Lisbon, Portugal
Portugal sells its land register to anyone: for EUR 1 a building online, the informação predial simplificada tells whoever asks who owns it and what is mortgaged, and EUR 15 buys the full certidão permanente — but there is no bulk file, and the tax register is closed.
10 buildings · 10 with an owner established · 26 sources · 7 tier A · 3 tier B · prepared 2026-10-20
Ownership in Portugal is recorded in the Registo Predial, the land register run by the Instituto dos Registos e do Notariado (IRN), and it is public to anyone who pays: the IRN's own notice says the informação predial simplificada 'permite a qualquer pessoa saber quem é o proprietário de um imóvel e se existem hipotecas, penhoras ou outros encargos', for EUR 1 per property online since 1 September 2023 (EUR 5 at a counter). The full, legally valid record is the certidão permanente, EUR 15 online for six months' access (EUR 20 in person). There is no bulk extract, and the tax register (matriz predial, held by the Autoridade Tributária) is not open; sale prices appear only as INE aggregates.

| Centro Colombo (Colombo shopping centre) Avenida Lusíada, Carnide / São Domingos de Benfica, Lisbon [100–200] thousand m² GLA (AdC's redacted range) |
Retail | Centro Colombo – Centro Comercial, S.A. (control: Sonae Sierra, SGPS, S.A.) The Autoridade da Concorrência's public decision Ccent. 70/2024 (28 Nov 2024) describes Centro Colombo – Centro Comercial, S.A. as the company 'proprietária' of 'Centro Colombo' in Lisbon, until then jointly controlled by Sierra European Retail Real Estate Assets Holdings BV (Fundo Sierra Prime) and RPFI Spain BV, held by the CBRE Retail Property Fund Iberica. Sonae Sierra, controlled by listed Sonae SGPS, notified its acquisition of sole control on 24 Oct 2024; the AdC did not oppose. Sonae Sierra's 2023 accounts show the 50% stake. No price is published; completion is not stated in the decision. |

Retail | Centro Vasco da Gama – Centro Comercial, S.A. (control: Sonae Sierra, SGPS, S.A.) Same AdC decision, Ccent. 70/2024 (28 Nov 2024): Centro Vasco da Gama – Centro Comercial, S.A. is 'proprietária' of the centre at the gateway to the 1998 Expo site, previously jointly controlled by the Fundo Sierra Prime and RPFI Spain BV (CBRE Retail Property Fund Iberica); Sonae Sierra notified sole control and the AdC issued a non-opposition decision. Sonae Sierra's 2023 consolidated accounts list 'Centro Vasco da Gama - Centro Comercial, S.A.' at 50% under VdG Holding BV. No price published. |

| Amoreiras Shopping Center and the Amoreiras complex Avenida Engenheiro Duarte Pacheco, Amoreiras, Lisbon 25,637 m² GLA, 45,000 m² gross, 190 shops (shopping centre) |
Mixed use | Mundicenter Mundicenter's own 'Quem somos' page: created in 1983, it launched the Amoreiras Shopping Center in 1985, 'o primeiro grande centro comercial a ser inaugurado em Portugal', and 'é proprietária e responsável pela gestão de 9 centros comerciais' (226,522 m² GLA). Its Amoreiras page gives 25,637 m² GLA and 9.02M visitors in 2025, and lists two Mundicenter office buildings beside it (Amoreiras Square, 15,730 m², 2003; Alto das Amoreiras, 5,540 m²). The three Taveira office towers above the mall are not listed by Mundicenter; their owners were not established. Owner from the company's own site, not the register. |

| Altice Arena / MEO Arena (former Pavilhão Atlântico) Rossio dos Olivais, Parque das Nações, Lisbon main hall up to 20,000 people (AdC) |
Civic | Arena Atlântida (purchaser from the State's Parque Expo 98, S.A.) AdC decision Ccent. 38/2012 (21 Mar 2013): the Government decided that Parque EXPO 98, S.A. would sell 'o Pavilhão Atlântico e a totalidade do capital social da Atlântico' so Parque Expo could be wound up (RCM 21/2012); the buyer, Arena Atlântida, is a vehicle; 'o preço a pagar à Parque Expo ... é de €21,2 milhões'. The later AdC decision Ccent. 17/2023 (19 Nov 2024) cleared Live Nation Entertainment's indirect control of Arena Atlântico – Gestão de Recintos Multiusos, S.A., described as managing and operating the arena; it does not restate who holds title today, so the current titleholder after 2024 is not established beyond the 2013 sale. |
Private company | EUR EUR 21.2M 2012 Contrato-promessa price for the Pavilhão and 100% of Atlântico – Pavilhão Multiusos de Lisboa, S.A.; split confidential. AdC cleared with conditions 21 Mar 2013. B |

Civic | Portuguese State (Estado Português) The arcaded ministry wings around the square are State buildings. The Government's own notice of 2 Sep 2016 records the Ministry of Defence and the Treasury signing 'o protocolo que cede à Câmara Municipal de Lisboa o edifício do antigo Ministério do Exército e de toda a Ala Oeste do Terreiro do Paço', 338 m² of useful area 'cedido por um período de 45 anos, por um valor de cerca de 400 mil euros', and states that the west wing and Torreão 'eram os únicos espaços do Terreiro do Paço que ainda não se encontravam a cargo da CML' — a cession of use, not a sale; title stays with the State. Which ministries still occupy which wing was not established from a register. |

| Jerónimos Monastery (Mosteiro dos Jerónimos) Praça do Império, Belém, Lisbon |
Institutional | Portuguese State (Estado Português) UNESCO World Heritage site (with the Torre de Belém), managed today by the State's Museus e Monumentos de Portugal; the church is also a parish church of the Patriarchate of Lisbon. Ownership rests on Portuguese Wikipedia's infobox ('Proprietário atual: Estado Português'), which cites no document for it. The State heritage inventory (SIPA, monumentos.gov.pt) did not answer and the Diário da República was unreachable, so the State's title could not be confirmed against an official record — hence tier B. Use by the Church does not make it Church property. |
Government | —B |
| Lisbon Cathedral (Sé de Lisboa / Santa Maria Maior) Largo da Sé, Santa Maria Maior, Lisbon |
Institutional | Portuguese State (Estado Português) National Monument since 1910, seat of the Patriarchate of Lisbon and in religious use. Portuguese Wikipedia's infobox gives 'Proprietário atual: Estado português' and 'Função atual: Religiosa (catedral e igreja paroquial)', without a citation for ownership. The State heritage inventory (SIPA) was unreachable, so this is tier B: the Catholic Patriarchate uses the cathedral; title as stated is the State's, not confirmed against the land register (EUR 1 per property would answer it). |

| Entrecampos — former Feira Popular site (Operação Integrada de Entrecampos) Between Avenida 5 de Outubro, Avenida da República and Avenida das Forças Armadas, Avenidas Novas, Lisbon |
Land | Fidelidade – Property Europe, S.A. The City's Deliberação n.º 85/CM/2025 (Boletim Municipal 1621) recites that under Hasta Pública n.º 1/DVP/DMGP/CML/18 four assets — Lots B1 and B2 and Parcels A and C — were awarded to Fidelidade – Property Europe, S.A. provisionally on 12 Dec 2018 and definitively on 4 Feb 2019, 'tendo a escritura de compra e venda sido outorgada em 24 de maio de 2019'; a second auction (n.º 1/DEV/DMGP/CML/19) gave FPE a 90-year surface right over 9,282.70 m² of Parcel B3 for an underground car park, while the City keeps the bare ownership. The total price is not stated in the documents opened (the City's 2019 consolidated report mentions a EUR 27.6M advance from FPE), so no price is recorded. |

| Humberto Delgado Airport (Lisbon Airport) Alameda das Comunidades Portuguesas, Lisbon |
Civic | Portuguese State (Estado Português) — concession to ANA – Aeroportos de Portugal, S.A. (VINCI Airports) Tribunal de Contas audit 16/2023-2ªS (21 Dec 2023): on 28/12/2012 the State paid EUR 286M to the City of Lisbon 'como compensação pelo seu reconhecimento do direito de propriedade do Estado sobre a totalidade dos terrenos do Aeroporto de Lisboa', ending 'um litígio judicial com 17 anos'; the airport land is in the concession's list of assets, which revert to the State after 50 years (from 14/12/2012). ANA was then sold: VINCI's bid valued the group at EUR 3,080M (enterprise value), equity price EUR 1,198.5M; the TdC says the State actually received EUR 1,127.1M. VINCI's own release (21 Feb 2013) confirms the EUR 3.08bn enterprise value. |
Government | EUR EUR 286M 2012-12-28 Paid by the State (DGTF) to the Município de Lisboa for recognition of the State's title to all the airport land, ending a 17-year lawsuit (TdC, RCM 4/2013). A |
| Monumental (Saldanha) Praça Duque de Saldanha 33, 1050-094 Lisbon 25,358 m² offices, retail and leisure |
Office | MERLIN Properties SOCIMI, S.A. Merlin's own asset page lists 'Monumental, Plaza Duque Saldanha 33, 1050-094, Lisboa, Superficie: 25.358 m²', recently refurbished, offices, retail and leisure with private parking. A listed Spanish SOCIMI naming its asset is the owner source (its legal notice forbids reuse of site content for public or commercial purposes, so only this single stated fact is quoted). Merlin's 9M25 report gives Lisbon office rents of EUR 25.2M and 100% Lisbon occupancy. No acquisition price was stated on the pages opened. |

The core land
The most valuable ground in the city, and what the public record says about it.
Lisbon's most valuable ground is the Avenida da Liberdade–Marquês de Pombal–Saldanha axis and the riverfront, but the matriz predial (tax register) is closed and the land register sells answers one property at a time, so no assessed-value ranking can be published. What is public: INE's median sale prices for the municipality, the State's own payments for land it secured, and listed landlords' rents.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
Public and quasi-public bodies hold much of Lisbon's ground. The City is the largest housing landlord through its company Gebalis; the State holds the airport land, the Terreiro do Paço and the riverfront, the last through the Port of Lisbon's public domain; and the Santa Casa da Misericórdia, a 1498 charity under State tutelage, is a large urban landlord in its own right. Figures are each body's own and most are not Lisbon-only; no register-based ranking of landholders exists.
| Name | Type | Holding as the body states it |
|---|---|---|
| Município de Lisboa (Câmara Municipal de Lisboa), housing via Gebalis, E.M. Gebalis — 'a empresa pública de Lisboa cujo propósito é promover o desenvolvimento local através da promoção e gestão de imóveis de habitação municipal' — gives 69 bairros and 21,844 habitações on its home page (Oct 2026). The City also owns land it sells or leases by public auction: at Entrecampos it sold four parcels to Fidelidade – Property Europe (deed 24 May 2019) and keeps the bare ownership of Parcel B3 under a 90-year surface right. |
Government | 21,844 municipal dwellings in 69 neighbourhoodsA |
| Portuguese State (Estado Português) — Estamo – Participações Imobiliárias, S.A. / DGTF Estamo, the State's property company, has since September 2023 run a separate 'Negócio por conta do Estado' managing public real estate under Decreto-Lei 60/2023, with sale, lease and cession receipts assigned to the State; its 2024 accounts report a net profit of EUR 43.5M and 774 public properties 'devidamente regularizados' since 2019. Lisbon holdings named elsewhere in this record: the airport land (EUR 286M paid to the City in 2012) and the Terreiro do Paço ministries. No Lisbon-only count is published. |
Government | 774 public properties inventoried and regularised 2019–2024 (national)A |
| APL – Administração do Porto de Lisboa, S.A. (State public domain) APL's statutes page: 'Pertencem ao domínio público do Estado afeto à APL, S. A., os terrenos, terraplenos e obras marítimas situados dentro da área de jurisdição', which on land covers 11 municipalities including Lisboa and 273 km of riverfront (110 km on the estuary), and on the water 31,600 ha from São Julião/Bugio to Vila Franca de Xira (DL 336/98, art. 7). APL is a wholly State-owned company; the land is State public domain assigned to it, not APL's own freehold. |
Government | 273 km of riverfront in 11 municipalities; 31,600 ha of waterA |
| Santa Casa da Misericórdia de Lisboa Relatório de Gestão e Contas 2025: 'a SCML é proprietária de 661 imóveis, dos quais 506 urbanos e 155 rústicos', with 707 active leases; its table splits the urban stock into 264 buildings, 149 income units, 60 units in own use and 33 urban plots. Investment properties stood at EUR 421,933,559 at 31 Dec 2025 (EUR 407.3M a year earlier). The report does not split Lisbon from elsewhere, though most of the urban stock is in the city. |
Institution | 661 properties (506 urban, 155 rural); investment property EUR 421.9M (2025)A |
| Infraestruturas de Portugal, S.A. The State rail-and-road company's property page offers '20.000m² de escritórios, lojas, espaços em estações ferroviárias, edifícios, terrenos e diversos imóveis que já não são necessários à gestão e exploração da infraestrutura' — a national figure for surplus stock, not its whole holding, which includes Lisbon's main stations and rail corridors. Its terms exclude commercial reuse of site content; only this single stated fact is quoted. |
Government | 20,000 m² of surplus offices, shops, station space and land offered (national)A |
Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
Portugal publishes no builder league table and no Lisbon delivery count by company. INE prices new dwellings in Lisbon at a median of EUR 5,172/m² (12 months to Q4 2023), the highest in the country, and the City is the one builder whose numbers are on the public record: its Programa Renda Acessível (2017) planned about 9,160 homes on municipal land, built directly or by concessionaires. Private developers' unit counts could not be sourced from a filing or their own pages: VIC Properties' domain now resolves to a domain-for-sale page, Vanguard Properties' site did not answer, and the portal idealista, which reports most project figures, forbids taking its data.
| Name | Type | Dwellings as the source states |

| Município de Lisboa — Programa Renda Acessível Equipa de Missão do Programa Renda Acessível, proposal of 7 Apr 2017 tabled at the Assembleia Municipal: the municipal land assigned 'permitirá promover a reabilitação de aproximadamente 370 fogos e a construção de 8.788 novos, ou seja uma oferta total perto de 9.160 fogos, dos quais cerca de 70%, entre 6.000 a 6.400 fogos' at affordable rent; the free-market share co-finances the affordable rents through concessions. A planning figure, not deliveries — the City's news pages with delivery counts sit behind a Cloudflare challenge. |
Government | c. 9,160 dwellings planned (370 rehabilitated + 8,788 new), 6,000–6,400 at affordable rentA |
| Município de Lisboa — Restelo Sul municipal subdivision (proc. 8/URB/2020) The City's public-consultation report for the municipal subdivision at Alto do Restelo, south zone, promoted through the Programa Renda Acessível working group: 'A intervenção propõe a edificação de 5 lotes, com um total de 391 fogos (máximo)', in lots of up to 56, 40, 235 and 60 dwellings with ground-floor shops. |
Government | 391 dwellings (maximum) in 5 lotsA |
Commercial landlords
The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.
Lisbon's investment-grade commercial stock is owned mostly by foreign-listed or fund landlords and a few Portuguese groups. No register is used here: owners come from competition-authority decisions, listed-company reports and the owners' own asset pages, as each entry says. Merlin is the largest listed office landlord; the two biggest malls (Colombo, Vasco da Gama) belong to Sonae Sierra's companies; Mundicenter owns Amoreiras and the in-town centres; Fidelidade's property arm bought the Entrecampos land for its own headquarters and offices.
| Name | Type | Lisbon holding as stated |

| MERLIN Properties SOCIMI 9M25 executive summary: Lisbon office gross rents EUR 25.2M (of EUR 216.7M), passing rent EUR 23.7/m²/month, occupancy 100%; Liberdade 195 and Torre Lisboa excluded from stock while refurbished. Its asset pages list Monumental (25,358 m²), Art (22,152), Torre Lisboa (13,715), Liberdade 201 (13,000), Marquês de Pombal 3 (12,461), Central Office (10,606), Torre Zen (10,207) and Lisboa-Expo (6,740) — about 114,239 m² summed by us. |

Looked for and not found
Claims this page would have made if a source could be opened. They are left out rather than guessed.
- Current titleholder of the Altice/MEO Arena building after Live Nation took control of the operator (AdC Ccent. 17/2023) — the decision describes Arena Atlântico as managing and operating the venue; the EUR 1 informação predial simplificada would answer it.
- Ownership of the three Amoreiras office towers (Taveira, 1985) — not listed by Mundicenter; likely divided into fractions (propriedade horizontal) with several owners.
- Jerónimos Monastery and Lisbon Cathedral as State property rest on Wikipedia infoboxes; the SIPA heritage inventory (monumentos.gov.pt) did not answer and diariodarepublica.pt was unreachable.
- Matinha (Marvila) — press reports a 2019–20 sale by Novo Banco to VIC Properties for about EUR 142M and a later change of control, but only via idealista, whose terms forbid taking its data; the City's loteamento pages were Cloudflare-blocked. VIC Properties' own domain now shows a domain-for-sale page. Owner not established.
- Novo Banco's head office: Merlin lists 'Liberdade 195' (refurbishment, excluded from stock 9M25) and an 'Edificio Liberdade 201' asset page (13,000 m²); whether this is the former Novo Banco/BES head office at Av. da Liberdade 195 was not established from a document that says so.
- Fidelidade's Lisbon head office (Largo do Calhariz) and the controlling shareholder of Fidelidade – Property Europe were not established from a filing opened.
- Catholic Patriarchate of Lisbon — patriarcado-lisboa.pt robots.txt disallows all agents except named search bots, so its holdings were not read.
- University of Lisbon and EDP holdings in the city — no figure sourced in this pass.
- Completion of Sonae Sierra's sole-control acquisition of Colombo and Vasco da Gama after AdC clearance (28 Nov 2024) is not stated in the decision; Sonae Sierra's 2025 accounts on its site carry the statements without the joint-venture notes.
