Valletta, Malta

Malta has two property records open to anyone for a fee — a Land Registry of titles that is compulsory only in declared registration areas, and a Public Registry of deeds indexed by person — so the owners of Valletta and the Grand Harbour are established here from statutes, Malta Stock Exchange filings and public bodies' annual reports.

Can you find out who owns it?

Malta keeps two property records. The Public Registry (Cap. 56) enrols notarial deeds and is indexed by person or company, not by property: its registers 'shall be open to inspection by any person', and a search against a named individual or company costs €15.85. The Land Registry (Cap. 296) registers titles and lets 'any person, on payment of the prescribed fee' inspect the register; an official search costs €30. Title registration is compulsory only in declared registration areas, and Valletta and Floriana are a declaratory area (L.N. 129 of 1997) covering Government-owned land and four street blocks, so most of the capital's private title still lives in the deeds index rather than the title register. Neither register publishes an open owner file.

Is ownership public?Public, but one paid search at a time
Cost of one title search€30 per Land Registry official search (S.L. 296.01, Second Schedule, item 10); €15.85 per Public Registry search against a named individual or company (Cap. 56, First Schedule, C1)

65-year utile dominium (temporary emphyteusis) from 26 June 2012; Government of Malta keeps the dominium directum and leases the building back
Malita's project page: on 26 June 2012 'Malita Investments plc and the Government entered into a public deed pursuant to which Malita acquired the 65-year utile dominion over the Parliament Building and Open-Air Theatre', funded by the EIB and Malita's IPO. Its 2025 accounts (note 7) say the building is 'further subleased to the Government', may not be transferred without the Government's consent, and carry Parliament and the Open-Air Theatre together at €134,126,761 at 31 Dec 2025 (2024: €136,269,549); ground rent is paid to the Lands Authority. Malita's articles require the Government of Malta to hold at least 70% of its shares, so ownerType is government. Designed by Renzo Piano.

Wikipedia gives its administration as the Archdiocese of Malta and says the 'St. John's Co-Cathedral Foundation was set up to administer and conserve the cathedral and its museum'. Built 1573–78 as the Conventual Church of the Order of St John, designed by Girolamo Cassar; Grade 1 since 2008; 65 m long. The Foundation's own site (stjohnscocathedral.com) is behind a Cloudflare challenge and was not read, and no deed or register entry naming the title-holder was opened, so administration is recorded and ownership is not.

The core land

The most valuable ground in the city, and what the public record says about it.

Malta publishes no per-parcel valuation roll and no open sale-price file, so the core cannot be measured from an official per-property value. What the public record gives is the book value of the Government-controlled company's City Gate leases, the concession ground rents, a listed hotel owner's valuation of its two Valletta hotels, and the cost of the largest restoration.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Valletta is a small walled peninsula (with Floriana outside its gates) and almost all of its great buildings are public. The Government of Malta is the dominant owner, holding its land through the Lands Authority, which by statute administers 'all the land of the Government of Malta' and the public domain — harbours, quays, wharfs, streets and squares. Since 2012 a Government-controlled listed company, Malita Investments, has held the long leases or ground-landlord title over the newest civic assets (Parliament, the Open-Air Theatre) and the two great concessions (Valletta Cruise Port and the airport). Heritage Malta runs the palaces and forts; the Housing Authority is the largest residential landlord. No holdings figure for Valletta Local Council, the University of Malta, Transport Malta or the Archdiocese was found in any source opened.

It succeeded to the Government's functions under the Land Acquisition (Public Purposes) Ordinance and the Disposal of Government Land Act. Its head office is the Auberge de Bavière in Valletta. Malita pays it ground rent for the City Gate sites (€131,073 in 2025, s8). L.N. 129 of 1997 made Government-owned land in Valletta and Floriana registrable in the Land Registry (s3).

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Malta has no official builders' league table, and new-home construction is dominated by private developers that are rarely listed and do not publish unit counts. Inside Valletta, the walled city is almost fully built and protected, so new homes come from conversion of old buildings; public housing is the main measurable stock. The figures below are national and come from the public bodies' own reports.
