Alexandria, Virginia

Alexandria publishes every parcel's owner name, mailing address and deed number free under a CC0 licence, so who owns the city is an open question with an open answer; sale prices sit behind the Clerk's subscription and an assessment site that bars robots.

Can you find out who owns it?

Virginia records title by deed in the land records of the Circuit Court Clerk; Alexandria's Clerk keeps them at 520 King Street, with copies at $0.50 a page and remote access only by paid subscription. The City's GIS open-data portal publishes all 47,414 parcels and condominium units with the owner of record, the owner's mailing address and the recording instrument number, free and under a CC0 public-domain dedication. Assessed values are in the City's GIS map service. Sale prices are not in the open file: they are in the deeds and on the City's Real Estate Assessment Search, whose robots.txt disallows all automated access.

3700 University Dr
Institutional Virginia Tech Foundation, Inc.
The City's open parcel file names the owner of 3700 University Dr as 'VIRGINIA TECH FOUNDATION INC', with a Blacksburg mailing address and a 2020 recording instrument. The Foundation holds three other Alexandria parcels, including 1001 and 1021 Prince St in Old Town, for $129.1M across all its parcels. JBG SMITH's FY2025 10-K calls it 'Virginia Tech's $1 billion Innovation Campus' and says the first academic building opened in January 2025.

Morgan-advised investor, which contributed land at Potomac Yard Landbay F entitled for 1.3M sq ft; it lists Landbay F/G/H at 50.0%/100.0%. The December 2023 arena framework (City, Commonwealth, Monumental, JBG SMITH, $2B) was ended by the City on 27 March 2024 (s10, s11). No filing names CPYR's members; the link to the JBG venture is by location only.

Land RTN East LLC and RTN West LLC
The open parcel file names 'RTN EAST LLC' (501 N Union St, 'ROBINSON TERMINAL CORP. WAREHOUSE-PORT') and 'RTN WEST LLC' (500 N Union St), with the same Arlington mailing address, assessed as land only at $6.86M and $3.06M. An Alexandria Living article reprinted on the City site (May 2024) says 'Rooney Properties, which owns the property, submitted plans in 2023' for mixed-use residential buildings (s19). The southern terminal is now Robinson Landing; the roll lists its condo master card under 'RTS CONDO ASSOCIATES LLC' care of EYA.
Private company —B
US Patent and Trademark Office headquarters campus, Carlyle
400-600 Dulany St (Madison, Knox, Jefferson, Remsen and Randolph buildings)
Office LCOR Alexandria LLC
The open parcel file and the map service name 'LCOR ALEXANDRIA LLC' (Bethesda mailing address) as owner of the five office buildings and the two 'PTO' townhome-and-garage parcels. 2026 map-service values: Madison Building A $173.0M, Knox Building B $68.5M, Jefferson Building C $68.5M, Remsen Building E $18.2M, Randolph Building D $18.2M, plus garages, for $399.0M across 8 parcels. The City's FY2025 ACFR lists LCOR as the 6th-largest private taxpayer at $399.0M (2025). In 2016 'LCOR Alexandria, L.L.C.' was 1st at $979.1M, so the assessment fell 59% in nine years. USPTO occupies the campus under a federal lease. The lease's terms were not opened.
Private company —A
National Science Foundation headquarters (to become HUD headquarters)
2415 Eisenhower Ave
Office USGBF NSF LLC
The open parcel file names 'USGBF NSF LLC', with a San Antonio, Texas mailing address. The map service assesses the parcel at $43.8M ($24.5M land, 77,499 sq ft). That looks low for a building of this size, so related accounts may carry part of the value. The City says (15 Nov 2025) that GSA announced in June 2025 that HUD would move into the existing NSF headquarters at 2415 Eisenhower Ave, bringing 2,700 jobs. NSF and about 1,600 jobs are to move to 401 Dulany St on the USPTO campus, the Randolph building, which the roll lists under LCOR Alexandria LLC. The parent of USGBF NSF LLC is not named in anything opened (see unverified).

The core land

The most valuable ground in the city, and what the public record says about it.

Alexandria's most valuable ground is split. The federal government holds the single most valuable parcel at Mark Center in the West End. The most valuable private land per square foot is in Old Town North along the river. The new apartment districts at Carlyle, Eisenhower and Potomac Yard hold the largest private assessments. Office values have fallen hard: the USPTO campus is assessed at 41% of its 2016 value.

Highest assessed parcel$670.5M
Mark Center, 1897 N Beauregard St, owned by the United States for the Army ($87.0M land on 15.9 acres). Next: Foxchase Apartments, 4474 Raleigh Ave ($385.1M, the highest private parcel), Carlyle Crossing ($322.8M) and Newport Village ($237.6M). Current-year values in the City's GIS map service (s2), read October 2026.
Whole city roll$49.74B at 1 Jan 2025
'Assessed Value of Real Property, January 1' 2025, FY2025 ACFR (s9). That is up from $43.83B in 2021. The GIS map service's current-year values, which include exempt public and institutional property, sum to $56.73B across 47,478 accounts (s2, summed by us).
Old Town North land benchmarkabout $840-875 per sq ft of land
Land component of the current assessment divided by lot area, for non-house parcels over 20,000 sq ft. Examples: Montgomery Center at 815 N Royal St ($22.2M on 26,337 sq ft) and the Tidelock condominium site at 1111 N Fairfax St ($18.2M on 21,294 sq ft). Computed by us from s2.
Office collapse, in one owner$979.1M (2016) to $399.0M (2025)
LCOR Alexandria's USPTO campus, the city's largest private taxpayer in 2016, per the FY2025 ACFR principal-taxpayer tables (s9). The Office of Real Estate Assessments reported office values down another 10.28% for CY2025, with typical vacancy at 18% (s8).
3

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Alexandria's parcel file names every owner, so the large holders can be counted directly. The City government is by far the largest landholder: 357 parcels and 961 acres, including parks, City buildings and the school buildings themselves. The public schools sit mostly on City-titled land; the School Board holds only six parcels. Federal holdings are few but very valuable, led by the Army's Mark Center. Railroad and power-line land is assessed by the State Corporation Commission, so it shows at $0 on the local roll. Figures are summed by us from the City's parcel file (s1) and the current-year values in the GIS map service (s2), grouped by owner-name spelling as the notes say. They include exempt property.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Alexandria is nearly built out, and almost all new housing is rental apartments that the developer or its fund keeps. The Census Bureau's Building Permits Survey records only 17 single-family units for the City in 2025 and 25 in 2024, with no multi-unit permits reported. That is clearly incomplete for a city adding large apartment blocks every year, so it is not used as a count here. The builders below are the developer-owners of the largest recent buildings, identified by the owner's care-of or mailing line on the City's open parcel file. Values are current-year assessments from the GIS map service. None of these firms publishes an Alexandria unit count we could open.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

The City's own list of largest private taxpayers is dominated by apartment owners: eight of the ten are mainly multifamily landlords. The only pure office owner on the list is LCOR, landlord of the USPTO campus. Office and retail are otherwise spread across single-asset LLCs. Figures are 2025 assessed values from the City's FY2025 ACFR, Table XV (s9). The ACFR names owner groups, not the titled LLCs. The rest of the 2025 top ten: CIM Group $305.0M, UDR $298.4M, Elme Communities $235.3M and Carmel Partners $230.1M.

Looked for and not found

Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • The parent of 'USGBF NSF LLC', owner of record of the NSF/HUD building at 2415 Eisenhower Ave. Search results describe a 2014 purchase of the site by a USAA Real Estate affiliate for about $55M. The report (WTOP) bars Claude agents in robots.txt and was not opened, so neither the buyer nor the price is claimed.
  • That CPYR Shopping Center LLC is the J.P. Morgan-advised venture partner, or the 50/50 JBG SMITH venture, at Potomac Yard Landbay F. JBG SMITH's 10-K describes the venture but names no LLC, and CPYR shares a Bethesda mailing address with other unrelated owners.
  • Which Alexandria parcel JBG SMITH sold in February 2026 for $50.7M (347,700 sq ft of development density). The 10-K does not say.
  • The settled price and date of the IDA's purchase of the Landmark hospital site. The $54M figure is from the agreement put to Council in July 2021; the recorded deed was not opened (Clerk's records are subscription-only).
  • Sale prices generally. Virginia deeds state consideration, but Alexandria's copies are by subscription with a no-reposting clause, and the City's assessment search, which shows sales, bars robots. No per-sale price was used.
  • Rooney Properties as owner of Robinson Terminal North rests on a magazine article reprinted on the City site, not on a filing naming RTN East/West LLC's members.
  • USPTO's lease terms with LCOR (expiry, rent) and the GSA lease for NSF's move to 401 Dulany St. No GSA lease document was opened.
  • Whether the current-year GIS values are the 1 January 2026 assessments. The layer was updated in April 2026 but does not state the valuation date.
