Bucharest, Romania
Romania's land register (carte funciară) is public — anyone may order an extract for any property for RON 20 online or RON 25 at the counter — but there is no free search and no open owner file, so Bucharest's landmark owners are established here from listed owners' reports, State-company filings and parliamentary papers; the Romanian State, the City and three listed landlords hold the core.

Romania keeps one national land register, the carte funciară, run by the National Agency for Cadastre and Land Registration (ANCPI, Agenția Națională de Cadastru și Publicitate Imobiliară) through its county offices; in Bucharest that is the city's cadastre office. Anyone may order an 'extras de carte funciară pentru informare' for any property, not only their own: it costs RON 20 through the agency's online ePay portal or RON 25 at a counter, and since 7 April 2025 (counter) and 2 June 2025 (online) it is free to the owner of the property. A search needs the cadastral or land-book number; there is no free name search and no bulk owner file. In August 2026 ANCPI's main system, e-Terra, was out of service and the agency said its other platforms (the owners' register, MyEterra, Geoportal) would be restarted in stages.

The marquee buildings
The towers that set the tone of the core, and who holds them. A price is the price a document states, on the date it states — not an estimate of what the building is worth now.

| Palace of the Parliament (Palatul Parlamentului) Strada Izvor 2–4, Bucharest (as en.wikipedia gives it) c. 330,000 m² built floor area (ro.wikipedia); 365,000 m² (en.wikipedia) |
Civic | Romanian State — administered by the Chamber of Deputies and the Senate The Senate's explanatory memorandum to bill L612/2020 cites Law 205/2018 'privind transmiterea unei părți din imobilul „Palatul Parlamentului”, proprietate publică a statului, din administrarea Camerei Deputaților' — the building is State public property and the Chamber of Deputies is its administrator. Part of Corp B3 was moved by that law to the Ministry of Regional Development as its seat, a move the memorandum says was never carried out; it notes the surrounding spaces are administered by the Senate, which asked to take over the whole of Corp B3. Wikipedia (s5) gives 240 × 270 m, 84 m tall, 9 floors above ground and 9 below. |

CNAB runs both Henri Coandă and Băneasa–Aurel Vlaicu (which is inside the city) and leases 'spaces and land' to airlines and handlers. The airport is in Otopeni, not in Bucharest. English Wikipedia gives the owner as the Ministry of Transport and Infrastructure and the operator as CNAB, 605 ha, 17,001,578 passengers in 2025. Civic | Romanian State railway estate — managed by Compania Națională de Căi Ferate „CFR” S.A. CFR S.A.'s own project page: the 'Modernizarea / Consolidarea / Reabilitarea Stației C.F. Gara de Nord București – Faza I' is an investment 'derulată de Compania Națională de Căi Ferate „C.F.R.” S.A.'; the station is a listed historic monument (LMI B-II-m-B-18803), serves about 85% of the capital's rail passengers, and Phase I covers more than 33,000 m² at RON 499,626,513.85 including VAT. Built 1868–1872, opened 13 September 1872. English Wikipedia's infobox gives the owner as CFR. Tier B: no opened document says whether CFR holds the station in ownership or administers it as State public property; the investment sum is a works budget, not a price. |

Its developments table lists a Promenada Bucharest mixed-use extension of 55,400 m² at €178m valuation/cost to date. NEPI's portfolio page places it in 'Romania / Bucharest'. Office | Globalworth Real Estate Investments Limited Globalworth's building page: 'Globalworth Tower', 201 Barbu Văcărescu Street, District 2, 55k sqm office area, 638 parking places, LEED Platinum, completed 2016, 'a “Class A” development with a height of 120m', the first in Romania and SEE with LEED Platinum. Globalworth's 2025 annual report lists a 3.3k m² Regina Maria lease in it. Globalworth (AIM-listed, Guernsey) is 60.9% held by Zakiono Enterprises Ltd, 'jointly and equally owned by CPI Property Group S.A. and Aroundtown SA' (s10). Tier B: the building page presents the tower as Globalworth's own asset but no opened document names the Romanian subsidiary that holds title. |

Tier B: a 2017 report of the owner's results; no later filing was opened, so a change of owner since then is not ruled out. The €501m is a valuation, not a price. |

Office | Not established a paid title search would answer it IPE Real Assets (PropertyEU archive), 13 Dec 2011: 'Austrian developer Raiffeisen Evolution has sold its landmark SkyTower office development project … to the group's property arm, Raiffeisen Property International. Financial details were not disclosed.' The tower has 37 storeys; Wikipedia gives 137 m and c. 78,000 m² gross and lists Promenada as the complex's third stage — the mall is now NEPI Rockcastle's (see above). No document opened says who owns the tower today: a 15-year-old sale report is not enough to name a current owner, and the land-register extract (RON 20) was not bought. |

| Băneasa Shopping City Băneasa, Sector 1, Bucharest |
Retail | Not established a paid title search would answer it English Wikipedia says the mall opened on 18 April 2008, was built by Bouygues for an investment of €150 million, and is part of the Băneasa Developments project; its owner statement names two private individuals and is flagged '[citation needed]', so it is not repeated here. The brief's NEPI Rockcastle lead is wrong: Băneasa Shopping City is not in NEPI's 31 Dec 2025 schedule of properties (s8). No filing or register entry naming the owning company was opened. |

| Romanian Athenaeum (Ateneul Român) Strada Franklin 1–3, Sector 1, Bucharest (Calea Victoriei / Piața George Enescu) |
Civic | Not established the register is open, but this building was not matched English Wikipedia's infobox gives 'Owner: Romanian Philharmonic Society', opened 1888, 794 seats, website fge.org.ro (the George Enescu Philharmonic); the 1992 restoration's €9 million came in equal shares from the government and the Council of Europe Development Bank. Romanian Wikipedia lists it as an historic monument of national and universal value (LMI B-II-m-A-18789). The infobox's owner is unsourced and contradicts the brief's 'State' lead; neither could be checked against a law or register, so no owner is named. |

| Arch of Triumph (Arcul de Triumf) Piața Arcul de Triumf, Sector 1, Bucharest 25 × 11.5 m base, 27 m high |
Civic | Not established the register is open, but this building was not matched Romanian Wikipedia: the arch (1935–36, Deva granite) was funded largely by public subscription of more than 7 million lei launched by the Ministry of National Defence, and is a listed monument (LMI B-II-m-A-18001) 'Municipiul București'. It also reports that a former mayor declared the City Hall 'nu deține actul de proprietate' — does not hold the title deed — for the arch. The brief's 'City' lead therefore cannot be confirmed; no owner is named. |

Office | AFI Europe Business Forum, 21 August 2024: law firm PeliPartners 'assisted Immofinanz in the sale of myhive Victoriei to AFI Europe, in a deal worth an estimated €27 million. The office project, previously known as Bucharest Financial Plaza, was acquired by Immofinanz in 2021'; it 'has a built area of 38,703' m² and was the first modern building constructed in Bucharest in the 1990s, with a 'planned reconfiguration'. Tier B: the price is the press estimate, not a filed figure; the buyer's own accounts and the land register were not opened, and the street number is not given. |
Private company | EUR c. €27 million (estimated) 2024-08 Business Forum, 21 Aug 2024: Immofinanz sold it to AFI Europe 'in a deal worth an estimated €27 million'; Immofinanz had bought it in 2021. B |
The core land
The most valuable ground in the city, and what the public record says about it.
Romania publishes no parcel-level valuation roll and no open price file — notaries' valuation grids and ANCPI's transaction counts are aggregates — so the most valuable ground cannot be measured from an official per-parcel value. What the public record gives is the listed owners' valuations of their Bucharest assets, which put the north-central Floreasca–Barbu Văcărescu–Pipera axis (Globalworth's 'New CBD', Promenada) at the top.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
The great holders of Bucharest ground are public. The Romanian State holds its buildings as 'proprietate publică a statului' and hands each to an administrator — the Chamber of Deputies and the Senate for the Palace of the Parliament, CFR S.A. for the railway estate, RA-APPS for protocol villas and flats — so the administrator, not a title-holder, is what the public record usually names. The Municipality of Bucharest (PMB) is the second great owner; in March 2026 it began its first full inventory of its buildings, land and garages in 35 years, so no city-wide total exists yet. The six sector halls hold local property of their own; no sector figures were opened. The Patriarchate holds the Arsenal Hill cathedral site. Holdings of the University of Bucharest, the Ministry of National Defence and the Ministry of Finance/ANAF in Bucharest were not found in any source opened.

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
New homes in Bucharest are built by private developers who sell flats off-plan, mostly to individual buyers who then own them as condominium units — those owners stay unnamed. The two largest builders listed on the Bucharest Stock Exchange publish unit counts in their own reports; there is no official league table, and the national statistics office (INS) host refused automated reading, so no city-wide completions total is given here. Figures are each company's own and, where stated, include projects outside Bucharest (Constanța, Iași, Sibiu).

Its sales table gives 577 units sold in 2025 with 54,383 m² saleable area (317 of them 2-room flats). Contracted receivables of EUR 353.8 million are due to 2028. Looked for and not found
Claims this page would have made if a source could be opened. They are left out rather than guessed.
- Current owner of Sky Tower: the only sale report opened (IPE Real Assets, Dec 2011) names Raiffeisen Property International as buyer from Raiffeisen Evolution; no later document was opened, so no owner is named.
- Owner of Băneasa Shopping City: Wikipedia names two private individuals without a citation; no company filing or register entry was opened. The brief's NEPI Rockcastle lead is not supported — it is not in NEPI's 31 Dec 2025 schedule.
- AFI Cotroceni's owner rests on a 2017 report of AFI Europe Romania's results; press reports (not opened: romania-insider.com, rate-limited) say AFI Park's offices were later sold to a Romanian retail group's owners, so the 2017 €735m portfolio figure is out of date.
- Romanian Athenaeum: English Wikipedia's infobox names the 'Romanian Philharmonic Society' as owner, without a source; the State or the George Enescu Philharmonic could not be confirmed from a law or register.
- Arch of Triumph: Romanian Wikipedia reports a former mayor saying City Hall holds no title deed for it; the brief's 'City' owner is not established.
- The Henri Coandă land itself: CNAB's report gives its shareholders but no document opened says whether CNAB owns the airport land or holds it as State public property.
- The ANCPI fee order (Ordinul 16/2019 as amended in 2025) and Law 7/1996 could not be opened (legislatie.just.ro dropped the connection; epay.ancpi.ro does not resolve), so the RON 20 / RON 25 fees and the free-to-owners rule are cited from Capital's reporting of the Ministry of Development, April 2025.
- Bucharest holdings of the University of Bucharest, the Ministry of National Defence, the Ministry of Finance/ANAF, the six sector halls, and ANL's Bucharest units — not found in any source opened.
- City-wide dwellings completed in Bucharest (INS) — insse.ro returned a JavaScript browser check.
- RA-APPS's count of properties: a 2026 register of c. 220 rental units (192 in Bucharest) is reported by playtech.ro, which returned 403 — not opened, so not used.
