Nicosia (Lefkosia), Cyprus
Cyprus's land register (the Department of Lands and Surveys, DLS) gives a title search only to the owner or a person with a statutory interest under s.51A of Cap. 224, so the owners of Nicosia's landmarks are established here from statutes, government and Church pages, stock-exchange filings and company releases; the record covers only the Republic-controlled part of the city.

Cyprus keeps one state land register, run by the Department of Lands and Surveys (Τμήμα Κτηματολογίου και Χωρομετρίας, DLS) of the Ministry of Interior, with the Nicosia District Lands Office for this city. A search certificate (Πιστοποιητικό Έρευνας) showing who owns what goes only to the owner, or to someone who documents that they are an 'interested person' under section 51A of the Immovable Property Law, Cap. 224. It costs €10 per district, municipality or community, or €20 island-wide, and the online route needs a verified CY Login. There is no open owner file. The DLS does publish monthly district sales totals (number of sales, declared and accepted amounts) and puts each property's General Valuation value (1/1/2021) online, but it does not publish individual sale prices. This record covers only the part of Nicosia under the effective control of the Republic of Cyprus: the DLS does not operate north of the UN buffer zone, and its registers for the occupied areas are historical.

The marquee buildings
The towers that set the tone of the core, and who holds them. A price is the price a document states, on the date it states — not an estimate of what the building is worth now.

| Presidential Palace (Προεδρικό Μέγαρο), formerly Government House Presidential Palace, Strovolos area, Nicosia |
Civic | Republic of Cyprus English Wikipedia's infobox gives the owner as the 'Government of Cyprus' and places the palace 'in the Strovolos area of Nicosia'; it was built 1932–37 by the Nicosia Public Works Department, 'at a total cost of £70,000' after the 1878 Government House burned in the 1931 revolt. The Nicosia Municipality's own page on government buildings confirms it was the British Governor's residence (Κυβερνείο) until 1960 and that the government Public Works Department (κυβερνητικό Τμήμα Δημοσίων Έργων) built it. Neither page is a title record; the owner rests on the Wikipedia infobox, with the build history from the Municipality (s7). |

| House of Representatives (Βουλή των Αντιπροσώπων) Nicosia 1402 (per Wikipedia's infobox) |
Civic | Not established the source would not open The legislature of the Republic. The Nicosia Municipality's government-buildings page (s8) describes how the House sits but says nothing of who owns the building; www.parliament.cy returned 403 to scripts and www.gov.cy serves an Azure WAF JavaScript challenge, so no page stating the owner was opened. It is very likely Republic property, but no document opened says so. |

Cyprus Business News (CBN, s10) lists the current major shareholders and describes Nicosia Mall as 'a company of Cypriot interests' that includes the Zorbas, PHC, Athienitis and VLM groups (s11). PHC Franchised Restaurants is CSE-listed, so its stake should also appear in its own reports (not opened). Which company holds title to the land was not established. |
Private company | EUR c. €96 million 2019 Bank of Cyprus sold its 64% stake in late 2019 to buyers including retailers with stores in the mall (Wikipedia, citing Cyprus Mail 22 Aug 2019; that URL now 404s) B |
| Mall of Engomi Engomi, Nicosia |
Retail | The Mall of Engomi (ME) Plc Atterbury Europe (through Atterbury Cyprus Limited) diluted to 'around 30 per cent' after Pareto Limited swapped debt for a direct interest (announced April 2024) The Mall of Engomi (ME) Plc is on the CSE's emerging-market company list (s12). Cyprus Mail (15 Apr 2024, s13): 'Atterbury Europe, through its subsidiary Atterbury Cyprus Limited, made its first landmark investment in 2015 with the acquisitions of The Mall of Cyprus and The Mall of Engomi from the Shacolas Group'; Pareto Limited, 'owned by Africa's largest pension fund', agreed to swap part of its Atterbury Europe debt for a direct interest in both malls, diluting Atterbury Europe to 'around 30 per cent' (EGM 24 April 2024). CBN (Aug 2023, s14) calls Atterbury Europe 'the two malls' owner'. Completion and the 2015 price were not checked in a filing. |

Institutional | Not established the source would not open Wikipedia: the official residence and office of the Archbishop of Cyprus, built 1956–60 in neo-Byzantine style beside the 17th-century Old Archbishop's Palace. No page opened states who holds title — the Church of Cyprus (Archbishopric) is the obvious candidate, but churchofcyprus.org.cy returned 403 to scripts and the land register is closed to non-interested persons. |

| Hadjigeorgakis Kornesios Mansion (18th-century, Ethnological Museum) Old Nicosia, inside the walls |
Institutional | Republic of Cyprus and the Archbishopric of Cyprus — shares disputed Government: half state, half Archbishopric; Archbishop: the Church owns 70% (Jan 2020) Orthodoxia News Agency (17 Jan 2020): the communications and works minister 'said that the property is owned half by the state and half by the archbishopric. The archbishop disputed this later in the day… telling Antenna TV that the church owned 70 per cent of the property'; according to the archbishop, the heirs donated it to the archbishopric. The ministry wanted it kept as an ethnological museum; the archbishop wanted a Byzantine museum. The record names a co-ownership the two sides stated publicly but did not agree on; it was not checked against the register. |

| Bank of Cyprus headquarters 51 Stasinos Street, Ayia Paraskevi, Strovolos, CY-2002 Nicosia |
Office | Not established the jurisdiction does not disclose owners Bank of Cyprus Holdings plc's Annual Financial Report 2025 gives 51 Stasinos Street, Strovolos as the address of Bank of Cyprus Public Company Ltd (100% owned) and of its property subsidiaries Kermia Ltd ('Property holding') and Kermia Properties & Investments Ltd; the AGM of 16 May 2025 'was held at the Headquarters of the Bank'. The Group carries freehold 'offices and other commercial properties' at €247.3 million (incl. €95.8 million of land) at 31 Dec 2025, but the report does not list properties, so whether this building is freehold, and in which company, is not stated. |

Institutional | Not established the jurisdiction does not disclose owners The State Health Services Organisation (ΟΚΥπΥ/SHSO) page: the country's only tertiary hospital and largest by patients and buildings, 456 inpatient beds, 36 day beds, 56 dialysis beds and 12 operating theatres (2022 figures); it 'belongs to the network of hospitals' of SHSO. Law 73(I)/2017 s.16 lets the Council of Ministers, by decision published in the Gazette, transfer a public hospital's immovable property to SHSO, with the DLS Director registering it fee-free; SHSO may not sell endowed assets without government approval and the House's consent. Whether this hospital's title was transferred or stays with the Republic was not established. |

| Former Nicosia International Airport (United Nations Protected Area) West of Nicosia, by Lakatamia, inside the UN buffer zone |
Land | Republic of Cyprus (title); held under UN control since 1974 UNFICYP: 'After Cyprus gained independence in 1960, the airport and its surrounding area were transferred to the Cyprus Government.' On 23 July 1974 UNFICYP took over the airport and declared it a United Nations Protected Area; the UNPA 'was included within the buffer zone' and 'has remained a United Nations Protected Area since 1974'. The UN controls it; it does not own it. Wikipedia adds that the site 'is now mainly used as the headquarters of' UNFICYP and that the 1968 terminal cost £1.1 million. |

| Eleftheria Square (Πλατεία Ελευθερίας) Junction of Ledra and Onasagorou streets with Stasinou, Omirou, K. Pantelidi, K. Palaiologou and Evagorou avenues, at the Venetian walls |
Civic | Not established the register is open, but this building was not matched Nicosia Municipality: the regeneration of the square and the surrounding moat, designed by Zaha Hadid Architects after a pan-European competition, includes a bridge-square, moat landscaping, shops and lifts, and 'was co-funded by the European Union's Structural Funds, the Republic of Cyprus and the Municipality of Nicosia'. Wikipedia gives completion as January 2021. Neither says who holds title to the square and moat; the walls are an ancient monument, so the owner is left blank. |

The core land
The most valuable ground in the city, and what the public record says about it.
The DLS publishes values, not owners. Its General Valuation at 1/1/2021 prices covers every parcel and building in the areas the Republic controls, and its monthly transfer statistics give the Nicosia District Lands Office's totals. Nicosia is the second-largest market by value after Limassol. Wikipedia's list of the tallest buildings in Cyprus puts the city's tallest towers (360 Nicosia, 135 m, 2020; Labs Tower, 95 m, 2022; The Asteroid, 80 m, 2022) in a business district that, unlike Limassol's seafront, holds offices more than luxury flats. No per-parcel ranking of the most valuable plots is published.
Who owns the town
At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.
Nicosia's largest landholders are public bodies and the Church, and none publishes a city-level figure. The Republic owns state land, run by the DLS State Land Management Branch, plus every government building. The DLS also administers Turkish Cypriot properties in the Republic-controlled area; refugee estates were built on some of that land and their homes are leased to residents rather than sold. The Church of Cyprus is described as the island's largest landowner. Bank of Cyprus holds land taken over from borrowers. Figures for Nicosia Municipality, the University of Cyprus and the Cyprus Ports Authority (which owns no port in landlocked Nicosia) were not found in any source opened.

The DLS also handles 'τη διαχείριση τουρκοκυπριακών περιουσιών' (the management of Turkish Cypriot properties), including leases to refugees living in homes built on Turkish Cypriot land. No area or value total for state land was published. |

| State Health Services Organisation (ΟΚΥπΥ / SHSO) The law lets the Council of Ministers transfer public hospitals' immovable property to SHSO, registered fee-free by the DLS. Endowed property cannot be sold without government approval and the House's consent, and returns to the Republic if SHSO is wound up (s18b). Whether Nicosia General Hospital has been transferred was not established. |
Government | Runs the 8 State hospitals; may receive their immovable property by Cabinet decision (Law 73(I)/2017 s.16)A |
Who builds the houses
New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.
No league table of Cypriot house-builders exists. The DLS publishes only sales counts, and builders report units in their own sales material, not in filings. Nicosia's new homes are mostly flats built by private family-run developers, many of whose websites forbid automated reading. The state's housing body, KOAG, builds small affordable schemes on its own land. Bank of Cyprus is also a large seller of homes: its real-estate unit sells property taken over from borrowers. The figures below are each builder's own stated projects, not market shares.

It is a public-law body set up by Law 42/1980 under the Ministry of Interior, governed by a nine-member board appointed by the Council of Ministers. It may compulsorily acquire land to provide homes for moderate- and low-income families, and in 2018 planned 180 units in Nicosia, Limassol and Larnaca over three years (2018 Annual Report, s23). |

Commercial landlords
The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.
Nicosia's big commercial owners are a few mall companies, the banks' own property and the Shacolas group's former retail estate. There are no listed REITs. The two Atterbury malls are owned by companies listed on the CSE's emerging market, and Nicosia Mall by a private holding company owned by local retail groups. Leases and office ownership are seldom published.

Looked for and not found
Claims this page would have made if a source could be opened. They are left out rather than guessed.
- Owner of record of the House of Representatives, the Archbishop's Palace and Eleftheria Square: parliament.cy and churchofcyprus.org.cy returned 403, gov.cy serves a WAF challenge, and the DLS register is closed to non-interested persons.
- Whether the Bank of Cyprus headquarters at 51 Stasinos Street is Group freehold, and in which company: the 2025 annual report gives the address and a €247.3m freehold total but no property list.
- Whether Pareto's 2024 debt-for-equity swap into The Mall of Cyprus (MC) Plc and The Mall of Engomi (ME) Plc completed, and the resulting stakes: the CSE company-details panel is an ASP.NET postback that was not driven.
- Price of Atterbury's 2015 purchase of the Mall of Cyprus and Mall of Engomi from the Shacolas Group: search results attribute a c.€180m figure to a law-firm note that was not opened.
- The Bank of Cyprus sale of its 64% Nicosia Mall stake for c.€96m (2019) rests on Wikipedia; the Cyprus Mail article it cites now returns 404 and no Bank of Cyprus announcement was opened.
- Holdings figures for Nicosia Municipality, the University of Cyprus (ucy.ac.cy Cloudflare 403) and the Cyprus Ports Authority (cpa.gov.cy 403); a holdings figure for the Church of Cyprus beyond the 'largest landowner' description.
- The owning entity of Labs Tower (95 m, 2022) and of Tower 25 / White Walls (c.€25m cost; EY occupies the lower floors): Wikipedia names an individual investor for the former and no owner for the latter.
- Unit counts for private Nicosia developers: Cyfield's terms ban automated access, and no other developer's figures were opened.
- Whether the DLS offers individual sale prices: none were found on the portal; the e-services app has a logged-in 'sales' data-export application (fields for sales year and month ranges), which was not used.
