Jakarta, Indonesia
Indonesia's land register (BPN/ATR) is open only to a person with an interest who applies in writing, Rp50,000 per certificate check or registration statement, and its index of owners by name is closed to everyone but government agencies — so Jakarta's towers are known by their owners' stock-exchange filings, state-company reports and government pages, not by the register.

Land in Jakarta is held under the national land law as rights registered with the National Land Agency (BPN, under the Ministry of Agrarian Affairs and Spatial Planning, ATR): Hak Milik (freehold, Indonesians only), Hak Guna Bangunan (HGB, a renewable right to build, which is how companies hold towers), Hak Pakai and the state's Hak Pengelolaan (HPL, management right, under which GBK, Kemayoran and much state land is leased out). Government Regulation 24/1997 Article 34 lets 'anyone with an interest' (setiap orang yang berkepentingan) know the physical and juridical data on a parcel, and the ministerial rule requires a written application stating the purpose; the answer is a Land Registration Statement (SKPT) at Rp50,000, or a certificate check at Rp50,000 (PP 128/2015). The register's index of names (daftar nama) — the only way to find what a person or company owns — is open only to government agencies. No register of sale prices is published; the only public price series is Bank Indonesia's quarterly survey of developers' primary-market prices, reported as an index for Greater Jakarta and Banten.

The core land
The most valuable ground in the city, and what the public record says about it.
Jakarta's most valuable ground is the Thamrin–Sudirman spine, from Monas south through the Hotel Indonesia roundabout to SCBD and Senayan. The province does not publish an assessment roll by parcel, and the BPN register gives no values, so the figures below are the valuations and balance-sheet values that listed owners and state bodies are obliged to disclose. They are not comparable to one another.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
Jakarta's largest holders are public. The central government owns the ministries, the palace and the state's two great estates at Senayan (GBK) and Kemayoran through the State Secretariat; the province owns roads, parks, Monas, rental flats and thousands of parcels it is still certifying; and state companies hold the railway corridors, the port and old housing estates. The capital's formal move to Nusantara (IKN) puts the ministries' Jakarta buildings in play — by law they pass to the Finance Minister to be leased or partnered out, and heritage buildings may not be sold. Private holdings sit with a few listed, family-controlled developers. What any one company holds parcel by parcel is on the BPN register, which cannot be searched by owner name except by government agencies. Figures are as each source states them and are not comparable.

It summarises Law 3/2022 on the State Capital, Arts 27–28: on the move to Nusantara, state property used by ministries and agencies in Jakarta 'wajib dialihkan pengelolaannya kepada Menteri Keuangan' (must be handed to the Finance Minister), who may transfer it or put it to use (lease, partnership) — but may not sell heritage buildings or those of special historical or cultural meaning. Its land is handled by two BLUs: PPKGBK (279.08 ha; 66.01 ha commercially partnered) and PPKK (450 ha; 163.11 ha partnered). The ministry stressed it only manages (pengelolaan) and follows Ministry of Finance rules — the state, through the Finance Minister as asset manager (pengelola barang), is the owner. |

Katadata (publication content), 12 June 2026: the province kept an unqualified (WTP) audit opinion for FY2025 and, with BPN, issued 3,922 certificates for regional assets with an estimated value of about Rp102 trillion. Fixed assets include roads and buildings, not land alone. |

Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
Jakarta's new private homes are built by a handful of listed township and superblock developers, almost all family-controlled through holding companies; inside the city the land is gone, so landed housing is built at the edges (Kelapa Gading in the north-east began in 1975) and the core gets condominium towers, which have been in oversupply — Summarecon says apartment demand stayed 'subdued' in 2025 because of 'the continued apartment inventory overhang'. The province is the landlord at the bottom of the market through its rental flats (rusunawa). No builder league table exists; the figures below come from the builders' own 2025 annual reports, mostly nationwide, and are not comparable.

Commercial landlords
The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.
Jakarta's commercial stock is held by listed developers that keep their malls and offices on balance sheet (Pakuwon, Plaza Indonesia Realty, JIHD), by a Singapore-listed trust that owns Indonesian malls (LMIRT), and — beneath much of the prime ground — by the state, which leases out GBK, Kemayoran and the Hotel Indonesia site under partnership or build-operate-transfer deals. Indonesia's own REIT form (DIRE) is tiny and none was found holding a named Jakarta tower. Office floors are often sold strata-title, so a tower's developer is frequently not its owner. Figures below are as each filing states them, some nationwide; they are not comparable.

No primary document (BPK report, AGO statement, HIN or InJourney filing) was opened.
