Rome, Italy

Italy declares its cadastre and land registers public and lets anyone search them by a person's or company's name for EUR 8 a name per district, but the free online route needs an Italian digital identity and no bulk owner file exists — so Rome's owners are read from the State, the Comune, the listed companies and the Holy See's own reports.

Can you find out who owns it?

Italy keeps two records, both declared public. The Catasto (Agenzia delle Entrate) describes every unit with its cadastral identifiers, category and rendita; a visura catastale names the current right-holders but is not title. The Conservatoria, now the Agenzia's Servizi di pubblicità immobiliare, holds the deeds: an ispezione ipotecaria returns every trascrizione (transfer), iscrizione (mortgage) and annotazione, and the Agenzia's own page says the registers 'sono organizzati su base personale' — the native query is a NAME, any natural or legal person, and it 'è consentito a tutti'. The statutory tariff (G.U. n. 231, 2 Oct 2024) prices it at EUR 8.00 per name or per unit per circoscrizione, tripled to EUR 24.00 for a nationwide name search, EUR 5.00 per nota (doubled to read the deed), 20% off online; a cadastral consultation at the counter is EUR 3.00 per unit. Online, visure of property you do not own and the ispezione are free — but only behind SPID, CIE or CNS, i.e. an Italian digital identity, so a foreign researcher pays at a counter or goes through an accredited Sister intermediary. There is no bulk owner download; the only open cadastral product is the CC BY 4.0 INSPIRE WMS (geometry, no names). Prices: the declared consideration of each sale (Consultazione valori immobiliari dichiarati) is viewable on a map with the unit's category, parties removed, again only behind SPID; what is open is the OMI quotation — a min/max EUR per m² by zone, a value range used for tax checks, not a price — and quarterly normalised transaction counts (NTN) for the Comune di Roma. Rome, like Milan, is in the ordinary register system, not the Austrian-style sistema tavolare of Trento, Bolzano and Trieste.

Mixed use Rete Ferroviaria Italiana (Ferrovie dello Stato Italiane group) — station; commercial leasehold held by Grandi Stazioni Retail S.p.A.
Antin, 16 June 2016: a consortium of Antin, ICAMAP and Borletti Group was 'selected by FS & Eurostazioni' to buy '100% stake in Grandi Stazioni Retail (GSR)', which holds 'the new long-term leasehold providing exclusive rights to the commercial leasing and advertising spaces of the 14 largest Italian railway stations', 'for an Enterprise Value of €953m'. On 6 Aug 2024 they agreed to sell GSR to DWS and OMERS. GSR leases the shops, not the station; the station owner (RFI) is from Wikipedia's infobox, hence tier B. The EUR 953M covers all 14 stations.

CONI Servizi became Sport e Salute S.p.A. (DPCM 17 June 2021, as cited by English Wikipedia, whose infobox gives the stadium's owner as Sport e Salute and capacity 70,634). The core land

The most valuable ground in the city, and what the public record says about it.

The most valuable ground in Rome is the historic centre — the Tridente (Campo Marzio, Colonna, Pigna, Trevi), OMI zone B31 — and much of it, along with the ministries on Via XX Settembre, belongs to the State. The Agenzia delle Entrate publishes a value range for each zone (a tax benchmark, not a price) and the Agenzia del Demanio publishes, under CC BY 3.0 IT, every building and plot of State property it manages, with floor area and value by province. Who owns a private palazzo still costs EUR 8 a name, behind SPID.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Rome is a city of public and ecclesiastical landlords. The State, through the Agenzia del Demanio, manages EUR 17.4bn of property in the province, most of it the ministries' own palazzi; the Ministry of Culture separately holds the Colosseum, Forum and Palatine. Public housing is split between the Region's ATER (about 48,000 flats) and the Comune (about 23,000). EUR S.p.A. — the State with the Comune — owns a whole 1930s district. The Holy See's APSA manages 4,281 property units in Italy, and the Lateran Treaty leaves the patriarchal basilicas and several curial palaces in its full ownership. Private ownership of the centre's palazzi is not publicly listed.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Rome has no builder league table, and the open record shows a city whose housing is held more than built. Istat counted permits for 2,698 new dwellings in 468 new residential buildings across the province of Rome in 2025, against 51,908 in Italy. The big residential holders are public or non-profit: ATER Roma (about 48,000 flats), Roma Capitale (about 23,000, now buying 1,040 more from the agents' pension fund Enasarco), and the Holy See's APSA. Private developers' Rome pipelines are mostly reported in the trade press rather than in filings that could be opened, so none is listed. The table below is assembled from the holders' own releases, not an official ranking.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Rome's office market is State-dominated — the Demanio's 4.04M m² of State buildings in the Comune are mostly ministries — and the private landlords that can be named from their own pages are retail ones. BNP Paribas Real Estate counted 144,600 m² of office take-up in 2025 (−19% y/y), a EUR 600/m²/year prime CBD rent and 7.8% vacancy (1.2% in the CBD). • INAIL, Cassa Depositi e Prestiti (CDP Real Asset / former CDP Immobiliare) and Invimit SGR: Rome holdings not researched within the search budget.
  • Sapienza University of Rome's real-estate holdings (Città universitaria and others): not researched; uniroma1.it robots allows, but no holdings figure was located.
  • FS Sistemi Urbani's Rome railway yards (Tiburtina, Trastevere, Casal Rotondo listed as investment opportunities in its sitemap): pages are JavaScript-rendered, so no areas or values were read.
  • Roma Capitale's full property register (patrimonio disponibile/indisponibile) and its 10% EUR S.p.A. stake value: comune.roma.it redirects to an SSO login and dati.comune.roma.it disallows all robots.
  • Private residential pipelines reported in the press — e.g. Pacifico Living at EUR (an SPV financed EUR 32.5M by UniCredit, 120 + 150 flats) and an AbitareIn/Techbau office-to-residential scheme of about 70 flats at EUR — not opened (UniCredit 403, AbitareIn robots bars AI agents).
  • Mundys' own shareholders (who ultimately owns ADR) and the expiry of ADR's ENAC concession were not opened.
  • The OMI quarterly normalised transaction count (NTN) for the Comune di Roma: the NTN files sit on www.agenziaentrate.gov.it, which refuses robots.txt with Akamai 403, so no Rome sales count is given.
  • Who owns the private palazzi of the historic centre: available only by EUR 8 name searches or SPID-gated visure; no bulk channel exists.
