Almaty, Kazakhstan

Who owns Almaty: Kazakhstan's real-property register shows an owner only to the owner, or to a third party the owner approves, so the city's landmarks are traced through stock-exchange filings, corporate press releases and public-body records instead.

Can you find out who owns it?

Rights to real property in Kazakhstan are registered by the State Corporation 'Government for Citizens' (Правительство для граждан) in a single legal cadastre and are ordered through the eGov.kz portal. The ownership extract (Form-2, 'справка о зарегистрированных правах (обременениях)') shows the current owner, co-owners and any arrest or mortgage, and is free; but a request about someone else's property goes through only if that owner confirms it by SMS or in their eGov account. Lawyers, notaries, banks and courts get information through official channels. There is no public search by address or owner and no bulk ownership file.

Is ownership public?Only for those who can prove a legitimate interest
Cost of one title searchForm-2 (registered rights and encumbrances) and Form-6 (property held by a person) free on eGov.kz, usually issued within 20 minutes; a duplicate technical passport is charged per the Government for Citizens price list plus a 100 KZT payment commission (as reported by Bizmedia.kz, 5 Aug 2026; the eGov service page itself would not render for us)

Mixed use Not established
the jurisdiction does not disclose owners
Developer: Capital Partners (Wikipedia, s17: tower built 2006–08, 162 m, 36 floors, designed by SOM). Digital Business (29 Jul 2026) calls the mall 'an object worth more than USD 1.5 billion', developed by Capital Partners with a partner, and says that in 2023–24, as part of a voluntary transfer of assets to State ownership, the share previously held by that partner's structures 'passed under the control of the State'. The same article does not say which State body or entity now holds that stake or what the rest of the structure is, and no register extract, filing or official decree was opened, so the owning entities are not established. Wikipedia's owner line lists hotel operators.

the jurisdiction does not disclose owners
Digital Business (29 Jul 2026) describes MEGA Alma-Ata and MEGA Park as flagship assets of the MEGA chain and attributes the chain to the founder of Astana Group personally, not to a named company; it says the owner sold two other centres (in Aktobe and the old MEGA Astana) to fund MEGA Silk Way in Astana. No filing, register entry or company page naming the entity that holds title to the Almaty centres was opened, so the owner is not established and no individual is named here.

The core land

The most valuable ground in the city, and what the public record says about it.

Kazakhstan publishes no assessment roll and no per-sale register, so the most valuable ground in Almaty can only be shown through what owners and statisticians publish. The value concentrates on the southern, upslope side of the city along Al-Farabi Avenue and Dostyk Avenue, where Esentai City, Nurly Tau, Dostyk Plaza and the KazNU campus sit.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

The State in its several forms holds Almaty's civic ground: the City (akimat) owns the big sports venues it built or rebuilt from the city budget; the national railway, owned through the sovereign fund Samruk-Kazyna, holds the stations and rail lands; and the national university sits on a 100 ha campus. The main airport is the exception — it was sold to a foreign-listed operator in 2021. No land balance for the city by owner was found, and the akimat's communal-property list could not be opened.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Almaty's new housing is almost entirely privately built apartment blocks: of 2,030.9 thousand m2 commissioned in January–September 2026, 1,772.5 thousand m2 was in multi-apartment buildings (Bureau of National Statistics). No official league table of developers exists; the only rankings found are national, compiled by the news site Finratings.kz from Krisha.kz's developer registry (completed and current projects) and, separately, from a social-media user's tally of annual floor area, so the figures below are national, not Almaty-only, and are indicative. Apartments are owned by individuals once sold, and are not recorded here.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Almaty's prime commercial property is held by a handful of domestic groups, mostly through private companies that publish nothing; the first exception is REIT TSPG, an AIFC-registered fund that discloses its Dostyk Plaza figures. Office towers such as Nurly Tau are split among many unit-holders. Shopping centres dominate the published record.

Looked for and not found

Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • Who now holds Esentai Mall and Esentai Tower: a press report says a partner's stake passed under State control in 2023–24 (voluntary asset transfer), but no decree, Asset Recovery Committee release, register extract or filing naming the receiving State entity was opened.
  • Whether TAV Airports bought out VPE Capital's 15% of the Almaty consortium: Wikipedia says TAV took full ownership; no TAV/ADP filing confirming it was opened (TAV's site is a JavaScript app; KAP refused).
  • Whether the 2014–2016 privatisation plan sold the Central Stadium's municipal enterprise; Wikipedia still shows the municipality as owner.
  • The entity holding title to MEGA Alma-Ata and MEGA Park — reported only as the chain founder's personal asset.
  • The owners of Nurly Tau's blocks and of the Kazakhstan Hotel (not researched further).
  • The Law on State Registration of Rights to Immovable Property (Z070000310_) could not be read on adilet.zan.kz (JavaScript app; API disallowed), so the consent rule for third-party extracts rests on Bizmedia.kz's account of the eGov service, not on the statute.
  • Almaty land balance by category and owner (State vs private hectares): only a c.2018 figure of 68.3 thousand ha relayed in search results, on kapital.kz, whose terms page is robots-disallowed — not used.
  • Developer rankings are national; no Almaty-only developer volumes were found. Krisha.kz (the source of Finratings' registry counts) is a listing portal whose terms were not checked, so it was not opened.
