Warsaw, Poland
Poland's land register is public by statute and free to read online by anyone who knows a building's land-and-mortgage register number, but finding that number by address or owner is reserved to courts, notaries and state bodies, so Warsaw's owners are established here from filings, ministries and the City's own pages.

Ownership in Poland is recorded in the land and mortgage registers (księgi wieczyste), which the statute declares public: 'Księgi wieczyste są jawne' (art. 2). Since 31 March 2026 the act says that 'każdy, kto zna numer księgi wieczystej, może bezpłatnie przeglądać księgę wieczystą' — anyone who knows the register number may view it online free of charge, without logging in — and the owner sits in section II. The catch is the number: a search of the central database by address, parcel or owner name (PLN 30) is open only to courts, prosecutors, tax and enforcement bodies, notaries, KOWR and other listed institutions, and the cadastre (ewidencja gruntów i budynków) gives owner data only to owners, public bodies and those with a legal interest. A certified copy costs PLN 30 (ordinary) or PLN 75 (full) online. Much of central Warsaw stands on land the City or State Treasury still owns, held by building owners in perpetual usufruct (użytkowanie wieczyste). The Civil Code sets it at 99 years, never less than 40 (art. 236), and it is recorded in the same register. Prices are better: from 13 February 2026 the price register (rejestr cen nieruchomości) is free, and its network services publish each sale's price, date, parcel and address with the parties only as a category (State Treasury, local government, natural person, legal person); the City of Warsaw listed its own price-register GML file on dane.gov.pl under CC BY 4.0 on 6 October 2026. No bulk owner file exists.

| Palace of Culture and Science (Pałac Kultury i Nauki, PKiN) plac Defilad 1, Śródmieście — the block bounded by Marszałkowska, Al. Jerozolimskie, E. Plater and Świętokrzyska 110,000 m² usable interior; 815,000 m³ (operator) · 46 floors |
Mixed use | Capital City of Warsaw (Miasto Stołeczne Warszawa) The operating company's own page: Zarząd Pałacu Kultury i Nauki sp. z o.o. 'jest spółką prawa handlowego powołaną do zarządzania mieniem miasta – Pałacem Kultury i Nauki w Warszawie oraz terenem wokół niego, znajdującym się w kwadracie ulic: Marszałkowska, Al. Jerozolimskie, E. Plater i Świętokrzyska'; 'Jej 100% udziałowcem jest Miasto Stołeczne Warszawa'; income is mainly office, conference and exhibition lettings. The building and its square are therefore city property run by a wholly city-owned company. The 'Informacje o PKiN' page gives 237 m with the 1994 antenna mast, 46 storeys including 2 below ground, 815,000 m³ and 110,000 m² of usable interior. No price: built 1952–55. |

Office | HB Reavis HB Reavis's release of 30 September 2026: it 'has secured more than EUR 50 million in additional financing for Varso Place in Warsaw, bringing the total refinancing to EUR 555 million with a consortium of seven lenders'; 'Varso Place consists of three buildings: Varso Tower, Varso 1 and Varso 2'; its CFO calls the deal a vote of confidence in 'HB Reavis as a long-term owner and asset manager', the assets held through its asset-management arm HB Reavis Investments. Its project page calls the tower 'the EU's tallest building by architectural height'. No sale has been announced; the land's tenure (freehold or usufruct) was not on any page opened. |

| Warsaw Spire (Tower A; myhive Warsaw Spire) plac Europejski 1, 00-844 Warszawa, Wola ~71,600 m² lettable, ~65,000 m² office (owner) · 49 floors |
Office | CPI Europe AG (formerly IMMOFINANZ AG) IMMOFINANZ release of 11 July 2019: it 'has successfully finalised the acquisition of the Warsaw Spire Tower through the purchase of the respective real estate holding companies', the sellers being 'the Ghelamco Group, which completed the tower in 2016, and Madison International Realty'; 'The agreed property value for the office tower equals roughly EUR 386.0 million', rent about EUR 19.6M a year. On 6 Nov 2024 it signed a five-year EUR 180M green loan secured by the tower; the asset page lists it as a 'Standing investment', 220 m, 49 floors. IMMOFINANZ now trades as CPI Europe. The lower Spire B and C buildings are not covered here. |
Public company | EUR EUR 386.0M 2019-07 'agreed property value' of the tower, bought by purchasing the property-holding companies; closed 11 Jul 2019 A |
| Złote Tarasy ul. Złota 59, Śródmieście (next to Warszawa Centralna) 66,500 m² GLA, 1,132 parking spaces (URW) |
Mixed use | Unibail-Rodamco-Westfield SE (sole limited partner of the owning partnership) 100% economic interest, equity-accounted, not controlled URW's 2025 Universal Registration Document, note 6.4.1: 'The Group is the sole limited partner in a partnership which holds 100% of a holding company (Warsaw III), which owns 100% of Zlote Tarasy complex (Warsaw).' Because of conditions the Polish competition authority set when URW bought Westfield Arkadia and Wileńska in July 2010, 'the management of Warsaw III and the shopping centre and parking is not performed by the Group', so URW 'does not control this asset' and equity-accounts it. The portfolio table gives 66,500 m², acquired 2007, URW share 100%, consolidation 'EM-A'. Owner-of-record is therefore the Warsaw III holding company, with URW as the sole economic owner. |

| Royal Castle (Zamek Królewski w Warszawie – Muzeum) plac Zamkowy 4, 00-277 Warszawa, Stare Miasto |
Institutional | Not established the source would not open The castle is run by Zamek Królewski w Warszawie – Muzeum, a state cultural institution with its own legal personality: its statute (§ 2–3) names the minister of culture and national heritage as its organiser and records it in the register of cultural institutions as RIK 19/92 and in the State Register of Museums as PRM/1/98. Neither the statute nor the castle's public-information bulletin says who holds title to the castle and its grounds — the State Treasury or the museum itself as a state legal person — and the land register that would settle it (ekw.ms.gov.pl) refused automated access. Left blank rather than assumed. |

| Warsaw Chopin Airport (Lotnisko Chopina) ul. Żwirki i Wigury 1, Włochy |
Civic | Polskie Porty Lotnicze S.A. (PPL), a subsidiary of Centralny Port Komunikacyjny The Act of 22 July 2022 (Dz.U. poz. 1846) converted the state enterprise 'Porty Lotnicze' into 'Polskie Porty Lotnicze Spółka Akcyjna', a one-member State Treasury company, and told the CPK plenipotentiary to contribute its shares to the CPK special-purpose company. Art. 4 also told him to hand PPL ownership of the State Treasury land it already held in perpetual usufruct or under management. Pasazer.com (31 Mar 2023; 22 Sep 2023) reports the change of legal form from 1 April 2023 and the transfer of the shares to CPK. Whether the airport land's ownership has passed to PPL was not on any page opened. PPL's own site rejects scripts. |

| PGE Narodowy (National Stadium) al. Księcia Józefa Poniatowskiego 1, 03-901 Warszawa, Praga-Południe |
Civic | Not established the source would not open The stadium's own pages say only who operates it: since 1 Jan 2013 the operator is PL.2012+ sp. z o.o., 'spółka celowa Skarbu Państwa, podlegającą Ministrowi Aktywów Państwowych', whose shareholder is 'Skarb Państwa - 100% udziałów'. Its remit includes 'poddzierżawianie i najem' (sub-leasing and letting) parts of the venue. Sub-leasing implies it holds the venue under a lease, not title, so the operator is not recorded as the owner. Over 58,000 seats. The title holder is not named on any page opened, and the land register refused automated access. |

Mixed use | CP Strategic Assets S.A. Capital Park Group's 2025 management report: in 2025 the group 'zarządzała 2 nieruchomościami będącymi w portfelu CP Strategic Assets S.A. o łącznej powierzchni 102 000 m2', the first being 'Fabryka Norblina – projekt wielofunkcyjny, oddany do użytku najemców we wrześniu 2021 roku… u zbiegu ulic Żelaznej i Prostej, posiada 65 591 m2 powierzchni najmu, w tym 41 794 m2 nowoczesnej powierzchni biurowej klasy A'; the other is Royal Wilanów. Capital Park manages it and CP Strategic Assets holds it. Capital Park's own 15 Sep 2026 news calls it 'fully let', a 13-year project from purchase to opening. No price was published. |

| Elektrownia Powiśle (former Powiśle power station) ul. Dobra 42, Powiśle, Śródmieście 56,000 m² total rentable area (developer/manager) |
Mixed use | Not established the licence forbids naming the owner White Star Real Estate's portfolio page lists the scheme under 'Development & Management' — asset, property and leasing management. That is management, not ownership: 56,000 m², completed 2019, 3 office buildings, 90 rental apartments and a Barceló hotel. The co-owner's statement on its July 2026 refinancing is on tristancap.com, whose terms forbid using its content 'outside of the Website' and any 'spider, scraper or bot'. It was therefore not opened or relied on, and the owner stays blank. |

The core land
The most valuable ground in the city, and what the public record says about it.
The most valuable ground is the Śródmieście–Wola office belt around Warszawa Centralna and Rondo Daszyńskiego. Its record prices are share deals, not land sales: a building's holding company is bought, and no deed appears in the price register. Values below are owners' own statements. Until the City's price-register file is analysed, no published per-parcel land benchmark is cited here.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
Warsaw's biggest landholders are public. The State Treasury (Skarb Państwa) owns 32.02% of Poland's land, and in Mazowieckie 524,115 ha, with 49,908 ha of that let in perpetual usufruct. It also leaves management of special estates to agencies: KOWR (farmland), Agencja Mienia Wojskowego (military surplus) and State Forests. The City owns its own estate. The headline buildings examined here — PKiN, Chopin Airport, the National Stadium — are all City or State. No published source gives a Warsaw-only split of State or City land: the City's property report and BIP pages refused automated access (AWS WAF challenge / 403). The figures below are therefore national or voivodeship totals unless they say otherwise. Church holdings are not established.
| Name | Type | Holdings (as the source states them) |
|---|---|---|
| State Treasury (Skarb Państwa) Prokuratoria Generalna's report on State Treasury property at 31 Dec 2024: 'Grunty Skarbu Państwa zajmują 10.046.731 ha co odpowiada 32,02 % terytorium kraju'; Tab. 4.2 gives Mazowieckie (the voivodeship around Warsaw) 524,115 ha (2023: 508,112) of which 49,908 ha is held by others in perpetual usufruct, and 16.14% of the voivodeship's area. It also names PKP S.A. and Poczta Polska among the statutory perpetual usufructuaries of State Treasury land. No Warsaw-only figure is published in the report. |
Government | 10,046,731 ha nationally (32.02% of Poland); 524,115 ha in Mazowieckie, 49,908 ha of it in perpetual usufruct (2024)A |
| Capital City of Warsaw (Miasto Stołeczne Warszawa) Wholly owns the company that manages the Palace of Culture and Science and the surrounding square as 'mienie miasta' (s7). Lasy Miejskie – Warszawa, a City budget unit, says forests cover 'blisko 8 tys. ha, co stanowi około 15% powierzchni miasta' in 27 complexes; it supervises c. 3,200 ha of forest not owned by the State Treasury on about 13,000 parcels. It also says City forests became State Treasury property in 1950. The City's own report on its property ('Informacja o stanie mienia') could not be opened, so the City's total land area is not stated here. |

KOWR is also one of the bodies entitled to search the land-register database (s1, art. 36[4] ust. 8 pkt 19). No Warsaw split. |

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
Poland publishes no builder league table, and GUS completions are not broken down by company. New flats in Warsaw are built mostly by listed developers that report sales and handovers by city in their stock-exchange releases. Dom Development, the largest, publishes a Warsaw split each quarter. The City's own housing companies (TBS) and the PRS landlords could not be read, because um.warszawa.pl refuses scripts and resi4rent.pl did not connect. Figures are the companies' own.

Over 2025 it sold a record 4,448 net, handed 4,228 to retail buyers (+8%), and gave 97 more to an institutional PRS investor. In Q4 it handed over 924 units in Warsaw, the largest Warsaw schemes being Dzielnica Mieszkaniowa Metro Zachód (316), Osiedle Harmonia Mokotów (226) and Osiedle Przy Alejach (147). A full-year Warsaw split is not in this release. |

It works in Warsaw, Poznań, Wrocław and Szczecin, with a pipeline of 4,106 units (c. 237,397 m²). Warsaw schemes include Ursus Centralny and Miasto Moje. Its shareholder page says 100% of the shares are indirectly controlled by its foreign parent group, so it is no longer a free-float company. |

Commercial landlords
The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.
Central Warsaw's offices and shopping centres belong mostly to listed foreign groups and to developers who keep what they build. URW holds the largest retail estate. Looked for and not found
Claims this page would have made if a source could be opened. They are left out rather than guessed.
- The City of Warsaw's own land total — its 'Informacja o stanie mienia' is published on bip.um.warszawa.pl, which returns 403. Search results show older editions putting city-owned land at about 11,200–11,800 ha, a third of it in perpetual usufruct, in 2004–2006; not opened, so not used.
- Elektrownia Powiśle's owners: a July 2026 refinancing release on tristancap.com names the co-owners, but that site's terms forbid use of its content off-site and any bot, so it was neither opened nor relied on.
- Royal Castle and PGE Narodowy title holders: both are State bodies or State-run, but the land register (ekw.ms.gov.pl) refused automated access and no page opened names the title holder.
- Chopin Airport land: whether the 2022 Act's transfer of State Treasury land to PPL in ownership has been completed for the Okęcie site.
- Catholic Church holdings (Archdiocese of Warsaw, Diocese of Warsaw-Praga, orders) and PKP S.A. / PKP PLK land in Warsaw: pkp.pl did not connect and no Church source with a holdings figure was found.
- Warsaw-only sales by Murapol, Robyg, Atal, Echo/Archicom and the City's TBS companies: the investor chat that reported Murapol's Warsaw pipeline (sii.org.pl) is behind a Cloudflare challenge.
- URW's Wileńska and Globalworth's Warsaw asset list beyond those named: not broken out further in the documents opened.
