Burlington, Vermont
Burlington's owners of record are public parcel by parcel: the University of Vermont and its medical center hold more than a fifth of the city's listed value, the City is the largest landholder, and the stalled downtown mall is finally being rebuilt as CityPlace.

Vermont has no county recorder: each town or city clerk keeps its own land records, and Burlington's are indexed online through a vendor portal (US Land Records). Ownership itself is free to read. The City Assessor's Property Database names the owner of every parcel, with its values, buildings and a list of transfers that often carries the price, and VCGI's statewide parcel layer joins the annual Grand List (owner of record on 1 April) to the parcel map as a free per-town download. Every deed must be filed with a Vermont Property Transfer Tax Return, so prices are recorded.

The core land
The most valuable ground in the city, and what the public record says about it.
The most valuable ground in Burlington is institutional and exempt: the hospital and the university on the hill. The highest land values per acre are downtown, on the CityPlace block.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
Burlington's ground is held mostly by public and non-profit institutions. On the 2025 Grand List (10,999 distinct records, $7.95B listed value) the University of Vermont and its medical center together carry about $1.51B - roughly 19% of all listed value - and 390 statutorily exempt records carry $2.13B. The City is the largest landholder by area, through a dozen departmental names, followed by the Winooski Valley Park District and UVM; the Intervale floodplain farmland on the Winooski is held by the non-profit Intervale Center. Affordable housing is concentrated in two owners, the Burlington Housing Authority and the Champlain Housing Trust. Figures below are from VCGI's 2025 Grand List parcel file; names are grouped across spelling variants as stated.

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
No league table of builders exists for Burlington, and Vermont's Grand List does not carry a year built, so builders are not ranked by starts here. New housing in the city comes mainly from a handful of downtown and North Avenue projects and from the non-profit and public housing sector. Listed instead are the entities holding the newest large residential projects and the largest rental holders, with Grand List counts (VCGI 2025) and, for CityPlace, the Assessor's unit count. Individual condominium owners are not named.

Commercial landlords
The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.
There is no REIT-scale office market here: the largest private holdings are a national hotel REIT, the CityPlace developer and a set of local family and partnership landlords. The most numerous private holders are small local LLCs holding residential and apartment records (see residential). Entities only; holders whose name is a private individual's full name are left out. Counts are records on the 2025 Grand List (VCGI).

Claims this page would have made if a source could be opened. They are left out rather than guessed.
- The 32 Cherry St courthouse's common name and the 11 Elmwood Ave federal building's common name are not stated on the roll; neither was confirmed from a second source.
- That Cambrian Rise (351-375 North Ave) stands on the former Burlington College campus - widely reported, not checked against a source opened here.
- Wikipedia's $25M figure for Devonwood's December 2013 purchase of the Town Center differs from the $922,500 the Assessor's transfers list for the 13 Dec 2013 deed; the deed may cover only part of the consideration or of the property. Not reconciled.
- Burlington School District's new high school project at Institute Rd (after the 2020 closure of the old buildings) - not checked against a source opened here.
- Deeds themselves were not read: the City Clerk's US Land Records portal returned 503.
