Aguadilla, Puerto Rico

Title in Aguadilla is public in the Puerto Rico Property Registry at $5–$10 a parcel online, but no owner file is published; the ground that defines the town is public — the Ports Authority's 1,600-acre former Ramey airfield, the Coast Guard's air station, and the Municipality's water park, ice rink and plazas — while the owners of the mall, the Marriott and the hospital could not be established.

Can you find out who owns it?

Puerto Rico registers title in the Registro de la Propiedad, part of the Department of Justice; Aguadilla has its own Registry section, served from the western seat in Mayagüez. The law says the Registry 'es público para quienes tengan interés en conocer el estado jurídico' of a property. It is searched online through the Karibe system, which needs an account and charges $5 a parcel for a plain sheet ('hoja simple') or $10 to view the inscription folios. Property tax is assessed separately by CRIM on 1957-based values, and CRIM publishes no bulk owner file.

The core land

The most valuable ground in the city, and what the public record says about it.

Puerto Rico taxes property on 1957-based values set by CRIM, so Aguadilla's levy figures are far below market value and not comparable with a US mainland roll. No parcel-level value or principal-taxpayer table could be opened: CRIM's cadastre host reset every connection. Figures are from the Municipality's FY2024-25 budget (s3), which reprints CRIM's revenue estimate approved 21 Mar 2024 (Resolución 2024-39).

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Aguadilla's largest holdings are public and come from Ramey Air Force Base: the federal government bought 3,796 acres of cane land in 1939, and when the base closed in 1973 the airfield passed to the Puerto Rico Ports Authority while the Coast Guard kept a hangar, housing and a school. A 1979 authority set up to run the Punta Borinquen complex under a U.S. Army licence (DACA 01-3-74-3030) was dissolved in 1998 and its property handed to the Municipality. No private landowner total could be computed, because CRIM's cadastre was unreachable.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

There is no new-home league table for Aguadilla. The Census Bureau's county permit files carry no Puerto Rico rows, and the CDBG-DR Gap-to-LIHTC roster of placed-in-service projects (July 2025) lists no Aguadilla project (s13). Two searches for a named Aguadilla housing project with a developer and unit count found none that could be opened; the one public-housing item (José A. Aponte residencial) appeared only on metro.pr, which is not fetched. No builder is therefore named.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

No commercial owner of a large Aguadilla building could be established from an open source: the mall is managed by CCM, whose pages do not name the owner, and the island's listed banks (Popular, First BanCorp, OFG) do not mention Aguadilla in their 2025 10-Ks. The two landlords below are the ones whose rent is on the public record.

Looked for and not found

Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • Owners of Aguadilla Mall, the Courtyard by Marriott / Punta Borinquen Resort, Hospital Buen Samaritano's real estate and the UPR Aguadilla campus: each needs a Registry folio ($5–$10 on Karibe) or a filing that was not found.
  • Whether the Punta Borinquen golf course and Crash Boat lands have passed to the Municipality: search results describe 2017 and 2021 Senate measures asking for it, but the PDFs returned 'Página no encontrada'.
  • Lufthansa Technik Puerto Rico's hangar (over 215,000 sq ft per trade press seen in search) is on Ports Authority land under 2014 agreements; the lease terms and who owns the hangar building were not established.
  • Industrial plants named by Wikipedia (Honeywell, HPE, LifeScan at San Antonio Technological Park; Lockheed Martin and Suiza Dairy at Camaseyes) — no filing names their Aguadilla real estate as owned or leased, and PRIDCO's property site lists only space offered for rent.
  • CRIM's top-taxpayer list and highest-valued parcel for Aguadilla: CRIM's cadastre host reset every connection.
  • No named new-home builder or unit count for Aguadilla could be opened.
