Seoul, South Korea
South Korea's court-run real-property register is open to anyone who pays — ₩700 to view one record online — but strictly one parcel or building at a time, with no bulk owner file; every sale is published with its lot number and price but no parties, and the towers of Jamsil, Samseong and Yeouido are known to be Lotte's, Hyundai Motor's, KITA's and Hanwha's because their own statements, the city's records and reported sales say so.
12 buildings · 11 with an owner established · 33 sources · 10 tier A · 2 tier B · prepared 2026-10-20
Real property registration (부동산등기) is run by the courts under the Supreme Court's Court Registry Office, and Article 19 of the Real Property Registration Act says that anyone (누구든지) may, on paying the fee, inspect a register record and obtain a certificate of its contents — no reason or interest is asked, though the supporting documents can be inspected only by an interested party. The record gives the parcel or building, every owner with the cause and date of transfer, and mortgages and leases. A Supreme Court rule sets the fees: ₩700 to view one record over the internet, ₩1,000 for a certificate printed online or at a kiosk, ₩1,200 at a registry counter. Searches go one property at a time through the court's Internet Registry Office (iros.go.kr); there is no bulk owner dataset. Sale prices, by contrast, are open: every reported sale is published by MOLIT and the Seoul Metropolitan Government with its lot number, building name, floor, area and price, but no buyer or seller.

Mixed use | Lotte Property & Development (롯데물산) SBS Biz, 15 April 2026: Lotte Chemical on 14 April 2026 amended its corporate-bond guarantee secured on '계열사 롯데물산 소유의 롯데월드타워·롯데월드몰' (Lotte World Tower and Lotte World Mall, owned by affiliate Lotte Property & Development), widening the security from bonds already issued to future issues and extending it three years to March 2029. The tower was first pledged at the end of 2024, when ₩2 trillion-odd of Lotte Chemical bonds hit an event of default on a covenant; the report calls the tower '6조 원대' (a ₩6-trillion-class asset) — a characterisation, not a valuation. Lotte Property & Development is described as a Lotte affiliate (계열사); 123 floors, 555 m, completed December 2016 (Wikipedia). |

Mixed use | Brookfield Asset Management (funds managed by 브룩필드자산운용) Korea Economic Daily (Hankyung), 28 August 2025: Brookfield bought IFC from AIG at the end of 2016 for ₩2.55 trillion, when office vacancy was 75% and the mall's 30%, and cut both to 1–2%. A May 2022 sale to Mirae Asset at about ₩4.1 trillion — the largest in Korean real estate — failed when MOLIT refused the REIT licence. Brookfield sold the Conrad Seoul alone to Singapore's ARA in August 2024 for ₩400 billion. Talks on the three office towers and the mall broke down (bidders at low-to-mid ₩3 trillion, seller holding at ₩4 trillion+), and Brookfield instead moved to transfer them into a new continuation fund it manages. Whether that transfer has closed was not established. |

Being implementer is not holding title to every lot; registered owners are on the court register one lot at a time, so no owner is asserted. Wikipedia says Korail owns underused land in Yongsan. |

The core land
The most valuable ground in the city, and what the public record says about it.
Seoul's most valuable ground is measured by the state's official land prices (공시지가), not by any roll of owners: MOLIT sets standard-lot prices for 600,000 benchmark parcels nationally each 1 January, and the district offices derive an individual price for every parcel, which Seoul publishes as open data (KOGL Type 1) without the owner. The peak is on the Myeong-dong / Chungmu-ro shopping streets of Jung-gu; the ten dearest standard lots in Korea are all in Seoul, eight of them in Myeong-dong and Chungmu-ro.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
Seoul's biggest holders are public: the state (heritage sites, ministries, the returning US Forces Korea garrison at Yongsan), the Seoul Metropolitan Government and its housing and transport companies, and the national rail and housing corporations. Who holds the rest parcel by parcel sits on the court register, one ₩700 view at a time; the cadastral statistics that split Seoul's land between state, city, corporate and private names exist (Seoul Open Data 'land by ownership class', from MOLIT's cadastral yearbook) but its tables would not render to a script, so no share is given here. Figures below are as each source states them and are not comparable.

This is a national total — the file has no Seoul breakdown. In Seoul the state holds, among much else, Gyeongbokgung (432,703 m², Korea Heritage Service) and the Yongsan garrison land. The ministry that runs the national-property system is now named 재정경제부 in the data portal. |

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
New homes in Seoul are almost entirely apartments, and most are built by rebuilding or redeveloping old estates (재건축·재개발): a residents' association owns the land and contracts a general builder, so the builder rarely owns the finished homes — individual buyers do, and their names stay off this page. Korea has one official league table, MOLIT's annual construction-capability ratings, whose annex ranks builders by the value of work done in the previous year by type, including apartments — nationwide, not for Seoul alone and not in units. The large public landlords that also build — SH and LH — publish their stock as open data.

Commercial landlords
The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.
Seoul's large commercial floor space is held by business groups' property companies (Lotte, Hanwha Life, SK), a trade association (KITA), foreign private-equity funds (Brookfield) and, increasingly, listed REITs whose own sites and the REIT association publish holdings and asset totals. DART filings would give each group's investment-property schedule, but the filing viewer is closed to scripts by robots.txt, so these come from the owners' and the association's pages. Figures are in each source's own units.

Looked for and not found
Claims this page would have made if a source could be opened. They are left out rather than guessed.
- The split of the Hyundai Motor Group GBC site among Hyundai Motor, Kia and Hyundai Mobis: Seoul names 'Hyundai Motor and two other companies' as building owner and the 2014 report names the three-company consortium, but no opened source states the shares (DART was not readable).
- Whether Brookfield's planned continuation-fund transfer of the three IFC Seoul towers and IFC Mall has closed, and which vehicle holds the Conrad Seoul for ARA.
- The registered owner of each Yongsan International Business District lot: Seoul names Korail and SH as implementers, not as title-holders, and the court register is per-parcel and paid.
- Ownership of Seoul Station's station building and tracks (as distinct from the Seoul Station North land, which Seoul names as Korail's), and the Korea National Railway's Seoul holdings.
- Parnas Tower, InterContinental Seoul COEX/Parnas and Parnas Mall, inside the WTC Seoul area: KITA's page lists them but does not say who owns them.
- Seoul land by ownership class (state, city, district, corporate, private) from MOLIT's cadastral statistics, and the city's public-property total by value — both published by Seoul, neither table rendered to a script.
- The final (Feb 2026) standard-lot prices: the figures given are MOLIT's December 2025 draft put to owners for comment.
- Builders' Seoul-only output in units: no official Seoul league exists, MOLIT's apartment ranking is national and in won, and the builders' business reports sit on DART.
- Holdings of Samsung Life, Mirae Asset, the National Pension Service and the listed office REITs other than SK REIT (Shinhan Alpha, Lotte, IGIS) in Seoul — the REIT association publishes their asset lists as images and DART was not readable.
- The 63 Building's ownership rests on a Hanwha Life release calling it the company's head-office building plus Wikipedia; Hanwha Life's investment-property schedule (DART) was not read.
