Luxembourg City, Luxembourg

Luxembourg's cadastre will email anyone a free owner bulletin for a known parcel, but it bars public search of who holds what; the capital's defining owners are the State, its Kirchberg fund, the City and a handful of developers.

Can you find out who owns it?

Luxembourg keeps two linked registers: the cadastre of the Administration du cadastre et de la topographie (ACT), which records every parcel, its owner and its history, and the mortgage offices (bureaux des hypothèques) of the Administration de l'enregistrement, des domaines et de la TVA, where deeds of sale are transcribed. Guichet.lu says anyone, including private individuals, may order a cadastral extract (bulletin de propriété) online, free as a PDF and charged on paper. But direct consultation of the owner registers is reserved to state bodies, communes, notaries, bailiffs and network operators, and ACT says public access to rights holders 'is not planned' for data-protection reasons, so there is no searching by owner name and no open owner file.

Is ownership public?Public, but one paid search at a time
Cost of one title searchFree for a bulletin de propriété (cadastral owner extract) ordered online and delivered as PDF; paper bulletins, plan copies and 'provenances' (title searches) are charged, the price of provenances depending on the manual search involved (amounts not stated on the Guichet.lu page). Copies from the mortgage offices are delivered to anyone who requests them (Civil Code art. 2196); fee not stated on the AED page.

The Cour grand-ducale says Article 55 of the Constitution provides that residences 'are made available to the Grand Duke for the performance of his duties', and that the Grand Ducal Palace in Luxembourg City is reserved for his official use as his workplace (s7). Its history page (s8) says the building is the former Town Hall, later seat of the government and, until 1859, of the Chamber of Deputies, converted from 1891 under Grand Duke Adolphe; it has been the Grand Duke's workplace since 1895. Neither page states who holds title. The cadastral bulletin for the parcel would; it was not ordered.

Court of Justice of the European Union complex (Palais, Anneau, Galerie, Comenius, Montesquieu and Rocca towers)
Kirchberg plateau, Luxembourg
Institutional Court of Justice of the European Union (taking control by lease-purchase from the Luxembourg State)
The Court's own history page: in 1972 the Court moved into the Palais, 'built especially for it on the Kirchberg Plateau by the Luxembourg State'. Then EU policy changed: 'the EU institutions were now expected to own their premises. The Court therefore adopted a lease-purchase system to take control of its buildings.' The renovated Palais, Anneau, Gallery and two towers opened in 2008; the Rocca Tower (29 floors, 118 m, 'the tallest building in Luxembourg') in 2019. The page gives no date on which title passes, so the State may still hold legal title to parts.

EIB Financial Report 2025, Note F: tangible assets comprise 'Land' at cost EUR 20,145 thousand and 'Luxembourg buildings' at cost EUR 643,544 thousand (carrying amount EUR 391,698 thousand at 31 Dec 2025), and 'All land and buildings are used by the Group for its own activities'; the Luxembourg buildings include EUR 287,099 thousand of construction costs for a new building 'expected to be completed in 2027'. Tier B: the 2023 press release (s11) describes it as a sixteen-storey tower on a six-storey podium with 1,500 workstations beside the Kirchberg headquarters. Book cost is not a market value.

ArcelorMittal headquarters (new building)
Kirchberg plateau, Luxembourg

Office ArcelorMittal
Fonds Kirchberg's project sheet names ArcelorMittal as maître d'ouvrage (building owner/client) of its new Kirchberg headquarters, 89,000 m2, delivery 2026, built with XCarb recycled-steel beams. The Fonds says that for offices and shops it usually grants land by a building lease (droit de superficie) of variable length rather than freehold (s12), so the land beneath may remain the Fonds'; the sheet does not say which applies here.

The core land

The most valuable ground in the city, and what the public record says about it.

Luxembourg publishes no assessed-value roll by parcel and no per-sale price file: the cadastre's owner data is closed to the public and the official price series is aggregated by commune. What the record does give is the commune-level price of flats from notarial deeds, the cost at which the EU's bank carries its Kirchberg land and buildings, and the scale of the State's original Kirchberg purchase.

Average registered price, existing flats, Luxembourg-VilleEUR 10,269 per m2 (613 sales; range EUR 6,991–14,126)

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Luxembourg City's ground is concentrated in public hands in a way few capitals match. The State bought the whole 365-hectare Kirchberg plateau and placed it with the Fonds Kirchberg, which now hands out sites by 99-year building leases for housing and shorter ones for offices rather than selling the land. The City sells new homes but keeps the land under emphyteusis. The EU institutions own or are buying their premises, the Church's parish property sits in a statutory fund, and the railway's holdings could not be read. None of this comes from the cadastre, which does not publish owners.

Its missions page (s12): a public establishment under the Minister of Mobility and Public Works, self-financed 'du produit de ses opérations immobilières (cession, concession de droits réels, location)'; housing land is now granted 'par l'octroi de droits de superficie et d'emphytéose pour une durée de 99 ans', offices and shops 'le plus souvent' by building leases of variable length. How much of the 365 ha is still held, rather than sold in earlier decades, is not published on these pages.

Balance sheet: 'Terrains et constructions' EUR 470,921,980.89 (2024: EUR 527,426,109.84). The City's own share of the units is not broken out.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

New homes in Luxembourg City are built mainly by private developers selling flats off-plan (VEFA) to individual buyers, alongside public builders: the Fonds du Logement and the SNHBM build affordable homes for rent and sale, and the City and the Fonds Kirchberg keep the land and grant it by emphyteusis or building lease. On Kirchberg the Fonds Kirchberg picks a developer for each lot by competition, so its project sheets are the nearest thing to a builders' table. No official league table of builders exists; the figures below are per-project unit counts from those sheets and the builders' public reports, not annual output.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Luxembourg City's office stock sits in three places: the Kirchberg plateau (EU institutions, banks, Fonds Kirchberg land on building leases), the Cloche d'Or / Ban de Gasperich extension in the south, and the station and central districts. No public register ranks landlords, and the cadastre does not publish owners, so these are the holders that annual reports and dated sale reports name, not a ranked league table. Owner-occupiers (the EIB, the Court, banks such as BGL BNP Paribas) are a large share of the Kirchberg stock and appear in the marquee and landowner sections.

Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • Luxembourg Airport (Findel) was left out of the marquee: the prompt's lead is that the infrastructure is State-owned and run by lux-Airport (Société de l'Aéroport de Luxembourg S.A., named as site owner in its legal notice), but no page opened states who owns the airport land, and the airport lies in the Findel area at the city's edge, possibly outside the City's boundary (Sandweiler/Niederanven). Not established.
  • Grand Ducal Palace: State ownership is the likely answer given the Constitution's 'mise à disposition' wording, but no opened page states who holds title.
  • Philharmonie: the operating convention leaves open whether the State or a fund (likely Fonds Kirchberg) owns the building.
  • Gare de Luxembourg and CFL land: CFL's reports could not be read (robots.txt).
  • Jean Monnet 2 (European Commission, 190,000 m2): Fonds Kirchberg names the Administration des bâtiments publics as maître d'ouvrage (s14). Whether the State keeps title and leases to the Commission, or sells it, was not established.
  • University of Luxembourg: its main campus is at Belval in Esch-sur-Alzette, outside the city; holdings in Limpertsberg and Kirchberg were not researched.
  • SNHBM total housing stock: snhbm.lu returned HTTP 502.
  • Cloche d'Or shopping centre and Auchan Kirchberg: owners not researched.
