Atlanta, Georgia

Fulton County publishes the owner, value and recorded sale price of every Atlanta parcel it holds as free downloads, because Georgia's PT-61 transfer-tax form puts a price on most deeds. Those files are licensed for 'personal use', and $7.9B of Atlanta parcels sit in development-authority title, so the roll shows the lessee only as a mailing address.

Can you find out who owns it?

Georgia records title by deed with the Clerk of Superior Court in each county, indexed statewide by the GSCCCA. Searching that index online costs $14.95 a month (Premium, with address and PT-61 searches, $29.95) plus $0.50 a printed page. Fulton County, which holds most of Atlanta, publishes its tax roll free: owner, mailing address, appraised value and land use for every parcel, plus a sales file with deed book, date and price. Prices are there because the seller declares them on Form PT-61 to pay a transfer tax of $1 per $1,000. The limits: the County's files are offered 'for your personal use', towers often stand in development-authority title or single-purpose LLCs, and a company sale leaves no price.

The core land

The most valuable ground in the city, and what the public record says about it.

Atlanta spans Fulton and DeKalb counties. This record covers the Fulton part, which holds most of the city: 156,888 parcel records in City of Atlanta tax districts on the 2025 digest. The DeKalb part (east side, including Emory's main campus) and Hartsfield-Jackson's Clayton County land are not covered. Values are the Board of Assessors' 2025 appraised (fair market) values from the Fulton County Tax Parcels 2025 layer. Prices come from the County's Tax_Sales extract (through Dec 2025). Totals and rankings were summed and sorted by this research.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

The largest holders in Atlanta are public. The City (parks, watershed and airport land), Atlanta Public Schools, the State and its authorities, the University System, MARTA and Atlanta Housing hold the most land. Two development authorities hold title to billions of dollars of private buildings that they lease back. Railroad right-of-way is mostly unparcelled on the roll, so the railways' acreage is understated. Counts group each owner's name variants. Figures are the Fulton 2025 digest within City of Atlanta tax districts unless marked countywide. Acres are the roll's LandAcres, which are blank for air-rights and some exempt parcels.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Atlanta itself is built out, so new housing inside the city is mostly apartments. The City of Atlanta permitted 5,622 units in 2025: 561 single-family, 156 in two-unit and 236 in 3-4 unit buildings, and 4,669 in 5+-unit buildings. That is down from 8,109 in 2024 (Census place files). Fulton County as a whole permitted 9,660. Detached subdivisions by the national builders sit in south and north Fulton, outside the city. No Atlanta builder league table is published, so the figures below are parcels held in each builder's own name on the County's 2026 Property Profile, countywide, with the City of Atlanta share. Builders that hold lots through land bankers or option sellers are undercounted.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Atlanta's office market is held by listed REITs headquartered in the city (Cousins, Piedmont) or with a large Atlanta book (Highwoods), by private-equity and fund LLCs, and by owner-occupier companies. Many towers stand in development-authority title, with the operating owner as lessee (see core). Rental housing is a second landlord class: apartment REITs and single-family rental funds. REIT figures are metro-wide from each company's own 10-K (31 Dec 2025). Roll counts are Fulton County parcels.

Looked for and not found

Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • Atlanta's DeKalb County part is not covered: its parcels, the DeKalb roll's terms, and Emory University's main campus holdings. Hartsfield-Jackson's land in Clayton County is also outside this record.
  • Who stands behind the single-purpose owners: 600 Peachtree Propco LLC (Bank of America Plaza), AC Property Owner L.P. (One Atlantic Center), SunTrust Plaza Associates LLC (Truist Plaza), Banyan Street GAP 191 Peachtree Owner LLC, and the three Spring St LLCs at Centennial Yards. The CP Group/HPS, Starwood/Core, Banyan/Oaktree and CIM links rest on press reports, a lender's release and a deed's grantor name, not on the roll.
  • Private lessees behind development-authority titles: DAFC (185 Atlanta parcels, $7.94B) and Invest Atlanta (122, $2.18B). The roll gives only a mailing address. Naming a lessee would need the authority's bond resolutions or lease memoranda, which were not opened.
  • Prices of the 2016 Shorenstein and 2022 CP Group/HPS purchases of Bank of America Plaza: neither deed is in the County sales file (the tower was then in DAFC title), and no document states a price. REBusiness's $220M is an 'indicated' figure, and $380M figures seen in search results were not found in any opened source.
  • The loan status at 191 Peachtree. A CMBS 10-K lists the loan, and search results described falling occupancy and a Nov 2026 maturity, but no servicer report was read.
  • Which State body operates Mercedes-Benz Stadium, and the City/Recreation Authority/Hawks terms at State Farm Arena. The roll names only the title holders, and atlantaga.gov was unreachable.
  • The Fulton sales file names prior owners only, and some are private individuals (never reproduced here). Buyers come from the current roll, so for parcels resold since, the buyer at a given sale is not stated.
  • Builder figures are parcels held in each builder's own name, not closings. Private builders publish no Atlanta volumes. Lots held through land bankers are not counted.
  • Fulton's open-data items say 'for your personal use'. This record quotes single stated facts and aggregates and does not reproduce rows. Whether commercial redistribution is permitted was not established; the Board of Assessors' own site was behind Cloudflare.
  • Nareit and CoStar-type landlord rankings remain paywalled or blocked (national pack gaps), so the commercial list is built from 10-K filings and the Fulton roll.
