Athens, Greece

Greece's Hellenic Cadastre (Ktimatologio) records every owner, but by law certificates go only to someone with a legal interest, so Athens' owners are named here from stock-exchange filings, privatisation-fund pages and company reports rather than the register.

Can you find out who owns it?

Greece's title record is the Hellenic Cadastre (Ellinikó Ktimatológio), which has replaced the old mortgage-registry (Ypothikofylakeia) deed books across Athens. Each property has a national code (KAEK) and a cadastral sheet naming its right-holders. Law 2664/1998 (art. 22) obliges the cadastral offices to issue certificates and copies to 'any person who has a legal interest' (έννομο συμφέρον) and pays the fee; art. 21 subjects all access to the personal-data law. Online, owners see only their own properties via Taxisnet, and remote search of the register is reserved to notaries, lawyers, engineers and bailiffs. A certificate costs EUR 9.50. There is no open owner file and no public price-per-sale record.

Is ownership public?Only for those who can prove a legitimate interest
Cost of one title searchEUR 9.50 per certificate or copy of a cadastral sheet (+EUR 4.50 per extra section or sheet); EUR 15 per cadastral-diagram extract (Hellenic Cadastre fee table)

The marquee buildings

The towers that set the tone of the core, and who holds them. A price is the price a document states, on the date it states — not an estimate of what the building is worth now.

The report calls the four malls 'owned'. It does not state the exact percentage LAMDA holds in LAMDA MALLS or the deed-holding SPV, so no stake is given. Marousi is a separate municipality north of Athens.

Pre-IPO it listed shareholders as HRADF 30%, Growthfund 25%, AviAlliance GmbH 26.7%, AviAlliance Capital GmbH 13.3% and a family holding 5%; the 2024 Athens Exchange listing sold HRADF's 30% (90,000,000 shares). Growthfund's current subsidiary page (s20) gives its own stake as 25.6% and describes 'the exclusive right to possess and use the property'. The land stays the State's. Athens Tower (Pyrgos Athinon) 1 and 2
2-4 Mesogeion Avenue, Ampelokipoi, Athens
Office Not established
the jurisdiction does not disclose owners
Wikipedia: Tower 1 has 28 floors (Tower 2, 15), built 1968–71 on the 2-4 Mesogeion site; the tallest building in Greece. The towers are held floor by floor (horizontal properties), not by one owner. Search results show BriQ Properties REIC selling floors 12–13 of Building A (1,406 m²) for EUR 4.23m in March 2025 and Intercontinental International REIC buying a 703 m² floor for EUR 0.7m. Both were Euronext Athens filings, and Euronext Athens' terms forbid bots, so neither was opened. The prompt's guess of Dimand could not be confirmed: Dimand's FY2025 annual report (s19) never mentions the tower. The Cadastre names floor owners only to someone with a legal interest.

Acropolis Museum
Dionysiou Areopagitou 15, Makryianni, 117 42 Athens
23,000 m² site; 14,000 m² exhibition space
Institutional Hellenic Republic — Ministry of Culture (the Museum is a public body)
The Museum's own building page (s16): 'Full site area: 23,000 square meters; Exhibition space: 14,000 square meters'; three main levels; general contractor Aktor S.A.; about 300 m southeast of the Parthenon. Its board includes the Ministry of Culture's Director-General of Antiquities. Wikipedia's infobox gives 'Owner: Hellenic Ministry of Culture'. The Museum's own pages do not state the legal title, so this is tier B.

Acropolis of Athens (archaeological site)
Acropolis hill, Athens
Civic Not established
the source would not open
The site is run by the Ministry of Culture's Ephorate of Antiquities of Athens City. No page opened for this record states who holds title to the hill: the Ministry's site portal (odysseus.culture.gr) did not respond, and Wikipedia's Acropolis article gives no owner. Greek law treats ancient monuments as State property, but no document read here says so for this site, so the owner is left blank rather than inferred.

Old Royal Palace — Hellenic Parliament (Vouli ton Ellinon)
Syntagma Square / Vasilissis Amalias, Athens
Civic Not established

Wikipedia: built 1836–43 as the royal residence; 'the seat of the Parliament since 1929'. The Parliament also uses buildings on Vasilissis Amalias Avenue, at 4 Voulis Street, at 2 Mitropoleos Street and at 1A Sekeri Street, and part of the Arvanitis Mansion. Who holds title is not stated, and hellenicparliament.gr is Akamai-blocked (403), so the owner stays blank. Occupying a building as the State's legislature is not proof of title.

MINION (former department store), Building A
Omonia Square, Municipality of Athens
c. 560 m² plot; existing multi-storey building of c. 4,778 m²
Mixed use Dorou Residencies S.M.S.A. (subsidiary of Dimand S.A.)
Dimand's FY2025 annual financial report: 'A plot of land with a total surface area of c. 560 sq.m. after the horizontal properties thereon of the existing multi-storey building of c. 4,778 sq.m. in the Municipality of Athens and specifically in Omonia Square, which is owned by the subsidiary Dorou Residencies S.M.S.A.. The core land

The most valuable ground in the city, and what the public record says about it.

Athens publishes no assessed-value roll and no per-sale prices, so the most valuable ground cannot be ranked from a public record. What can be stated is the scale of the private register, which the Cadastre built for the Municipality of Athens only in 2019–2020, and the prices listed companies disclose for their own plots.

Owners and properties in the Municipality of Athens (cadastral survey)550,000 owners; 700,000 properties; 1,250,000 rights declared
CNN Greece, 9 Apr 2019, on the Cadastre's pre-posting for Athens: '550.000 ιδιοκτήτες που έχουν στην κατοχή τους 700.000 ακίνητα στον Δήμο της Αθήνας και έχουν δηλώσει 1.250.000 δικαιώματα το 2008'. A news figure, not a register extract.

LAMDA Development Annual Report 2025: binding offer accepted Feb 2026 for two plots in Urban Development Area 'A-U2' at 'an average price of €2,650 per buildable sqm'. Outside the Municipality of Athens (Hellinikon).

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Most public land in and around Athens sits with the State's holding vehicles under Growthfund (HCAP), which owns 100% of the Hellenic Public Properties Company (ETAD) and of GAIAOSE, the railway landlord. Each publishes a nationwide count, not an Athens one. The Municipality, the Church of Greece, the university, the armed forces and the banks publish no holdings figure that could be opened here.

Hellenic Republic (Greek State)
The State keeps the land under the two biggest Attica infrastructure concessions: AIA's agreement grants 'the exclusive right to possess and use the property' (s20), and PPA pays the State 3.5% of revenues for Piraeus (s9).

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Greece publishes no league table of housebuilders, and Athens itself is built out: almost all new homes are small apartment blocks (polykatoikies) put up plot by plot under the antiparochi land-for-flats exchange, or are conversions. The big new supply is on the coast at The Ellinikon. The table below is put together from companies' own reports and is not an official ranking.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

The named commercial landlords of Athens are its listed real-estate investment companies (REICs, ΑΕΕΑΠ) and LAMDA, because their filings are the only owner records anyone can read free. Each figure covers the company's whole portfolio, much of it outside the Municipality of Athens, in Marousi, Kifisias Avenue and the logistics belt.

Looked for and not found

Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • Athens Tower floor owners: BriQ Properties' March 2025 sale of floors 12–13 (EUR 4.23m) and Intercontinental International REIC's purchase of a 703 m² floor (EUR 0.7m) appear in Euronext Athens filings, which were not opened because Euronext Athens' terms forbid bots.
  • Dimand as owner of Athens Tower (the brief's guess): not supported. Dimand's FY2025 report does not mention the tower.
  • Trade Estates REIC (Fourlis group): no host for it answered (tradeestates.gr / trade-estates.gr connection failed), so no figure is given.
  • Who holds AIA after its 2024 listing, beyond Growthfund's 25.6%: aia.gr is behind Cloudflare and the ATHEX filings are terms-barred.
  • Holdings of the Municipality of Athens, the Church of Greece, the National and Kapodistrian University of Athens, the Ministry of National Defence, the Bank of Greece and Piraeus Bank's repossessed (REO) stock: none publishes a figure that could be opened here (bankofgreece.gr is Akamai-blocked; the Church's site returned 404). No figure is given for any of them.
  • Title to the Acropolis and to the Parliament building (Old Royal Palace): both are assumed to be the State's, but no page opened here states it.
  • Ownership of The Mall Athens: LAMDA's report counts it among the four 'owned' malls of the LAMDA MALLS Group without giving the deed-holding SPV or the stake.
  • Bank of Greece residential price indices, the only official Greek price series, could not be opened (Akamai), so transactionGranularity 'aggregate-only' rests on the Cadastre's own pages, which offer no price search.
