Bogotá, Colombia

Colombia sells anyone the owner of a property for COP 23,000: the Superintendencia de Notariado y Registro's electronic certificado de tradición y libertad names every titleholder in a folio's history, one folio at a time, while Bogotá's Catastro opens parcel geometry and values but not the owners.

Can you find out who owns it?

Ownership in Colombia is a public register. Every property has a folio de matrícula inmobiliaria kept by an Oficina de Registro de Instrumentos Públicos under the Superintendencia de Notariado y Registro (SNR), and Ley 1579 de 2012 makes the register's purpose to 'dar publicidad' to every deed that transfers or encumbers land. Anyone can buy the folio's certificado de tradición y libertad, the folio's record of 'toda la historia jurídica' of the property, owners and charges included, for COP 23,000 online (COP 24,300 on paper) from 2 Feb 2026 — but only one folio at a time and only if you know its number. Bogotá's cadastre (UAECD) is a separate, municipal record of parcels and assessed values that does not name owners.

Colombia's tallest building and, per English Wikipedia, 'the first crowdfunded skyscraper ... funded by private individuals through the purchase of shares and fiduciary rights allowed under Colombian law'. Ownership is split among fiduciary-rights holders, apartment and office buyers and the hotel (Eurostars-branded — an operator, not an owner), so no single owner can be named; each unit's titleholder sits on its own SNR folio. Distress: the main investor stopped paying the contractor; a recovery firm took over in Q4 2024 and by early 2026 reported 30% of the work outstanding; 'A total of 133 billion COP $ in debt has been registered'. Location per Spanish Wikipedia.

Office Patrimonio Autónomo Estrategias Inmobiliarias (Pei), as a joint operation
Pei's portfolio page lists 'Atrio, Calle 28 # 13a-75, Bogotá D.C., 45,633 m²' among its corporate assets, and Pei Asset Management gives its own address as 'Calle 28 #13a-75 Piso 34 – Torre Atrio'. The Q2 2026 financial statements carry Atrio under 'Inmuebles Operación Conjunta del Patrimonio' at COP 284,472,740 thousand (about COP 284.5 billion) at 30 Jun 2026 (last appraisal 22 Dec 2025), so Pei co-owns it with partners it does not name there; its percentage is not stated in the pages read. The planned south tower is not covered by these documents.

Pei's results release (10 Aug 2026) gives the price, COP 459,000 million, and says COP 306,806 million went to prepay debt.

The ANI's 2021 airports balance states Colombia has '74 [aeropuertos] de propiedad de Aerocivil', of which 16 are concessioned, and lists 'El Dorado (2007 – 20 años+compensación)'; OPAIN is named as the concessionaire, with a remuneration share of 53.84% of regulated revenue against the State's. The same document gives 224,260 m² of terminal, about 24,000 m² of commercial areas and COP 2.5 trillion (2018 pesos) of accumulated investment. The concession is a right to operate, not ownership; OPAIN's own shareholders (Odinsa / Macquarie platform, per search results) could not be read from a filing.

The core land

The most valuable ground in the city, and what the public record says about it.

Bogotá's cadastre values every one of its almost three million predios, but publishes the total, not the owners: UAECD's 2026 census put the city at COP 945 trillion. The single-building values that are public come from listed trusts' financial statements, which must mark each asset to an independent appraisal.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Most of Bogotá's large landholders are public. The District itself, through DADEP's inventory, holds tens of thousands of lots and buildings — parks, cession zones, fiscal property — and its companies hold the infrastructure land: Empresa Metro de Bogotá bought some 1,400 lots for Line 1, and RenoBo assembles renewal land in the centre. The Nation holds the airport through Aerocivil, Congress's Capitol, and the 121-hectare Ciudad Universitaria. The private side is concentrated in trust vehicles such as Pei. No register-based ranking of landholders exists: the SNR answers one folio at a time and Catastro publishes no owners.

DADEP's statutory function is 'la administración de los bienes inmuebles, y la conformación del inventario general del patrimonio inmobiliario Distrital'. Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Colombia publishes no official builder league table for Bogotá. Sales rankings circulate in the business press (La República, Portafolio, Valora Analitik), but those sites' terms or robots.txt forbid automated reading, so the figures below are the builders' own, mostly national and cumulative, and labelled as such. New housing in Bogotá is dominated by large private constructoras selling off-plan through fiducia trusts, with a heavy weight of subsidised social housing (VIS/VIP); the district's own developer, RenoBo, works on renewal land rather than volume housing.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Bogotá's institutional landlords hold property through fiducia trusts (patrimonios autónomos) and private-equity funds rather than in their own names, so the trust or fund is the owner of record. Pei, a listed trust with more than 11,300 investors, is the largest; it is buying Terranum's whole portfolio (contract 9 Jul 2026, investor approval Sep 2026) and in 2026 sold 51% of Plaza Central to Cencosud's Cenco Malls. Pactia, a private-equity fund in which Conconcreto holds 37.18%, is the other large vehicle. Figures are national unless stated.
