Tennessee records title by deed with the county Register of Deeds; there is no state title register. In Hamilton County the Register's online index and document images are sold by subscription ($50 a month per firm or individual, under an agreement that forbids botting, mining and scraping), and anyone may search in person. The free route is the Assessor of Property: its property search and the county GIS parcel service publish each parcel's owner of record, appraisal and up to four sales with the consideration and deed book and page. Prices are known because the state taxes each recorded transfer at $0.37 per $100. Property held by the city-county Industrial Development Board or another public body under a payment-in-lieu-of-tax lease shows that public body as owner, not the private lessee.

The core land
The most valuable ground in the city, and what the public record says about it.
The most valuable ground in Chattanooga is held by public bodies: the Volkswagen plant stands on Industrial Development Board title, and TVA's office complex and Erlanger's Baroness campus follow. The most valuable taxable parcel is CBL's Hamilton Place mall. Hamilton County reappraised in 2025, so the Comptroller puts its appraisal ratio at 1.0000 and the combined tax rate inside the city fell from $4.4873 per $100 of assessment in 2024 to $3.4457 in 2025 (county $1.5157, city $1.9300). Commercial property is assessed at 40% of appraisal and homes at 25%. Parcel figures are the county GIS roll (district 1, the City of Chattanooga: 81,392 parcel records, $40.06B appraised, of which land $12.45B), read 14 Oct 2026 and summed by this research.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
The largest holders of Chattanooga land are public. The City and Hamilton County together hold the Enterprise South tracts around the Volkswagen plant and the 2,734-acre parcel at 190 Still Hollow Loop; the federal government holds about 2,900 acres plus TVA's lakeshore; and the Industrial Development Boards hold title to the Volkswagen plant, BlueCross's campus and the Gestamp, Amazon and Coca-Cola sites under payment-in-lieu-of-tax leases, so the private occupier is not on the roll. Counts are parcels in the roll's district 1 (the City of Chattanooga), every spelling of each public owner grouped; areas are mapped polygon areas from the county GIS, summed by this research (condominium and horizontal-property units share their parent's polygon, so they are not summed). The largest private holdings are industrial and institutional: Signal Mountain Cement and Vulcan Materials' land company, Kordsa's riverside site, two schools (Baylor and McCallie) and the Tennessee River Gorge Trust's land in the gorge; the airport and the National Park Service (Moccasin Bend) are the other large public holders. Railroad rights-of-way are valued by the state Comptroller, not the county Assessor, so railroads barely appear. Individuals and family trusts are left out; 113 parcels carry the owner name 'Private Owner'.

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
Chattanooga's new homes are mostly single-family houses and townhomes on the city's eastern and northern edges, built by regional private builders with two national public builders alongside. The Census Building Permits Survey for 2025 puts the City of Chattanooga, reporting all 12 months, at 793 single-family homes ($250.4M) and 100 units in two-unit buildings, with no permits for buildings of three or more units; its 2024 line was wholly imputed (493 single-family, 405 units in 24 large multifamily buildings). Hamilton County as a whole permitted 1,705 single-family homes ($441.5M) and 182 other units in 2025. No Chattanooga builder league table is published, so the figures are parcels held in each builder's own name on the county roll inside the city (district 1), Oct 2026: lots and unsold homes, not closings.

Commercial landlords
The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.
Chattanooga is the home market of a mall REIT: CBL & Associates has its head office at Hamilton Place and owns Hamilton Place and Northgate Mall and the shopping centres around Hamilton Place. Beyond CBL the listed landlords are thin. Apartment REIT MAA owns four older communities, and the most valuable apartment parcels are held by single-asset companies and Delaware statutory trusts (NADG Wellington Downs LP $66.9M, Mill River Operating Co LLC $60.8M, District Riverside Apartments LLC $59.4M on the 2026 roll). Volkswagen's plant and BlueCross's campus stand on Industrial Development Board title (see landowners). Claims this page would have made if a source could be opened. They are left out rather than guessed.
- Who stands behind the single-asset owners of the most valuable apartment parcels (NADG Wellington Downs LP, Mill River Operating Co LLC, District Riverside Apartments LLC) and of Cole ID Chattanooga TN LLC, Signal Mountain Cement Company and Kordsa Inc.: the roll names only the company, and no filing we opened names a parent.
- Whether Northgate Mall's main parcels belong to CBL: CBL's 10-K lists Northgate Mall as 100% owned, but the roll shows NGM Tennessee LLC and other companies on Northgate Mall Dr, and no filing we opened ties those names to CBL.
- Whether the roll entities National Retail Properties, Inc, Realty Income Properties 5/25/26 LLC and Spirit Master Funding X LLC belong to the listed net-lease REITs of those names; not tied here to a filing.
- Who stands behind the companies holding the most parcels on the roll: OE SFR Hwy 58 Holdings LLC (157), Pinewood TN Investment LLC (139), DRP Concord 2 LLC (123), Kammer Holdings LLC (122) and BNTR SFR Owner LLC (89). Names with 'SFR' suggest single-family rental platforms, but no filing we opened names their sponsors.
- Building-permit figures by builder: Chattanooga publishes no builder league table, so the residential figures are parcels held in each builder's own name, not homes completed.
