Baton Rouge, Louisiana

Baton Rouge and East Baton Rouge Parish share one consolidated government, and the parish Assessor publishes the owner, fair market value and last transfer date of every parcel as a public-domain open dataset, but sale prices sit in the acts of sale at the Clerk of Court, which are online only by paid pass ($20 a day).

Can you find out who owns it?

Louisiana is a civil-law state with no title register: ownership passes by a notarial act of sale, recorded in the parish conveyance records, which the East Baton Rouge Clerk of Court keeps under an 'original and bundle' number. The City of Baton Rouge and the Parish of East Baton Rouge are one consolidated government, but the parish also holds the separate cities of Baker, Central and Zachary; one Assessor values every parcel in all of them. The Assessor's roll, with each parcel's taxpayer, fair market and assessed value, last transfer date and conveyance instrument number, is published free on Open Data BR in the public domain. The acts themselves, which carry prices, are searchable online through the Clerk's ClerkConnect service for $20 a day, $65 for 30 days or $780 a year.

Louisiana State Capitol
900 N 3rd St (roll: 333 State Capitol), Baton Rouge
Civic State of Louisiana
The Assessor's 2023 roll carries assessment 023-8334-9, 'NEW CAPITOL BLDG.', as EXEMPT in the name STATE OF LA, with the improvement at a fair market value of $37,540,333. The 2025 roll and the current parcel layer carry the same assessment and value but print the taxpayer as LOUISIANA STATE UNIVERSITY at LSU's Lakeshore Drive address; no transfer is recorded and the change looks like a data entry, so the State is given as owner. Exempt, so no tax is paid; no price exists.

Chase South Tower
451 Florida St (roll: 451 Florida Blvd), Baton Rouge
Office La Hermana Mayor, LLC
The parcel layer names LA HERMANA MAYOR, LLC (mail 4171 Essen Ln Ste 450, Baton Rouge) on assessment 000-6309-6, the resubdivided lots 1-12 of Square 7 or 83, sale year 2018. From 2021 to 2023 the assessment carried status 'RS', a code the dataset does not define (its restoration-tax-abatement flag reads NO), and in 2024-25 it is ACTUAL. The 2018 One American Place prospectus lists Chase South Tower among its lease comparables. No source opened names the LLC's members or gives a price.

That the two Chase towers share an owner's mailing suite is what the roll says; it does not say the two LLCs have the same members, and no source opened does. No price was read (the act is at the Clerk of Court).

The core land

The most valuable ground in the city, and what the public record says about it.

The Assessor publishes fair market and assessed values for every real-property assessment, so the parish's most valuable ground can be named from the roll itself. On the roll, land and residential improvements are assessed at 10% of fair market value and commercial improvements at 15%. The open roll carries only real property and public-service property, not business movable property, and industrial plant under exemption contracts appeared only in 2023 (status 'IE'), so industrial value is under-represented below.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

How this record handles the parish: the City of Baton Rouge and the Parish of East Baton Rouge are one consolidated government with one Assessor, but the parish also contains four other incorporated cities (Baker, Central, Zachary and, since 2019, St. George) and unincorporated land, including the ExxonMobil refinery. The Assessor's parcel layer covers the whole parish and does not mark which city a parcel is in, so the holdings below are parish-wide; marquee buildings were tested one by one against the City Limits polygons. Public bodies dominate: BREC, LSU, the school board, the State and the City-Parish each hold thousands of acres, and ExxonMobil holds more parcels than any other owner. Counts are parcels in each owner's name on the Assessor's parcel layer (Oct 2026), every spelling grouped; acres are computed from the parcel polygons and are approximate (some polygons repeat or overlap). Individuals and family trusts are left out.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

East Baton Rouge Parish is a suburban single-family market built by a handful of production builders. The Census Bureau counts 1,770 single-family permits in the parish in 2024 ($480.5M) and 1,420 in 2025 ($379.4M); multifamily swings by year, from 446 units in 56 buildings of five or more in 2024 to 1,205 units in just 8 such buildings in 2025. The City-Parish's own permit file records 994 new-house permits in 2024 and 434 in 2025, fewer than the Census counts; the gap is not explained by any source opened (Baker, Central and Zachary are separate cities). Three builders took 65% of the City-Parish's 2024 new-house permits. The figures are permits by the contractor named on each permit, company spellings grouped and the individual's name that follows some entries dropped; parcels are lots held in the builder's own name on the Assessor's parcel layer.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Baton Rouge's commercial landlords of size are a gaming REIT, a mall owner and an industrial REIT; the downtown office towers are held by single-purpose local LLCs (see marquee), one of them now lender-owned. Gaming and Leisure Properties owns the real estate of all three of the city's casinos, but the Assessor's roll carries the operators' names, so a reader of the roll alone would not see the landlord. Assessed values on the parcel layer are the Assessor's (10% of fair market value for land, 15% for improvements); figures from filings are as each filing states them.

Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • Sale prices for every building here. The roll gives each assessment's last transfer date and conveyance instrument number but no price; the acts of sale are at the East Baton Rouge Clerk of Court, online only through ClerkConnect at $20 a day, which was not bought.
  • The members of the LLCs that own Chase South Tower (La Hermana Mayor, LLC) and Chase North Tower (Riverside Tower North, LLC). Both mail to the same suite at 4171 Essen Ln, Baton Rouge; no filing opened names who stands behind them, and nothing here says they are related.
  • What the Capital Area Finance Authority's title at 9001 Cortana Place secures: no lease, bond document or payment-in-lieu-of-tax agreement was opened, so the current occupant and the terms are not stated here.
  • Whether the State Capitol and other State assessments renamed to LOUISIANA STATE UNIVERSITY on the 2025 roll reflect a transfer or a data change. No act was found in the open data; the record treats both names as State ownership.
  • Where the refineries' and chemical plants' value now sits: the 2023 roll carried $2.15B of industrial-exemption ('IE') entries, which do not appear on the 2024-25 roll as published. Whether those contracts expired, moved to the movable-property roll or were dropped from the open file was not established.
  • Who owns the Mall of Louisiana today. The 2017 prospectus names GGP Real Estate Holding I, Inc. as sponsor; no later filing naming the current parent was opened.
  • Acreage figures are computed from the Assessor's parcel polygons, which sometimes repeat or overlap, and 4,384 polygons carry no owner. They are approximations, not the Assessor's own areas.
  • Largest private landholders by acreage across the parish. Only named entities were measured; farm and timber partnerships in the north of the parish, several in family names, were not ranked.
