Rabat, Morocco

Morocco's land register is public but sold one title at a time: the ANCFCC issues a certificat de propriété on any registered title for MAD 100, online, to anyone who supplies an ID and the title number, while no bulk owner file exists.

Can you find out who owns it?

Registered land in Morocco sits in the livres fonciers (land books) of the Agence Nationale de la Conservation Foncière, du Cadastre et de la Cartographie (ANCFCC), under the Dahir of 12 August 1913 on immatriculation. Each titre foncier (land title) is kept by a local conservation foncière — Rabat has two, Rabat Hassan and Rabat Ryad. Anyone can buy a certificat de propriété, which the ANCFCC defines as 'a document attesting the legal and material situation of the property at the time of the request', for a fixed fee of MAD 100; the online form asks for the requester's identity, the conservation and the title number, and payment by card, but no statement of interest. There is no free search and no bulk owner file.

Under a Moroccan crédit-bail the lessor holds the property until the lessee exercises its purchase option; RISMA operates the hotel (MGallery Diwan, renovated in 2025 per the same report). Sofitel Rabat Jardin des Roses
Rabat
Hotel Not established
a paid title search would answer it
RISMA, in its annual financial report filed with the AMMC, lists Sofitel Rabat Jardin des Roses among its 24 establishments in 11 cities and names it among the hotels in its 2025 renovation programme (group renovation spend MAD 237M in 2025 vs 109M in 2024) and energy audit. The report does not say which RISMA hotels are owned outright, leased or managed, and its crédit-bail table does not list this hotel, so the title-holder is not established. A certificat de propriété (MAD 100) would answer it.

a paid title search would answer it
Designed by Zaha Hadid Architects; the Bouregreg agency (AAVB) records the 'Signature de la convention du Grand Théâtre de Rabat' in April 2010 and gives its area as 27,000 m². Wikipedia: opened 22 April 2026, operator the Royal Theatre of Rabat Foundation, cost approximately MAD 2 billion, main auditorium 1,821 seats, outdoor amphitheatre 7,000. AAVB acts as maître d'ouvrage for public works in the valley on behalf of the State, but no source opened states who holds the title; an operator foundation is not an owner.

The core land

The most valuable ground in the city, and what the public record says about it.

Morocco publishes no assessed values by parcel and no sale prices by address: the only official price series is the quarterly IPAI built by Bank Al-Maghrib and the ANCFCC from register data, which gives Rabat's change in prices and in transaction counts, not levels. The most valuable ground is the Bouregreg riverside, assembled by the State's valley agency, and the single figures that are public are project costs announced by their sponsors. Morocco's tallest building, the 250 m Mohammed VI Tower, stands across the river in Salé and is not counted here.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

In Rabat the large landholders are public. The State's private domain, managed by the Direction des Domaines de l'État, is the biggest landowner in the country; within the city, State agencies hold the development ground: the Bouregreg valley agency (AAVB) assembled the riverside by purchase, Habous transfers and expropriation and has ceded large blocks to developers; CDG's Société d'Aménagement Riad developed Hay Riad; Al Omrane works through a regional subsidiary and an 11% stake in Rabat Région Aménagements. No ranking from the register exists, because the ANCFCC answers one title at a time and publishes no owners. The Guich Oudaya collective-land dispute near Hay Riad could not be read.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Morocco publishes no builder league table for Rabat. The figures below come from the developers' annual financial reports filed with the capital-markets regulator (AMMC), which break production down by city or region in their own way. Two kinds of builder dominate: listed private developers selling off-plan (Addoha, Résidences Dar Saada), and the State's own housing group, Holding Al Omrane, which mostly sells serviced lots and social housing. Rabat's own figures are small next to the Rabat–Salé–Kénitra region, and none of these reports counts units inside the commune of Rabat alone.

Holding Al Omrane (State-owned)

Revenue for the Rabat–Salé–Kénitra zone was MAD 1,907,692 thousand in 2025 against 1,510,295 thousand in 2024; about 79% of group revenue comes from serviced lots (lotissement). Nationally the group started 22,893 units and delivered 21,546 in 2025. Its regional subsidiary Al Omrane Rabat-Salé-Kénitra is 100% owned; the holding also holds 11% of Société Rabat Région Aménagements.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Rabat's largest commercial holdings are public or quasi-public: the Caisse de Dépôt et de Gestion (CDG), a State financial institution, owns Arribat Center through a wholly-owned company and the Hay Riad developer SAR. Morocco's listed property companies are mostly Casablanca-centred; their annual reports name few Rabat assets. Hotels are held by RISMA (Accor's Moroccan partner), partly under finance leases. Figures are national unless stated.

Looked for and not found

Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • The owner of record of any Rabat building — a certificat de propriété costs MAD 100 per title from the ANCFCC, but the form requires an identity document, a Moroccan phone for SMS and acceptance of the mentions légales, and none was bought.
  • Sofitel Rabat Jardin des Roses, Mercure Shéhérazade and Ibis Rabat Agdal: RISMA operates them, but its 2025 report does not say whether it owns, leases or manages each one.
  • Rabat-Ville and Rabat-Agdal stations and ONCF's railway land — oncf.ma did not respond.
  • The new Ibn Sina University Hospital (CHU Ibn Sina) — search results show a State project of more than MAD 6 billion, 1,044 beds on 11.4 ha, launched 5 May 2022; the Government and MAP pages are behind Cloudflare and the maroc.ma article redirects, so nothing was opened.
  • Parliament (Chambre des Représentants), the Royal Palace (Dar al-Makhzen) and Mohammed V University — State or royal holdings, but no page stating ownership was opened.
  • The Guich Oudaya collective lands around Hay Riad — search results show press reports (Médias24, TelQuel, 2014–2016) that the Interior Ministry transferred Guich land to the Société d'Aménagement Ryad in 2003 and of disputed evictions; both hosts block automated reading, so this is not claimed.
  • The Commune de Rabat's own property — search results show a 2026 MAD 4.9M contract to inventory and regularise the commune's land and fiscal estate (Le Desk), i.e. no published inventory exists yet; not opened.
  • Wessal Capital's shareholders and the price paid for the 94 ha — not stated in any source opened.
  • Mohammed VI Tower's legal owner — Wikipedia names O TOWER as developer (a Bank of Africa / RMA / O Capital joint venture); the tower is in Salé, so it is outside this record.
  • Prince Moulay Abdellah Stadium's owners rest on Wikipedia alone; SONARGES's own site was not fetched.
