In Riga anyone may look up a title by address in the State Unified Computerised Land Register for €5.20 a folio, while the State Land Service publishes every sale's address and price as open data — but not who bought.

Latvia's Land Register Law says the land books 'ir visiem pieejamas' — open to everyone — and their entries carry public faith; anyone may view a folio of the State Unified Computerised Land Register (Valsts vienotā datorizētā zemesgrāmata, zemesgramata.lv) by folio number, cadastral number, property name or address, but the index of persons is open only to owners and right-holders, so you cannot search by owner. A full folio costs €5.20 without a subscription (€3.50 with the €55-a-month subscription). The State Land Service (VZD) publishes the cadastre and every registered sale's address and price as CC BY 4.0 open data, but keeps owner data for identified users only.

| Riga Castle (Rīgas pils) Pils laukums 3, Rīga 11,941 m² (castle convent project area) |
Civic | Republic of Latvia (managed and rebuilt by VAS Valsts nekustamie īpašumi) The official residence of the President of Latvia and home of the National History Museum. VNĪ's project page for the convent restoration gives the address Pils laukums 3, Rīga, a project area of 11,941.00 m² and investment of EUR 21,955,272, with LNK Industries as builder and handover in 2024; the National History Museum returns to the oldest part. VNĪ is 100% owned by the Republic of Latvia through the Finance Ministry (its 2025 report). The owner 'Republic of Latvia' is from the English Wikipedia infobox (second source), so tier B; the land-register folio (€5.20) was not bought. |

| House of the Blackheads (Melngalvju nams) Rātslaukums 7, Rīga, LV-1050 |
Civic | SIA Rīgas nami (Riga City municipal company) Built in 1334 as part of the Town Hall Square ensemble; destroyed in the Second World War and rebuilt — Rīgas nami's own page says the house was restored under SIA 'Rīgas nami' and has hosted cultural events and state visits since 1999. A Rīgas nami notice of July 2026 published on LV portāls describes the company as Latvia's largest manager of municipally owned property and 'pasākumu centru Splendid Palace un Melngalvju nams īpašnieks' — owner of the Splendid Palace and House of the Blackheads event centres. Rīgas nami is a capital company of Riga City (its own About page). |

| Riga Central Market (Rīgas Centrāltirgus) pavilions Centrāltirgus, Rīga (Maskavas forštate, by the Daugava) |
Retail | Not established a paid title search would answer it Managed, not established as owned: Rīgas nami took over the market's management in 2023 under a management contract with Riga City, and on 21 Sept 2026 the City Council's property and development committees backed extending that contract by 30 years so Rīgas nami can invest at least EUR 21.2 million in the historic pavilions and public space before the market's 2030 centenary. The same notice says a further EUR 13.9M is planned for the warehouse (spīķeru) buildings that are 'SIA Rīgas nami īpašumā' — in Rīgas nami's ownership. A management contract implies City ownership, but no source opened states the owner. |

| Akropole Alfa Brīvības gatve 372, Rīga 71,654 m² GLA (retail); ~1,750 parking spaces; 185 shops |
Retail | SIA Delta Property (100% Akropolis Group, UAB) 100% of SIA Delta Property Akropolis Group's 2025 consolidated annual management report lists 'Delta Property, SIA (Akropole Alfa)', Brīvības iela 372, Rīga, 100% held directly, and values the centre at EUR 215.18M fair value at 31 Dec 2025 (EUR 208.77M a year earlier), 96.6% occupied, opened 2001, expanded 2019 and 2021. Akropolis Group's own 27 Nov 2021 news item says the Latvian Competition Council granted unconditional clearance for it to acquire 100% of SIA Delta Property, 'which owns the Alfa shopping centre'. Akropolis Group, UAB's sole shareholder is UAB Vilniaus Prekyba (Lithuania). |

Retail | SIA M257 (100% Akropolis Group, UAB) 100% (indirect) Opened 2019. Akropolis Group's 2025 report lists '„M257", SIA (Akropole Riga), Latvia', Latgales iela 257, Riga, held indirectly 100%, and gives a fair value of EUR 220.11M at 31 Dec 2025 (EUR 201.99M at end-2024) — 'the significant change in fair value in 2025 resulted primarily from the revaluation of the Akropole Riga shopping centre'. Occupancy 98.2%. The two Akropole centres, Riga's two biggest, together carried EUR 435.3M of fair value. |

Retail | Linstow AS (Linstow Baltic SIA; Linstow is wholly owned by Awilhelmsen AS) Linstow's 2020 annual report lists 'Origo, Riga' at 81,430 m² in its property table and says Linstow 'owns, develops and manages property' and is 'wholly-owned by Awilhelmsen AS, a privately-owned investment company'; the 17,000 m² retail and 10,000 m² office extension was finished in March 2020. Linstow's 2026 website still lists Origo among its properties: 'an integral part of the central railway station in Riga', about 31 million visitors a year. The railway station itself is a separate property, listed with owner Latvian Railways (marquee below). The 2020 report is six years old; no sale since was found (search, 2026-10). |

| Riga Central Station (Rīgas Centrālā stacija) Stacijas laukums 2, Centra rajons, Rīga LV-1050 |
Civic | VAS Latvijas dzelzceļš (Latvian Railways, State-owned) English Wikipedia's infobox gives 'Owner: Latvian Railways', opened 1861, 5 platforms and 12 tracks, with Vivi (Pasažieru vilciens) as the train operator; its links describe LDz as the 'state-owned company managing public railway infrastructure in Latvia'. LDz's own site (ldz.lv) returns 403 to robots.txt and was not read, so the owner rests on Wikipedia alone; the Origo centre adjoining it is Linstow's (marquee above). |

| Riga International Airport (Starptautiskā lidosta Rīga, RIX) Mārupe Municipality — outside the City of Riga |
Civic | VAS Starptautiskā lidosta Rīga (100% Republic of Latvia; shareholder Ministry of Transport) NOT in Riga: the airport lies in Mārupe Municipality (Mārupes novads), about 10 km from the centre, and is recorded here because it is Riga's airport. English Wikipedia: built in 1973 to replace Spilve; 'It is a state-owned joint-stock company, with the owner of all shares being the government of Latvia. The holder of the state capital share is Latvia's Ministry of Transport.' Hub for airBaltic. The airport's own site served a Cloudflare challenge and was not read, so this rests on Wikipedia. |

Hotel | Viesnica Latvija SIA (100% Linstow AS) 100% Linstow's 2020 annual report lists Radisson Blu Hotel Latvija, Riga, 571 rooms, 43,902 m², under 'Hotels' in the property table, says 'Linstow owns eight hotels, with a total of 2,364 rooms', and lists subsidiary Viesnica Latvija SIA, Riga, 100.0%. Linstow's 2026 page: 'the largest first class hotel in Riga', reopened in 2001 after renovation and extended in 2006. Height 95 m and 27 floors (Wikipedia list of tallest buildings in Latvia, second source). Linstow also lists Radisson Blu Elizabete (228 rooms, 13,076 m²) and Ridzene (95 rooms) in Riga in 2020. |

| Saules akmens (Swedbank central office) Balasta dambis 1a, Rīga (Ķīpsala) 29,900 m² · 27 floors |
Office | Not established a paid title search would answer it One of Riga's two tallest buildings — 120.8 m to the roof in its own Wikipedia article (123 m in Wikipedia's tallest-buildings list), 27 floors, completed 2004 as Hansabanka's head office and now Swedbank's central office (Wikipedia). Wikipedia's infobox still gives the owner as 'JSC Hansabanka & Swedbank' — Hansabanka became Swedbank in 2009, so the field is stale and is not used. No Swedbank filing or sale announcement naming the building's current owner was found; the land-register folio (€5.20) would answer it. Swedbank did sell its former Tallinn head office, which is a different building. |

| National Library of Latvia — 'Castle of Light' (Gaismas pils) Mūkusalas iela 3, Zemgales priekšpilsēta, Rīga |
Institutional | Not established a paid title search would answer it Opened 2014; 13 floors and 68 m high; construction costs 'given as 193 million euros' (English Wikipedia). The library is a State institution under the Ministry of Culture (Latvian Wikipedia). LSM reports that the Ministry of Culture was the client under the 15 May 2008 construction contract and made the last payment of EUR 104,904 by 31 Dec 2016, and that the courts finally refused the builders' consortium about EUR 12M from the State. Being the client for construction is not a statement of title, so the owner is left blank; the land register would say whether title sits with the Republic of Latvia through the Ministry of Culture or with VNĪ. |

| Valdemara Centrs Krišjāņa Valdemāra iela, Rīga (at Elizabetes iela) 8,759 m² (Eastnine's whole remaining Riga portfolio) |
Office | Eastnine AB (Nasdaq Stockholm) Distress in Riga offices, from the owner's own interim report (Jan–Jun 2026): Eastnine 'divested and transferred two office properties in Riga, Latvia, for a total consideration of EUR 38m' — Alojas Biroji and Zala 1, about 13,700 m² of lettable area — and is closing its Riga office, 'leaving only the office property Valdemara Centrs and the Kimmel project property in Riga'. The Riga segment at 30 June 2026: 8,759 m², 4,468 m² vacant, 50.8% economic occupancy, property value EUR 29.4M. In connection with the sale Eastnine bought EUR 6.4M of units in Indexo Real Estate Fund; the report does not name the buyer, so none is recorded. Kimmel is planned for c. 36,000 m². |

The core land
The most valuable ground in the city, and what the public record says about it.
VZD publishes every sale registered in its market database as open data (CC BY 4.0) with address and price but no buyer or seller, so Riga's prime-ground prices can be read directly. Share deals — such as Akropolis's purchase of Alfa through its owning company — do not appear, which is why the biggest commercial changes of hands are absent from it.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
Riga's ground is overwhelmingly in private hands, but the open cadastre shows it is mostly small: of 353,458 cadastral properties in the City of Riga on 20 Oct 2026, 309,354 (87.5%) are owned solely by natural persons — mainly privatised flats — 24,610 solely by companies and other legal persons, 14,304 solely by the municipality and just 1,123 solely by the State, with the rest in mixed ownership. The State holds its estate through VAS Valsts nekustamie īpašumi (VNĪ), the railway through LDz and the port through the Freeport authority; the City holds historic and civic buildings through SIA Rīgas nami and about 11,000 flats. A Soviet-era legacy, 'divided ownership' (dalītais īpašums), leaves 1,519 Riga apartment blocks standing wholly or partly on land owned by someone else. Holdings of the Lutheran and Orthodox churches, Riga Technical University and LDz were not found in any source that could be opened.

| Republic of Latvia — VAS Valsts nekustamie īpašumi (VNĪ, State Real Estate) VNĪ's unaudited 2025 statements: '100 % apmērā pieder Latvijas Republikai', shareholder the Finance Ministry; share capital EUR 157,501,366; 2025 turnover EUR 47.94M and net profit EUR 1.31M; investment properties EUR 336,207,089. It calls itself the largest manager of Latvia's land and buildings and keeps the State real-estate information system. In Riga it is rebuilding Riga Castle (EUR 21.96M, 11,941 m²). The 1,123 sole-State count comes from VZD's ownership-status open data and covers every State body, not just VNĪ. |
Government | Investment property EUR 336.2M (31 Dec 2025); total assets EUR 445.3M — national, no Riga split; in Riga 1,123 properties are solely State-owned (VZD)A |
| Riga City (Rīgas valstspilsētas pašvaldība) VZD's open ownership-status file for ATVK 0001000 (Riga) lists 14,304 properties whose only owner status is 'pašvaldība' and a further 1,426 with the municipality alongside other owner types. The City's own English news page (28 Feb 2025): 'the housing owned by the Riga Municipality consists of about 11 000 flats, which are used for housing support. Of these, around 1 700 are social flats and the rest are city council rented flats'; the waiting list fell from 3,186 families in 2020 to 1,656 in early 2025. A Rīgas nami notice (2025) quotes the City's housing department estimating about 1,580 more flats are needed. |
Government | 14,304 cadastral properties solely municipal + 1,426 shared with others (VZD, Oct 2026); about 11,000 municipal flats (c. 1,700 social)A |
| SIA Rīgas nami (100% Riga City) Rīgas nami's About page: 'Kopējā zemes platība: 2 556 242 m²; Kopējā ēku platība: 1 963 411 m²; Kopējā nekustamo īpašumu vērtība: 200 miljoni EUR'. A municipal capital company founded in 1989 that manages and develops the City's historic property and runs the House of the Blackheads and Splendid Palace; Rīgas pilsētbūvnieks, Rīgas Centrāltirgus and Rīgas serviss were merged into it on 1 Nov 2022. The figures mix owned and managed City property — the page does not separate them. |
Government | 2,556,242 m² of land; 1,963,411 m² of buildings; property value EUR 200M (as the company states it)A |
| AS Rīgas namu pārvaldnieks (100% Riga City) — manager, not owner Recorded because the brief named it, and to head off a common confusion: RNP manages privatised apartment buildings for their flat-owners; it does not own them. Its About page: '100% AS Rīgas namu pārvaldnieks kapitāldaļu pieder Rīgas pilsētas pašvaldībai'; founded 29 Dec 2010; calls itself the largest residential property manager in the Baltics by customers, with nearly 2,000 staff; 'Mūsu pieredzi veido ikdienas darbs ar aptuveni trešdaļu daudzdzīvokļu māju Rīgā'. It also administers leases of municipal flats under a power of attorney from the City. |
Government | Manages 'approximately a third' of Riga's multi-apartment buildingsA |
| Freeport of Riga Authority (Rīgas brīvostas pārvalde) The port's infrastructure page gives 6,348 ha of port territory (1,962 ha land, 4,386 ha aquatory), 19 km of berths, 2,250,914 m² of open cargo yards and 512,146 m² of closed warehouses. Its investor page offers 504.5 ha of free land on Kundziņsala, Mangaļsala, Spilve and Krievu sala, on land leases of up to 45 years with rent tied to cadastral value. Port territory is the area the authority administers; the pages do not say how much of the land it owns outright, so the figure is not a title holding. |
Government | Port territory 6,348 ha: 1,962 ha of land and 4,386 ha of water; 504.5 ha of vacant land offered to investorsA |
| University of Latvia (Latvijas Universitāte) Cabinet Order No. 917 approves the LU Real Estate Development Plan 2022–2027 for property 'ko augstskolai bez atlīdzības nodevusi valsts' (transferred by the State free of charge) and lets the University auction the properties listed in its annex — e.g. land at Jūrmalas gatve 60, Riga (4,172 m², book value EUR 63,986) and a 7,207.7 m² school building at Imantas 7. līnija 1 (EUR 325,537) — with proceeds going to the single academic centre at Torņakalns. No total land or floor area was found. |
Institution | No total published in sources opened; State-transferred properties authorised for auction (MK Order No. 917, 19 Dec 2023)A |
| 'Divided ownership' landowners (dalītais īpašums) — entities not named VZD's open list covers multi-apartment buildings 'kas pilnībā vai daļēji atrodas uz citai privātpersonai piederošas zemes' — land owned by a natural or legal person other than VNĪ or the State asset manager Possessor — whose building was once owned by the State, a municipality or a cooperative and has since been split into flats. 1,519 of the 3,460 such buildings in Latvia are in Riga. The landowners are not named in the open data and are not named here. Riga's flat-owners pay ground rent to them; RNP offers to arrange buy-outs of the land. |
Private company | 1,519 Riga apartment buildings (111,704 premises groups) stand wholly or partly on another private owner's land (VZD, list of 8 Sep 2025)A |
Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
Riga's housing stock is mostly privatised Soviet-era flats, managed — not owned — by firms such as the City's Rīgas namu pārvaldnieks. New supply is small: the City reports 813 buildings put into use in 2025, 366 of them new, with EUR 109.6M invested in multi-apartment buildings, and VZD's open sales file shows about 1,460 Riga sales in buildings commissioned since 2023. Latvia publishes no league table of builders, so names come from builders' own reports; most of the large developers are Nordic-listed or Baltic private groups. The City and the State (VNĪ's affordable-rental PPP programme) are trying to add rental housing.

It also owns rental housing in Riga (Krasta Kvartāls, BREEAM In-Use Excellent) under its Build-to-Manage model — 208 rental units in Riga and Tallinn combined. |
Public company | 5 projects with 330 housing units under way in Riga (2025)A |
| Riga City — SIA Rīgas nami (municipal housing) The City's 28 Feb 2025 news: about 11,000 municipal flats, around 1,700 of them social; contracts signed for more than EUR 10M of EU funding to build 351 flats, plus renovation of 196 empty municipal flats and three buildings. Rīgas nami notices (2025–26) describe plans for new municipal housing, and the City's housing department estimates about 1,580 more flats are needed. |
Government | c. 11,000 municipal flats held; 351 new flats funded with EUR 10M+ of EU moneyA |
Commercial landlords
The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.
Riga's largest commercial property is owned by Baltic and Nordic groups rather than local REITs: Lithuania's Akropolis Group owns the city's two biggest malls, Norway's Linstow owns Origo and the Radisson Blu Latvija, and Nordic-listed office owners are retreating — Eastnine sold two Riga office buildings in 2026 and is closing its Riga office. Baltic Horizon Fund (Galerija Centrs and other Riga assets) could not be read: its site did not connect, and Nasdaq Baltic's terms allow personal, non-commercial use only.

The stated floor area and value mix owned and managed property. |

Looked for and not found
Claims this page would have made if a source could be opened. They are left out rather than guessed.
- Freedom Monument (Brīvības piemineklis) and the Old Town City Hall (Rātslaukums 1): probably City property, but no source opened states the owner, so neither has a marquee row.
- Owner of Saules akmens (Swedbank central office, Balasta dambis 1a): Wikipedia's 'JSC Hansabanka & Swedbank' is out of date; a €5.20 land-register folio would settle it.
- Owner of the National Library building (Mūkusalas iela 3): the Ministry of Culture was the construction client; whether title sits with the Republic of Latvia through the Ministry or with VNĪ is not established.
- Riga Central Market pavilions: managed by Rīgas nami under a City contract; City ownership is implied, not stated.
- Origo: Linstow's ownership rests on its 2020 annual report plus a 2026 property listing; no later annual report was opened.
- Riga Central Station and Riga Airport owners rest on Wikipedia only: ldz.lv's robots.txt returns 403 and riga-airport.com served a Cloudflare challenge.
- Baltic Horizon Fund's Riga assets (Galerija Centrs etc.): baltichorizon.com did not connect, and Nasdaq Baltic's terms allow personal use only.
- Latvian Railways (LDz), Riga Technical University, the Evangelical Lutheran Church of Latvia and the Latvian Orthodox Church: no Riga holdings figure was found in any source that could be opened.
- Residential builders other than Bonava: YIT Latvija, Merks, Pillar, Hepsor and others publish no Riga unit counts in the sources opened; there is no Latvian builder league table.
- Buyer of Eastnine's Alojas Biroji and Zala 1 (EUR 38M, Q2 2026): Eastnine took EUR 6.4M of units in Indexo Real Estate Fund 'in connection with the sale' but does not name the buyer.
- The parties to the largest NĪTIS sales (Krasta iela 36, EUR 24.4M, Aug 2025; Blaumaņa iela 5A, EUR 8.9M, Mar 2026): VZD publishes no names.
