Vilnius, Lithuania

Vilnius sits on one national property register that sells an owner extract by address for under a euro, yet its Old Town belongs mostly to the state, through palaces held in trust by state institutions, while Baltic groups — Akropolis, Baltic Horizon, INVL, Hanner — hold the malls and offices.

Can you find out who owns it?

Lithuania keeps one national Real Property Register (Nekilnojamojo turto registras), run by the state enterprise Centre of Registers (Registrų centras). It records each plot, building and flat with its holder of title, mortgages and other burdens, and its contact point tells the European Land Registry Association that the data on property, real rights and their holders 'are public except the cases specified by laws'. Anyone can search by address and buy an extract, which the same page prices at EUR 0.58 online and EUR 1.45 on paper; searching by owner name or company is open only to bodies that sign a data-provision agreement, and the deeds behind an entry go only to owners, courts, notaries and similar.

Palace of the Grand Dukes of Lithuania (Lietuvos Didžiosios Kunigaikštystės valdovų rūmai)
Katedros a. 4, Vilnius (Lower Castle, beside the Cathedral)
Civic Republic of Lithuania (held in trust by the National Museum – Palace of the Grand Dukes of Lithuania, under the Ministry of Culture)
The museum's statutes (nuostatai): 'Valdovų rūmų muziejaus savininkas yra valstybė' (the museum's owner is the state), with the owner's rights exercised by the Ministry of Culture; and 'Valstybės Valdovų rūmų muziejui perduotas ir ... įgytas turtas nuosavybės teise priklauso valstybei', which the museum holds in trust (patikėjimo teise). The museum is a state budgetary institution, legal-entity code 302297628. The palace was rebuilt in 2002–2009 (Wikipedia). The statutes do not name the building by register number; tier B because the building-to-museum link rests on the museum's own address and the Wikipedia infobox (s6).

Vilnius Cathedral (Archcathedral Basilica of St Stanislaus and St Ladislaus)
Cathedral Square (Katedros aikštė), Old Town, Vilnius
Institutional Not established
a paid title search would answer it
Wikipedia gives the Roman Catholic Archdiocese of Vilnius as the cathedral's administration, not its owner. Under Soviet rule the cathedral was a warehouse and then a picture gallery; Lithuanian Wikipedia records that on 22 October 1988 its return to the faithful was announced, and it was reconsecrated on 5 February 1989. No opened page states who holds title today; a Real Property Register extract (EUR 0.58) would answer it.

Filing with Estonia's Financial Supervision Authority (s9): 'The owner of Europa Shopping Centre in Vilnius, BH Europa UAB, an SPV of Baltic Horizon real estate fund' sold its parking-house share on 30 Dec 2022, and 'Baltic Horizon Fund remains as the sole owner'. The fund's Q2 2026 results (s10) still list Europa SC: fair value EUR 32,358 thousand, NLA 17,447 m², yield 4.8%, occupancy 80.8% at 30 June 2026. The tallest building in the Baltic states (148 m; 33 floors; completed 2004), per English and Lithuanian Wikipedia. The shopping centre beneath it belongs to Baltic Horizon Fund (see Europa SC), but no opened page names the owner of the office tower itself. Baltic Horizon's 2022 filing says the parking house it co-owned with UAB Prime Location Property Fund serves 'both Europa shopping centre and office building' and that the buyer, as sole owner, would renovate it — which does not establish who owns the tower.

Akropolis Group's H1 2026 results (published on akropolis.lt, 16 September 2026) describe the Vilnius, Klaipėda and Šiauliai Akropolis centres and Riga's Akropole Riga and Akropole Alfa as the 'five shopping centres managed by Akropolis Group' ('„Akropolis Group“ bendrovės valdomuose penkiuose ... prekybos centruose'), with occupancy of 99.2% at end-June 2026, H1 rental income of the five up 6% and consolidated revenue of EUR 81.6M. 'Valdomas' means held/controlled; the page does not separate legal title from management, so tier B. The release does not name Akropolis Group's own shareholders.

The core land

The most valuable ground in the city, and what the public record says about it.

Lithuania has no published assessed-value roll for individual parcels that could be opened: the Centre of Registers runs mass valuation and publishes market statistics, but its site sits behind Cloudflare. What can be cited is developer-analyst market data and listed funds' valuations, given here with their dates.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Vilnius's largest holders are public. The Republic of Lithuania owns the Old Town's palaces through state budgetary institutions that hold them 'in trust' (patikėjimo teise) rather than as owners, and manages its other real estate through the state enterprise Turto bankas. Much land under state companies is itself state land leased to them: LTG says it leases from the state the plots under property it is now auctioning. The railway's yards are the city's biggest redevelopment reserve, and the university and the Church hold the historic core's other large estates. None of these holders publishes a Vilnius-only holdings total that could be opened, so most figures here are partial.

Republic of Lithuania — state property bank Turto bankas (state enterprise)
Lithuanian Wikipedia: Turto bankas is 'Lietuvos valstybės įmonė, atsakinga už valstybės nekilnojamojo turto priežiūrą ir skolų valstybei išieškojimą' — the state enterprise responsible for managing state real estate and collecting debts owed to the state. It was formed in 1996 from the reorganised Aurabankas, became a state enterprise in 2011 and merged with the State Property Fund in 2014; its site is turtas.lt, which did not answer, and turtobankas.lt now redirects to a domain-sale page.

Republic of Lithuania — heritage palaces held in trust by state museums
The Palace of the Grand Dukes museum's statutes say its owner is the state, rights exercised by the Ministry of Culture, and that property transferred to or acquired by the museum 'nuosavybės teise priklauso valstybei' and is held by the museum in trust. The same model — title with the state, use by a budgetary institution — applies to the President's palace and the airport, which Wikipedia lists as owned by the Government of Lithuania.

LTG (Lietuvos geležinkeliai) — state railway group
LTG (February 2026): the city and LTG renewed their agreement to redevelop the 'Connect II' (Grįžtvaris) territory, about 42 ha between Naujininkai and Naujamiestis, still used for LTG needs while operations move to a new electric-train depot in Naujoji Vilnia. LTG (January 2025): it had received more than EUR 8M from auctioning property it no longer needs, with nine more objects worth just over EUR 3M on offer, including a house in Naujoji Vilnia; for two of them 'žemę LTG nuomoja iš valstybės' (LTG leases the land from the state). Wikipedia names the Ministry of Transport and Communications as LTG's owner.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

New homes in Vilnius are built by private developers selling flats off-plan through preliminary contracts; there is no official builder league table, and the market counts come from developers' own analysts and brokers. Hanner's analysts counted 3,089 new flats sold on the city's primary market in 2024, 42% more than the 2,174 of 2023, for EUR 529.2M. In 2026 Merko reports that activity in Vilnius's new-flat market 'has moderated somewhat' while prices keep rising. Figures below are each developer's own, or a listed group's filing; they are not comparable with each other.

BNS via tv3.lt (12 Aug 2026): Hanner is switching the last two buildings of its Business Stadium quarter on the former Žalgiris stadium site from offices to about 400 flats (some 20,000 m²), because office demand is, in its chairman's word, 'nulinis' (zero); it has planned over EUR 200M of investment on the site.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Vilnius's commercial stock is held by a few Baltic groups and listed funds rather than global REITs. The largest mall owner is Akropolis Group; listed Baltic Horizon Fund owns the Europa centre, and INVL Baltic Real Estate holds Old Town offices. Office demand is weak in 2026: Hanner is turning planned offices into flats, and Baltic Horizon reports falling occupancy. Stockholm-listed Eastnine, probably the largest office landlord, could not be opened (see unverified).

Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • Transaction granularity is set to aggregate-only on judgement: the Centre of Registers publishes market statistics, but its pages (registrucentras.lt) and the national open-data portal (data.gov.lt) could not be opened to check whether a per-sale dataset exists.
  • The EUR 0.58 online / EUR 1.45 paper extract fee comes from an undated ELRA contact-point page; the Centre of Registers' current price list sits behind Cloudflare and was not opened. A third-party guide (finonamai.lt, search snippet only) gives the same EUR 0.58.
  • Europa Tower office building: owner not established. A Baltic Horizon filing implies a separate owner of the office building and parking house (UAB Prime Location Property Fund bought the parking-house share), but no opened page says who owns the tower.
  • Vilnius City Municipality social housing: a search summary cites 1,284 municipal social flats in Vilnius in 2023 and a 2026 draft transferring about 5,139 m² of Vilnius College dormitories to the municipal housing fund managed by SĮ 'Vilniaus miesto būstas'; the underlying pages (lrv.lt, e-seimas.lrs.lt, vilnius.lt) sit behind Cloudflare and none was opened, so no figure is given.
  • Lithuanian Armed Forces / Ministry of National Defence land in Vilnius: not established; kam.lt is behind Cloudflare.
  • Eastnine AB (Nasdaq Stockholm) as a leading Vilnius office landlord: search results quote its January–June 2026 report as 14 assets, 257,900 m² lettable and EUR 926M of property, with Vilnius 42% of the portfolio, and nine of 16 properties in Vilnius at end-March 2026. eastnine.com is behind Cloudflare and no copy was opened, so it is not listed as an owner.
  • Hanner's 2025 Vilnius sales (643 flats, per a search snippet) and the Ober-Haus count of over 5,700 primary-market flats sold in Vilnius in 2025 were seen only in search summaries; not used.
  • YIT, Darnu Group, Citus, Omberg and Realco are named in search results as large Vilnius housing developers, but no figure from a page that opened was found for them.
