parkway, in Battlefield and Great Bridge, and along the Elizabeth River's Southern Branch, where the industrial terminals are. No REIT files a Chesapeake portfolio of any size. The largest landlords are a corporate owner-occupier, a private office-portfolio buyer financed through CMBS, a developer who bought the mall out of foreclosure, and single-purpose LLCs for big-box stores, terminals and a federal office. Assessments are as the City's ArcGIS layers carry them; their figures match the 2020 snapshot, so they are not current values.

NameTypeChesapeake holding
Dollar Tree, Inc.
The 10-K says it owns its Chesapeake office tower and runs the Summit Pointe property from its corporate segment. The City's 2020 layer lists the 1313 Crossways Blvd headquarters parcel under Dollar Tree Distribution Inc., the highest-assessed parcel in that snapshot.
Public company about 0.5M sq ft HQ tower; 40.5-acre HQ parcel assessed at $130.5M (2020)B
Hampton Roads I-IX Owner, LLC (Hampton Roads Office Portfolio)
Bought in 2019 for $183M as a 22-building portfolio across Chesapeake, Virginia Beach and Hampton (JPMCC 2019-COR5 term sheet). The Chesapeake buildings are on Executive Blvd (Liberty Executive Park, Greenbrier) and Independence Pkwy (Battlefield). The sq ft figure is the term sheet's 54.3% share applied to its total.
Private company 11 Chesapeake offices, about 718,000 sq ft (54.3% of 1,322,003)A
1401 Greenbrier Parkway LLC
Bought out of CBL's 2022 foreclosure at a February 2025 auction. CBL reported the whole centre at 897,040 sq ft in 2021. CBL also sold its 840 Greenbrier Circle office, 50,665 sq ft, in June 2025 for $3.5M, below carrying value (CBL 2025 10-K).
Developer Greenbrier Mall except Dillard's; (price not cited) (April 2025)B
CP Venture Two LLC (Greenbrier Market Center)
The City's layers list 1212 Greenbrier Pkwy ('GREENBRIER MARKET CENTER', 39.3 acres) and adjoining pad sites under CP Venture Two LLC, transferred November 1998. The layers do not say who owns the LLC, and no current filing opened here does either.
Private company 7 parcels, about 47 acres; main parcel assessed at $55.7MA
Walmart (Wal-Mart Stores East LP; Wal-Mart Real Estate Business Trust)
2024 layer: Wal-Mart Stores East LP holds 4 commercial parcels (69 acres, top assessment $21.8M) and Wal-Mart Real Estate Business Trust 3 (37 acres, $22.2M). Further stores are held through trustee names.
Public company 7 commercial parcels, about 106 acresA

Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • Current owner of record for any parcel. The City's live parcel layer (CC BY-NC-ND) has no owner field. The Assessor's FY 26-27 LandBook Excel exports are on gis.cityofchesapeake.net, which refused connections on 14 Oct 2026. The free per-parcel Property Information Website (CivQuest Atlas) is a JavaScript app whose policy forbids bulk extraction. Owners here come from the City's 2020 parcel snapshot and its January 2024 Zoning and Parcel Ownership layer, which lags the deeds: it still shows Greenbrier Mall II LLC after CBL's October 2022 foreclosure and the April 2025 sale.
  • Current assessments. The ArcGIS layers' assessment figures are identical to the 2020 snapshot, so every parcel value here predates the FY2027 land book ($42.67B taxable).
  • Greenbrier Mall's April 2025 sale price and buyer. Reported in local news but not cited here; no deed was read, because the Clerk's land records are a paid subscription ($600 a year).
  • Great Dismal Swamp NWR acreage inside Chesapeake. About 51,000 acres is a Mercator-corrected area from the DCR polygon clipped to the City; fws.gov returned an Akamai 'Access Denied' and was not read.
  • Which parcel holds Dollar Tree's 0.5M sq ft tower (500 Volvo Pkwy / Summit Pointe), and its assessed value after completion.
  • The members of CP Venture Two LLC (Greenbrier Market Center), Walsh FBI Chesapeake LLC and the Hampton Roads Office Portfolio LLCs. The Hampton Roads loan (maturing April 2029) was not checked for special servicing.
  • Exempt-property totals by owner class (federal, state, local, religious). Chesapeake publishes no annual report like Virginia Beach's that splits the exempt roll.
  • Chesapeake Circuit Court Clerk land-records portal (chesapeakeccland.org) and its deed images. These are subscription only and were not used.
  • Port of Virginia terminals. No terminal parcel in Chesapeake is held by the Virginia Port Authority. Its four parcels (about 96 acres) include a tidal wetlands mitigation site. Private terminals on the Southern Branch (Kinder Morgan, IMTT, TransMontaigne, Center Point Terminal) hold their own land.
