Taipei, Taiwan
Taiwan's land register tells anyone who owns a parcel for NT$20 a page — companies and the state by full name, private people part-masked — and sale prices are published with addresses; half of Taipei's land is public, and the City is ground landlord of Taipei 101.

Title in Taiwan is registered with the municipal land offices (地政事務所) under the Land Act, and the Regulations of Land Registration (土地登記規則, Art. 24-1) say 'anyone' (任何人) may obtain a Class 2 transcript (第二類謄本): it hides a natural person's date of birth, part of the name and ID number, but not the names of companies, government bodies and other non-natural persons. The Taipei Land Administration Bureau prices the national electronic transcript service at NT$20 per page. Sale prices are published per transaction through the Interior Ministry's actual-price registration (實價登錄), and, since the Equalization of Land Rights Act was amended on 30 Dec 2020, no longer in de-identified address bands (Art. 47); buyers and sellers are not named.

Mixed use | Taipei Financial Center Corporation (台北金融大樓股份有限公司) — building; land owned by Taipei City Government under a superficies (地上權) to 2067 TFCC was formed in 1997 by 14 public and private firms and holds the City's superficies over blocks A22/A23; when it expires in 2067 the buildings pass to Taipei City free of charge, and TFCC pays the City about NT$700M a year in land rent (Wikipedia, citing TFCC). Ting Hsin's 37.17% was bought by ITOCHU (approved Feb 2018, NT$19.6B); in Mar 2025 six state-linked banks bought over half of it at NT$38.7/share. The 15.11% held by Union Trust, in CDIC receivership since 2007, was sold by tender: CDIC signed with Chengda Investment (呈達投資) and Hontai Life (宏泰人壽) on 10 Mar 2026 (CDIC). Price of that tender not in CDIC's release. |

(遠雄巨蛋事業股份有限公司)' the BOT contract for the indoor stadium development; the Department of Sports says Farglory Dome obtained occupancy permits in four stages between 2 Nov 2023 and 26 Mar 2024. Wikipedia's infobox gives the land as owned by the Taipei City Government and the building rights (superficies) with the Farglory group, whose Farglory Land Development (遠東建設) is the operator's parent; the concession term was not read from the contract. The 40,575-seat dome opened 2 Dec 2023. |

Civic | Republic of China — MOTC Civil Aeronautics Administration (civil side) and Ministry of National Defense, Air Force Command (military side) A joint civil–military airport opened in 1936. Wikipedia's infobox gives its owners as the MOTC Civil Aeronautics Administration (交通部民用航空局) and the MND Air Force Command (國防部空軍司令部), with the Air Force operating the military side and the CAA the civil side, through its Taipei International Airport office set up on 16 Apr 1950. | National Chiang Kai-shek Memorial Hall (國立中正紀念堂) / Liberty Square No. 21, Zhongshan S Rd, Zhongzheng District about 25 ha (park) |
Civic | Republic of China (state) — managed by the National Chiang Kai-shek Memorial Hall, Ministry of Culture The Hall's own page: completed in 1980, the grounds cover about 25 hectares; in 2007 the Council for Cultural Affairs (now the Ministry of Culture) designated the 'National Taiwan Democracy Memorial Park' a national monument, and in 2008 Taipei City registered it as a cultural landscape, giving it a double heritage status. The site was a Qing garrison, then the Japanese 1st Infantry Regiment's barracks, then ROC Army headquarters after 1949. State ownership is inferred from its management by a national agency; the register entry was not read. |

Institutional | Republic of China (state) — managed by National Taiwan University Wikipedia gives NTU's land as about 34,164 ha, roughly 0.94% of Taiwan, spread over Taipei City, Hsinchu, Yunlin and Nantou counties; most of it is the experimental forest in Nantou. In Taipei the main campus in Da'an covers 115.49 ha (the former Taihoku Imperial University), the Shuiyuan campus 6.78 ha (ex-National Defense Medical Center site, merged in 1999), plus the Chengzhong medical campus and hospital. As a national university, its land is state property in NTU's care; the register entry was not read. |

Mixed use | Nan Shan Life Insurance (南山人壽) — 50-year superficies; land owned by Taipei City Government After the Nangang Exhibition Center opened, Taipei City tendered the World Trade Center Hall 2 site as a superficies; Nan Shan Life won a 50-year superficies in 2012 with a planned investment above NT$45B, and the City gets about NT$200M+ a year in ground rent. The infobox lists Nan Shan Life as owner (superficies) and the Taipei City Government as landowner; the 272 m tower was completed on 26 Oct 2017 and its mall, run by Breeze, opened 10 Jan 2019. Nan Shan Life belongs to the Ruentex group. |

| Shin Kong Life Tower (新光人壽保險摩天大樓) No. 66, Sec. 1, Zhongxiao W Rd, Zhongzheng District 118,230 m² floor area · 51 floors |
Mixed use | Not established a paid title search would answer it Completed 21 Dec 1993, 244 m, once Taiwan's tallest; built on the site of the post-war Taiwan Railway Hotel. Floors B2–13 hold Shin Kong Mitsukoshi's Taipei Station store, and Shin Kong Financial set up its headquarters here in 2002. Wikipedia's Shin Kong Life page says the old Shin Kong Life merged into Taishin Life on 1 Jan 2026, which took the Shin Kong Life name and moved its head office into the tower. No source we opened says who holds title, or in what shares (the tower is strata-divided by floor); the land transcript would answer it, so the owner is left blank. |

Retail | Not established a paid title search would answer it Four department-store buildings opened 1997–2005 and linked by bridges — A11 (Songshou Rd 11), A9 (Songshou Rd 9), A8 (Songgao Rd 12) and A4 (Songgao Rd 19) — operated by Shin Kong Mitsukoshi, a Shin Kong group–Mitsukoshi Isetan joint venture. The operator is not the owner, and no source opened names the titleholder of any of the four buildings or their land. Other Xinyi stores have known landlords: Breeze Nanshan sits in Nan Shan Life's Nan Shan Plaza (above); Breeze Xinyi in the Cathay Landmark, which Wikipedia says Cathay Life built while its infobox names Cathay United Bank as owner — a conflict left unresolved. |

The core land
The most valuable ground in the city, and what the public record says about it.
Taiwan publishes an official value for every parcel: the announced current land value (公告土地現值), reset each 1 January as the base for land value increment tax, and the announced land value (公告地價) every two years for land value tax. Taipei's Land Administration Bureau names the most valuable parcels itself, so the top of the market is on the public record without a register search. About half of the city's registered land is public.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
Government is the largest landowner in Taipei by far. The Land Administration Bureau's statistics put public land at 13,055 ha in 2025, of which the national government (中華民國, managed through many agencies, with the National Property Administration holding the non-public-use residue) has 7,839 ha and Taipei City 5,148 ha — mostly in the mountainous northern districts of Beitou and Shilin. No register-based ranking of holders by agency is published; the bodies below are named from their own or government documents, and most publish no Taipei-only figure.

The City is also ground landlord of the Xinyi district's biggest towers under superficies — Taipei 101 (to 2067) and Nan Shan Plaza (50 years from 2012) — and of the Taipei Dome under Farglory's BOT. | Taiwan Railway Corporation (國營臺灣鐵路股份有限公司) and the MOTC railway asset and debt management fund The Executive Yuan's release of 3 Mar 2022 on the draft Act establishing the corporation lists, as its first point, the company's assets and how it acquires them (draft Art. 9). Its release of 21 Jun 2024 says the 'TRA allocated assets and debt management fund' (臺鐵局撥入資產及債務管理基金) took over the old Taiwan Railway Administration's short-term debt and matching assets — mostly heritage buildings — to develop, sell or lease them, and the amendment it approved would exempt them from Art. 28 of the National Property Act. Taipei Main Station's railway estate is split between the two; no Taipei land figure was found. |

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
Taipei is almost fully built out, so new homes come mainly from urban renewal (都市更新) of old walk-ups and from public land. No builder league table exists, and the listed developers' annual reports sit on hosts our rules exclude (doc.twse.com.tw and the old MOPS mirror are robots-disallowed; developers' own sites load their reports by script). The one builder whose Taipei numbers are on the public record is the City itself, which builds and lets social housing on public land. Private developers' Taipei unit counts were not established. Every sale, including pre-sales, is reported to the Interior Ministry's actual-price register with its address.

Commercial landlords
The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.
Taipei's prime commercial stock is held mainly by life insurers and public-private ventures on City land under superficies rather than REITs. Insurers publish only nationwide property totals; building-by-building ownership comes from the cases above. The City itself is ground landlord of the Xinyi district's two tallest towers.
