Kyiv, Ukraine

Who owns Kyiv: title sits in the State Register of Real Property Rights, searchable by anyone for a small fee through Diia with a Ukrainian electronic signature; the State, the City and their enterprises hold the landmarks.

Can you find out who owns it?

Ownership of land and buildings in Ukraine is recorded in the State Register of Real Property Rights to Immovable Property (Державний реєстр речових прав на нерухоме майно), kept by the Ministry of Justice. Anyone may order an information extract about any property or any person's holdings — the Diia portal answers 'Чи можу отримати витяг про нерухомість іншої людини? Так, можна' (Can I get an extract on another person's property? Yes) — but online ordering needs a qualified electronic signature and a fee of 0.0125 of the subsistence minimum (paper at a service centre: 0.025, stated as UAH 60). There is no free search, no bulk owner file, and no public register of sale prices; Ministry of Justice and register hosts did not answer from outside Ukraine.

vul. Mykhaila Hrushevskoho 5, Kyiv
Civic State of Ukraine — State Management of Affairs (Державне управління справами)
Wikipedia's infobox gives 'Owner: State Bureau of Affairs' (the State Management of Affairs, which runs the buildings of the highest state bodies); built 1936–39, three floors, glass dome, first session 25 July 1939. Tier B: no register entry, statute or balance-sheet list was opened that names the titleholder — the Rada's and the Ministry of Justice's hosts did not answer from outside Ukraine.

Institutional State of Ukraine — National Kyiv-Pechersk Historical and Cultural Preserve (Ministry of Culture)
On 30 March 2023 the Cabinet repealed order No. 519 of 11 July 2013, which had handed State buildings in the Lavra to the UOC monastery for free use; the Culture Minister: 'саме держава є власником цих об'єктів' (the State is the owner of these objects). The Preserve says the agreement with the monastery was terminated in April 2023, and on 8 February 2024 Kyiv City Council allotted the land plots to the Preserve in permanent use, after 30+ years without formalised land title. Church use (lease vs free use) is described differently across official notices.

Wikipedia states it 'is owned by the municipality of Kyiv' (s14). Kyiv's other airport, Boryspil, lies outside the city's boundary (Boryspil, Kyiv Oblast) and is not in this record. Ukrainian civil airspace has been closed since 24 February 2022.

The State Property Fund sold the State's hotel — a 4-star hotel open since 1961, 14 floors, 363–365 rooms, six conference halls, parking and outbuildings — at Ukraine's first online large-privatisation auction, and later reported the full UAH 2.51 billion paid into the State budget. Conditions: keep hotel use, clear wage, budget and overdue creditor debts within six months, no lay-offs; untimed obligations run five years. The SPFU releases do not name the buyer; the State Register would, for a fee and a Ukrainian e-signature.

The core land

The most valuable ground in the city, and what the public record says about it.

No assessment roll or land-value register for Kyiv was reachable (the Ministry of Justice, State Geocadastre and Kyiv City hosts did not answer), so the core's value comes from State privatisation prices — the only Kyiv prices an official source states — and developers' asking prices.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Kyiv's largest holders are public. The City (its territorial community) lists 16,325 communal real-estate objects — schools, clinics, the metro, heat utility, airport and housing offices — with 11.4 million m² of non-residential premises; the State holds the seats of government, the Lavra preserve, national hospitals and stadium, and corporate stakes confiscated from sanctioned owners, which the State Property Fund sells. The railway is a 100% State company. No figure for State land, university or church holdings inside the city was found; the Lavra's land went to the State preserve in 2024.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

New housing in Kyiv is built by private developers selling flats off-plan, plus the City's majority-owned Kyivmiskbud; no official league table of builders exists, so figures below are what the companies, or Wikipedia citing them, state — cumulative and mostly national, not Kyiv-only annual starts. Full-scale invasion halted sites in 2022; most resumed within months. Flats in completed buildings are owned by individuals and are not named.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Kyiv's institutional commercial landlords are few and mostly Ukrainian-managed funds and developers; several of the largest malls are tied up in sanctions confiscation (Ocean Plaza) or creditor proceedings (Gulliver). Looked for and not found

Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • Martial-law access limits: legal-news summaries say Cabinet Resolution No. 209 (6 March 2022, as amended) lets only the right-holder search the register by cadastral number or object address during martial law and for one year after; the official text on zakon.rada.gov.ua could not be opened, and Diia's own service page still lists searches by person or object, so the limit is not stated as fact here.
  • Diia's register-extract service page displayed 'На жаль, послуга тимчасово недоступна' (the service is temporarily unavailable) when opened on 2026-10-21; whether that is a short outage or a suspension was not established.
  • Owners of Hotel Ukraine and Hotel Kozatskyi after privatisation: the SPFU releases do not name the buyers; the Prozorro.Sales lot pages and the State Register would, but were not reached.
  • Gulliver: whether Oschadbank (80%) and Ukreximbank (20%) now hold title, as Wikipedia's infobox says, or are still creditors collecting debt, as its text says.
  • Ocean Plaza: the holder of the remaining 33.35% of LLC Investment Union 'Lybid', and whether the State stake was sold in the October 2026 auction round.
  • Retroville and Lavina Mall owners; the Parus tower (Wikipedia names a developer company but rests it on '[citation needed]').
  • Kyiv's normative monetary land valuation and the State Statistics Service's housing-completion figures for Kyiv (ukrstat.gov.ua did not answer).
  • Holdings of Taras Shevchenko National University, the Orthodox Church of Ukraine and the UOC inside Kyiv — no sourced figures found.
