Tallinn, Estonia

Estonia's e-Land Register names the owner of every property for €2 plus VAT a look — and logs the query where the owner can see it — while sale prices are published only in groups of five; Tallinn's landmark owners therefore come from filings: the State, a Norwegian family group, Finnish Citycon and the Kapitel–Merko group.

Can you find out who owns it?

Ownership in Estonia is recorded in the e-Land Register (e-kinnistusraamat), run by the Centre of Registers and Information Systems (RIK), whose Division II names the owner of every registered immovable. Anyone can look a property up, but viewing another person's property costs €2 plus VAT per division (€6 for the whole register part), paid by bank link or card, and the query is logged in the state data-monitoring system where the owner can see who looked for a year. Sale prices go from notaries to the Land and Spatial Development Board's transaction database, which by law publishes values only where at least five transactions occurred — so no individual sale price is public.

The marquee buildings

The towers that set the tone of the core, and who holds them. A price is the price a document states, on the date it states — not an estimate of what the building is worth now.

Toompea Castle (Toompea loss)
Lossi plats 1a, Toompea, Tallinn
Civic Republic of Estonia (at the disposal of the Riigikogu)
The Riigikogu's own page: 'Praegu on Toompea loss Riigikogu käsutuses' (Toompea Castle is now at the Riigikogu's disposal); besides the 101 members, over 250 Chancellery staff work in the building. The complex combines the medieval Order castle with the Pikk Hermann tower, the 18th-century Governor's building facing Lossi plats and the 1920s parliament hall inside the walls. The page says 'at the disposal of' rather than naming a title holder, and the e-Land Register entry was not bought — hence tier B. Never sold; no price.

The museum's history page: Peter I began building the palace in 1718; in 1921 the young Republic gave the empty tsarist palace to the Tallinn Estonian Museum; it later served as the head of state's residence and, after restoration, opened in 2000 as the Kadriorg Art Museum, part of the Art Museum of Estonia, showing Estonia's largest collection of older Western European and Russian art. The page names the user, not the title holder; the register entry costs €2 + VAT and was not bought, so the owner is left blank rather than assumed to be the state.

The core land

The most valuable ground in the city, and what the public record says about it.

No assessed value by parcel is published: Estonia's land tax uses zone-based land values, and the Land Board publishes sale prices only in groups of five or more. The figures below are therefore market statistics quoted in listed companies' 2025 annual reports, plus the one central parcel whose area a public decision states.

Tallinn apartment sales 2025 (median price)9,034 sales; median €2,830 per m²
Hepsor AS annual report 2025 (s23), citing the Land and Spatial Development Board's transaction statistics: 9,034 apartment sales in Tallinn in 2025 (2024: 8,403), median €2,830/m² (2024: €2,843). RKAS's annual report (s14) gives 8,994 sales at an average €2,900/m² — the two were queried on different dates.
New-build apartment price, Tallinn€4,994 per m² (31 Dec 2025)
Hepsor annual report 2025, citing the Citify portal: average new-development price €4,994/m² (31 Dec 2024: €4,870); 1,063 unsold new flats at year-end.
Tallinn office stock954,000 m²; ~11% vacancy; 6.75% cap rate (end-2025)

Competition Authority decision 11 Jan 2024 (s27), giving the parcel's register part and cadastral number 78401:102:0140; the part of Viru Keskus on it passed to the Kapitel group. No price published.
EfTEN's Mustika Centre (largest single asset of the listed fund in Tallinn)€39.48 million fair value; 27,639 m² net leasable (31 Dec 2025)
EfTEN Real Estate Fund annual report 2025 (s19), investment portfolio table; acquisition cost €37.38 million. A valuation, not a sale price.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Tallinn's largest single landholders that publish figures are public: the State through Riigi Kinnisvara AS, the Port of Tallinn and Tallinn Airport. The City of Tallinn is certainly a major holder but its own pages could not be opened (Cloudflare). Among private owners, the Kapitel group's land bank is the one a public decision itemises.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

New homes in Tallinn are built mainly by Estonian developers that are listed or bond-listed on Nasdaq Tallinn, so their annual reports are the only consistent source; there is no official per-builder league table. Citify counted 1,515 new-build flats sold in Tallinn in 2025 (+23.4%) and 782 around the city (Liven annual report, s25). Several developers are in the same groups as the construction firms that build for them.

Looked for and not found

Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • Owner of record of Kadriorg Palace — the State is the obvious holder, possibly via the Ministry of Culture or RKAS, but no opened page says so and the €2 register look-up was not bought.
  • Kultuurikilomeeter (Culture Kilometre) is a public promenade along the former coastal railway; its land is presumably City of Tallinn, not established.
  • City of Tallinn landholdings and municipal housing — tallinn.ee blocked by Cloudflare; no figure.
  • Eesti Raudtee / Elron, TalTech, Tallinn University and the Estonian Defence Forces (via the State Defence Investment Centre, RKIK) were named as likely large landholders; none was opened, so no holdings figures.
  • Mainor Ülemiste AS (Ülemiste City) is a Nasdaq-listed issuer, but no annual report was found in the FSA's announcement store under its issuer filter; its Ülemiste City floor area is not recorded here.
  • Whether the TV Tower's owner AS Levira is still 51% State / 49% TDF in 2026 — the stake rests on a 2019 ERR report.
  • Closing of the Viru Keskus deal after clearance (the decision required completion within six months); later Kapitel filings were not opened.
