Carlsbad, New Mexico
Carlsbad is a Permian Basin oil, potash and nuclear-waste town whose owners of record are free to read on Eddy County's EagleWeb search: the City holds the airport and 382 in-town accounts, the hospital belongs to a Community Health Systems subsidiary, and two Las Cruces-addressed LLC families hold the largest apartment complexes, while New Mexico keeps every sale price confidential by statute.

New Mexico keeps no public title register; ownership is read from the county assessor. The Eddy County Assessor's EagleWeb site lets anyone enter as a guest, without registering, and search by owner, business, address, parcel or legal description; each account shows the owner of record, situs, legal description, parcel size, tax area and current value. Deeds are recorded by the Eddy County Clerk. New Mexico is a non-disclosure state: buyers of residential property file a sale-price affidavit with the assessor, which the law makes a permanent confidential record, so no sale price is public.
The marquee buildings
The towers that set the tone of the core, and who holds them. A price is the price a document states, on the date it states — not an estimate of what the building is worth now.

The core land
The most valuable ground in the city, and what the public record says about it.
Carlsbad's most valuable ground on the 2026 roll, from EagleWeb account pages. There is no bulk roll, so this is the highest found, not a ranking of every account. 'Actual value' is the assessor's full value; taxable is one-third.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
Ownership in Carlsbad is public-sector heavy. Counted from EagleWeb owner-name searches and every account page under each name (2026 values), split by tax area (Carlsbad-IN vs outside). The City's airport alone is about 1,239 acres inside the limits. Federal land in Eddy County (BLM, Carlsbad Caverns, the WIPP site) is mostly not on the roll, so the federal figure is a floor. Exempt public property is valued far below cost.

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
New homes in Carlsbad are built by local developers and small builders, not national ones: no D.R. Horton, LGI, Invitation Homes, American Homes 4 Rent or Progress Residential account turned up. CDOD's 2023 Housing Report counts 33 homes in Cielo Lindo phase 2A, 221 lots in Oasis phases 1-2 (290 at completion), 64 lots in Martin Farms phase 4 and a planned 310 lots at Carlston Ranch. City residential building permits ran 36-68 a month in Jan-Jul 2023. Counts below are EagleWeb accounts in the owner's name (lots held), Eddy County-wide.
