Fajardo, Puerto Rico
Who owns Fajardo, Puerto Rico's east-coast marina and ferry town: title sits in a paid-per-parcel public Registry, and much of the landmark ground is held by Commonwealth public corporations.

Puerto Rico registers title in the Registro de la Propiedad, part of the Department of Justice. Its law says the Registry 'es público para quienes tengan interés en conocer el estado jurídico' of a property, and a registry sheet shows the owner, the recorded transactions and the liens. Online access is through the Karibe system, which needs an account and charges $5 per parcel for a plain sheet ('hoja simple') or $10 to view the inscription folios. Property tax is assessed separately by CRIM, the municipal revenue centre; no bulk owner file is published.

The 1882 lighthouse is a museum managed by the Trust. The reserve holds Laguna Grande, one of three year-round bioluminescent waters in Puerto Rico. Acreage could not be fixed from an opened source (search snippets gave 428 and 444.67 cuerdas). The Trust is a public-interest conservation land trust, not a family trust. |

Civic | Puerto Rico Ports Authority (Autoridad de los Puertos) Primera Hora (30 Dec 2024): Ports and the Municipality signed a long-term lease-and-operation contract for the old terminal, idle since ferry service moved to Ceiba in October 2018 — an initial 20 years plus two 5-year extensions; the Municipality carries maintenance and insurance, pays Ports 3% of gross revenue in year one and 5% thereafter, and has 24 months to select private operators or developers. FTA allowed the lease after a $1,276,055.18 federal debt was paid in full by the Municipality. Ownership stays with Ports (a lease, not a transfer of title). Primera Hora 2023 reports ATM ran the facility with FTA grants. |

| Balneario Municipal Seven Seas (Seven Seas Beach) Las Croabas, Barrio Cabezas, Fajardo (adjoining the Cabezas reserve, per Wikipedia) |
Civic | Municipio Autónomo de Fajardo The Municipality's FY2024-25 budget certifies Ordenanza 1 (2023-2024) setting charges at the 'Balneario Municipal Seven Seas, Estacionamiento, Casetas de Acampar, Campers, Carpas, Gazebos', and books rent from 'Concesionarios Balneario' ($9,000) and 'Campers fijos' ($465,000) — the single largest item in its $845,600 list of property leases. Ordenanza 25 (2019-2020) covers leases to kayak operators. Wikipedia's Cabezas article calls it 'Seven Seas State Park (Parque Nacional Seven Seas)'; the budget's 'Municipal' label is the more recent official statement, and no transfer document was opened. |

| U.S. Customs House, Fajardo Fajardo (port area) |
Civic | Not established a paid title search would answer it Wikipedia's Fajardo article lists the U.S. Customs House, 'constructed in 1930 still in use by the U.S. Customs & Border Protection'. GSA's October 2026 inventory lists no owned federal building in Fajardo (only two leases), so the building is not GSA-held. Whether CBP, another federal agency or a Commonwealth body holds title could only be answered from the Registry at $5–$10 per finca, which was not bought. |

The core land
The most valuable ground in the city, and what the public record says about it.
Puerto Rico's property tax is assessed by CRIM on 1957 values, so roll values are far below market and no parcel-level roll is published. What the Municipality's audited statements give is the revenue side.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
Fajardo is a town of about 30,800 (2025 estimate) whose landmark ground is split between Commonwealth public corporations, the Municipality, a conservation land trust and a few large hospitality and marina owners. The GSA owns no federal building here: its inventory lists only two leased spaces (The Fajardo Gardens, 14,017 sq ft; Eastern Plaza Shopping Center, 4,875 sq ft). No private landowner total could be computed, because CRIM publishes no owner roll.

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
No official source names Fajardo's home builders. The Census building-permit survey does not cover Puerto Rico, CRIM publishes no new-construction roll, and the Municipality's budget lists only public works. The public-housing stock is known exactly: 485 units in three Public Housing Administration developments (HUD, s20). The Municipality's FY2024-25 construction-excise projection covers $14.0M of municipal projects and no private housing (s10).
Commercial landlords
The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.
Fajardo has no REIT-held office or mall property in any filing found. Its largest commercial holdings are a marina, a resort and a hospital, each held by a single company. The neighbourhood retail centres on Avenida Valero and PR-3 (Eastern Plaza, Del Este Shopping Center) appear only in brokers' sale listings, which do not name the owner, so they are not counted.

Looked for and not found
Claims this page would have made if a source could be opened. They are left out rather than guessed.
- El Conquistador's buyer: Wikipedia names Urbano Varro, LLC (November 2019), while El Nuevo Día (August 2019) named Royal Blue Hospitality. They may be the holding entity and the operating company, but no document linking them was opened. No purchase price was found.
- Del Este Shopping Center (PR-3): a sale brochure sits on transformcoproperties.com (Transformco, the Sears/Kmart successor), which suggests Transformco is the owner. That site's terms forbid robots, so it was not opened, and no owner is claimed.
- Eastern Plaza (Avenida Valero, about 73,816 sq ft): broker listings only, no owner named. GSA leases 4,875 sq ft there.
- Whether all of Puerto del Rey passed to Blackstone at the 30 April 2025 initial closing: 15 Safe Harbor properties awaited third-party consents and the 8-K does not name them.
- Seven Seas: the Municipality's budget calls it 'Balneario Municipal Seven Seas', while Wikipedia calls it 'Seven Seas State Park (Parque Nacional Seven Seas)'. No transfer document was opened.
- Area of the Cabezas de San Juan reserve: search snippets gave 428 and 444.67 cuerdas, but no opened source states it.
- Owner of the Caribbean Medical Center building, as distinct from its operator.
- Owner of Palomino Island, used by El Conquistador (Wikipedia says only 'large portions' are used by the resort).
- Any CRIM parcel value or principal-taxpayer list for Fajardo: the catastro host would not complete a TLS handshake, and the audited statements carry no principal-taxpayer table.
- Who benefits from the $4.2M of property tax abated under tourism incentives in FY2023: the audited note does not name the beneficiaries.
