Baltimore, Maryland

Baltimore, an independent city outside Baltimore County, publishes the owner, assessed value and last sale price of all 236,996 of its property accounts as CC BY open data; deed images cost $0.20 a page, and the roll shows how far downtown towers have fallen below what was paid for them.

Can you find out who owns it?

Maryland records title by deed in the land records of the Circuit Court for each county, and Baltimore is an independent city with its own land records, separate from Baltimore County. The State Department of Assessments and Taxation (SDAT) assesses every property, and its Real Property Search gives 'publicly available assessment data at no charge'. Baltimore City republishes the same roll weekly as open data under CC BY 3.0, with owner, assessed value, and the last sale date and price. Deed images are on MDLandRec, run by the Maryland State Archives, which now charges $0.20 a page for records under 100 years old.

The towers that set the tone of the core, and who holds them. A price is the price a document states, on the date it states — not an estimate of what the building is worth now.

The 10-K says COPT owns six office properties in the Washington/Baltimore region and says 'We intend to sell these properties' when markets allow. The roll assesses the tower at $30.0M (land $4,275,000 on 1.953 acres, improvements $25,730,600), a quarter of the 2015 price. It was a purchase, not a distressed sale; no foreclosure appears.

COPT 10-Q: 100 Light Street and its garage, 30 Light Street, bought together for $121.2M, assuming a $55.0M mortgage. The roll records $83.5M and $21.0M on the two 100 Light parcels.

The last recorded transfer is 21 Nov 2001 at $5,500,000, before the tower was built, so it is a land price and not a price for the building. The roll gives a Towson mailing address. No SEC filing, CMBS prospectus or press release opened here names who stands behind the LLC.

Baltimore Brew (19 Apr 2023): the Board of Estimates abated ground rent 'in full' until April 2026 for 'Harborplace's new owner, MCB Real Estate', and said its 155,000 sq ft was more than 90% vacant. The core land

The most valuable ground in the city, and what the public record says about it.

Baltimore's most valuable ground is institutional: hospitals, universities and stadiums, most of them exempt from property tax. Downtown land is cheap by big-city standards. The roll puts land at about $200 per sq ft at 750 E Pratt and 1 South St, and $50 under the Transamerica Tower. Figures are SDAT assessments (land plus improvements, taxable plus exempt) from the Open Baltimore Real Property file read 13 Oct 2026 (last update 11 Oct 2026), de-duplicated on the property account number and summed by this research.

Highest-valued parcel$786.2M

Highest-valued for-profit parcel$248.5M
Harbor Point Parcel 3 (T. Rowe Price HQ), built 2025. The City-owned parcel at 1525 Russell St is higher, at $267.9M, and the roll mails its tax bills to a Caesars Palace address in Las Vegas. Open Baltimore, 2026-10.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Public bodies and institutions hold Baltimore's largest estates. The City has 10,774 parcels worth $5.11B, most of them vacant lots and rowhouses held through its housing department, plus 140 school sites. Public schools are titled to the Mayor and City Council, not to the school board, which holds only 4 parcels. Johns Hopkins and the University of Maryland medical system hold the most valuable private estates. Counts group every spelling across the roll's three owner fields and are de-duplicated on account number. Acreage is the roll's text lot-size field, given only where stated in acres or sq ft, so it understates. Rail operating property is kept apart from other land.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Baltimore is an independent city, separate from Baltimore County, and it builds very few homes. Census permit files show 1,557 units in 2021, then 1,657 (2022), 1,843 (2023), 1,273 (2024) and 543 in 2025: 254 single-family and 289 in buildings of five or more units. The Baltimore-Columbia-Towson metro permitted 5,799 units in 2025, 3,606 of them single-family, so more than nine in ten of the region's new homes are outside the city. The national builders in the city buy finished lots for townhouse infill, at the Westport waterfront and in East Baltimore. Figures are parcels held in each builder's own name on the roll, grouping every spelling; the roll cannot tell an unsold home from a lot.

Held under four spellings ('NVR, INC' 44, 'INC., NVR' 13, 'NVR, INC.' 10, 'NVR INC.' 1), all transferred in 2026, 56 of them without improvements. They lie at the Westport waterfront (Boojum, Wenburn and Waterfront streets) and in Reservoir Hill. NVR's FY2025 10-K: it 'generally do[es] not engage in land development' and buys 'finished building lots from various third-party land developers'. Westport LN, LLC holds 177 more vacant lots on the same Westport streets, bought in 2024.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Two listed landlords hold most of Baltimore's institutional-grade office space outside the tenants' own buildings: AH Realty Trust at Harbor Point and COPT Defense Properties downtown and at Canton Crossing. Both now treat Baltimore as non-core, and AH sold its Harbor Point apartments in May 2026. Most other towers are held by single-purpose LLCs, and the roll names only the LLC.

On 20 May 2026 it sold nine apartment properties, among them Allied | Harbor Point, 1405 Point and 1305 Dock Street, for $485.0M to 'an unrelated third party' (8-K). Looked for and not found

Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • Who stands behind 750 East Pratt Street, LLC, CP5 10 Light Street, LLC (Avison Young names the 2021 buyer FPA Multifamily, LLC), Harbor Point Parcel 2 Holdings and the 'PC-E' Baltimore Peninsula LLCs. No filing opened here names their sponsors.
  • Baltimore Peninsula's master developer and its capital partners (MAG Partners, a Goldman Sachs vehicle). Two 'GS … Apartments Owner, LLC' entities are mailed to a Charleston, SC address, but no document opened here ties them to Goldman Sachs or to anyone else, so they are not attributed.
  • Whether the 'MCB'-prefixed LLCs all belong to MCB Real Estate. They share a mailing address but no document opened here says so.
  • Harborplace's terms. Neither the 2022 receivership sale price nor the current leasehold entity's name was found, because MDLandRec was unreachable.
  • Legg Mason Tower's $180M CMBS loan passed its 2022 anticipated repayment date, with final maturity 10 Jul 2027. Its current status was not checked.
  • Oriole Park's parcel. The roll lists the Stadium Authority's parcels by address (1101 and 555 Russell St) without naming the stadiums.
  • The buyer of AH Realty's Harbor Point apartments. Allied Harbor Point Gardens, LP ($84,500,000 recorded, 23 Jun 2026) and 1305 Dock Street Gardens, LP took title in June 2026, mailed to Norfolk, VA. AH's 8-K names the buyer only as 'an unrelated third party'.
  • The Baltimore City yield-tax surcharge on transfers over $1 million could not be verified, because the City Finance pages that would state it return 404.
  • SDAT's own search terms were not read, because SDAT's host returns a Cloudflare challenge to automated clients.
  • The roll names private individuals as owners of most homes. None is reproduced.
  • Nareit and CoStar-type landlord rankings remain paywalled or blocked (national pack gaps). The commercial list is built from 10-Ks and the roll.
