Ljubljana, Slovenia

Slovenia's land register is public and free to read online one property at a time, but the law forbids searching it by owner, so Ljubljana's landmark owners are established here from statutes, company reports, stock-exchange filings and city pages.

Can you find out who owns it?

Slovenia keeps one land register (zemljiška knjiga), run by the district courts, and the law says every entry in it is public. Anyone can see the current and historical entries for a single property free of charge on the courts' e-ZK portal, once they know its cadastral municipality and parcel or building number; a certified paper extract from a court, notary or administrative unit costs a fee. What the law forbids is the reverse search: nobody may look up which properties a given person or company owns, except creditors with an enforceable claim, state bodies, notaries and the right-holder. Sale prices are a separate open dataset from the Surveying and Mapping Authority (GURS), with the parties' names removed.

Ljubljana Castle (Ljubljanski grad)
Grajska planota 1, 1000 Ljubljana
Civic City Municipality of Ljubljana (Mestna občina Ljubljana, MOL)
The castle's own pages say the public institution Javni zavod Ljubljanski grad was founded by MOL at the end of December 2010 ('Ustanoviteljica … je Mestna občina Ljubljana'; registered 12 Jan 2011) and runs the castle's programme, museums and the funicular, and also the Hostel Celica at Metelkova 8. Its January 2024 release on the Kazemate hall, which closed the castle's decades-long renovation, names MOL as the investor ('Investitorica prenove Kazemat je … Mestna občina Ljubljana'). That the City owns the castle comes from Slovenian Wikipedia: 'Mestna občina Ljubljana je leta 1905 odkupila grad' (the City bought the castle in 1905) — hence tier B. The title sheet was not read.

the register is open, but this building was not matched
Slovenian Wikipedia gives the address as Šubičeva 4 on Trg republike, construction 1954–1958 to designs by Vinko Glanz, four storeys, and a local cultural monument (RKD 8825, 6 Nov 1993). No opened source states who holds title; the State is the obvious holder but that is an inference, so it is left blank. The National Assembly's own site (dz-rs.si) reset the connection, and the land register's e-ZK portal, where the entry is free to view by parcel number, was not used.

Mixed use Not established
the register is open, but this building was not matched
N1 (25 Aug 2024) reports that the building is held in units: the property manager Tabor told N1 that upkeep of the arcade ceiling is 'v domeni etažnih lastnikov stavbe Nebotičnik' (a matter for the building's unit owners) while the walking surface is the City's (MOL), and that 'Del pasaže Nebotičnika je v zasebni lasti' — part of the arcade is privately owned. No source opened names the unit-holding companies or their shares, so the owner is left blank. The units are on the free land register one by one, but no entry was read.

Retail BTC d.d.
51% of the area BTC manages in BTC City; 49% third parties (2019)
BTC's 2019 company profile has a chart titled 'Property management in BTC City as to ownership': BTC 51%, 3rd party 49%. It splits the 398,970 m² into 169,730 m² of shops, 54,273 m² of offices, 58,755 m² of service space, 32,415 m² of storage and 83,797 m² of parking garages, and says BTC 'manages its own immovable properties, renovates them and rents them out'. BTC's current site gives 475,000 m² of surface, 400,000 m² of business premises, 8,500 parking spaces and 21 million visits a year. The company was formerly Blagovno transportni center, and its shares were listed in London from 1997 to 2001. The 49% third-party holders are not named.

The centre's site calls Citypark 'največje slovensko nakupovalno središče', with 120 shops and outlets, built in 2002 and expanded several times. The site is run by Citypark, d.o.o., which also handles its marketing data. A Siol.net piece (Bizi, 9 Mar 2022) says the centre opened in February 2002 and reached its present size with a 2009 expansion. No opened source says who owns the building or who owns Citypark, d.o.o., and the operator is not taken to be the owner. Not established.

Its notes describe 'the right derived from an existing, long-term land use contract to operate the airport in Ljubljana' (€45.9 million carrying value, 28 years left). Fraport Slovenija's history page says Fraport AG signed for 75.5% of Aerodrom Ljubljana in September 2014, reached 100% early in 2015, and turned the d.d. into a d.o.o. on 31 March 2015. The core land

The most valuable ground in the city, and what the public record says about it.

Slovenia publishes per-sale prices openly (GURS's ETN, parties' names removed), so Ljubljana's most valuable ground can be read from GURS's own analysis rather than from listing portals. Its 2025 report puts Ljubljana's prices well above the rest of Slovenia. The 'generalised values' (posplošene vrednosti) GURS assigns to each property are public through its value viewer, but were not summed here.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Ljubljana's biggest identifiable holders are public. The City (MOL) owns the castle and, through its housing fund JSS MOL, 4,679 rental homes, the largest landlord stock in the city. The State holds land through several bodies. The national housing fund (SSRS) has 600 rental flats in two Brdo neighbourhoods. Slovenian Sovereign Holding (SDH) took over the bad bank's (DUTB/BAMC) property at the end of 2022 and still sells plots in the city. the State forests company SiDG runs the State's forests, but publishes no Ljubljana split. On the private side, BTC d.d. holds just over half of the built area it runs in BTC City. No source with a figure was opened for Slovenske železnice, the University of Ljubljana, the Archdiocese of Ljubljana or the Ministry of Defence, so they are not listed. The land register cannot be searched by owner (ZZK-1 art. 199), so no holder's total can be read from it.

Its target is 9,000–10,000 units within ten years. 11 units were finished at Črnuški bajer in 2025, and 283 are due in 2026 (Zelena jama – Zvezna 87, Rakova jelša I 99, Litijska – Pesarska 97). Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Ljubljana builds few homes and sells them before they are finished. GURS estimates that just under 900 new homes were completed in Ljubljana and its immediate surroundings in 2025 (660 in 2024; a post-2015 peak of 2,200 in 2023). Around 1,700 are under construction, and 'more than 3,000 new residential units intended for the market and just under 1,000 non-profit rental flats' are planned. GURS also says new-build sales are captured incompletely in the price register, so there is no reliable count of them. No official builders' league table exists. The public funds publish their own counts, and the private developers found publish none for Ljubljana that could be opened. New flats sold to individuals stay unnamed.

The largest is Povšetova (OPPN Novi center), 361 units from 2026 to 2028. Larger sites are undated: Litijska – Gramozna, about 420, and Stanežiče with the Remiza depot, about 2,400. All are non-profit rentals.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Ljubljana's large retail and business estates are held by a few groups. The largest is BTC d.d., a Slovenian company that grew out of the State's central warehouses. Austria's Supernova owns most of the country's ex-Mercator and Qlandia centres, including Supernova Ljubljana Rudnik. OTP's project company Mendota Invest is building Emonika by the station. The owner of Citypark, the other giant mall, was not established. The State itself is a large commercial landlord through SDH, and the airport is a Fraport leasehold. There is no published ranking by floor area, so the figures are each owner's own.

The 2019 profile says BTC manages 1,000,000 m² of business space in total and owns 51% of the BTC City area it manages. Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • Owners of Citypark, Nebotičnik's units, the National Assembly building, the railway station and Cankarjev dom: each is free to read one parcel at a time on the e-ZK portal, but the portal is a script-only app (and per secondary reports needs a free e-Sodstvo account), and no title sheet was read.
  • Whether e-ZK viewing needs an e-Sodstvo user registration: a search summary of a 2011 24ur article and data.si said it does, but the statute (ZZK-1 art. 198) says only that access must be free to everyone. The portal itself could not be read.
  • The court fee for a certified paper land-register extract: ZZK-1 says 'proti plačilu takse ali nadomestila', but the fee tariff (ZST-1) was not opened.
  • Price Fraport paid for Aerodrom Ljubljana: search results gave €177.1 million for 75.5% (2014) and €234.4 million for 100%, but the pages carrying it (sloveniatimes.com robots-excludes AI agents; exyuaviation.com not opened) were not read, so no price is shown.
  • Who owns the land under Ljubljana Airport (the counterparty to Fraport's land-use contract) was not stated in any source opened.
  • Belle Vie Tivoli (Kolektor Koling and Gorenje Projekt), 195 flats at about €40 million, appeared in a search summary only and is not listed as a builder.
  • Landholdings of Slovenske železnice (sz.si behind Cloudflare), the University of Ljubljana, the Archdiocese of Ljubljana and the Ministry of Defence / Slovenian Armed Forces in the city: no source with a figure was opened.
  • MOL's total property value (the premoženjska bilanca in its annual final account) was not found. The Official Gazette (uradni-list.si) returned 503 and pisrs.si is a script app.
  • Which centres Supernova owns outright, as opposed to manages, and the 49% third-party holders inside BTC City, were not established.
