Belize City, Belize

In Belize anyone may buy an official search of the land register, one parcel at a time, but nothing is published in bulk; Belize City's biggest property facts — the Government's US$83.37 million buy-back of the port and 600 acres in 2023 — come from Government releases, not the register.

Can you find out who owns it?

Belize keeps a parcel-based title register under the Registered Land Act (Chapter 194), run by the Land Registry, a Government department under the Ministry of Natural Resources. Section 38 of the Act says that any person, on application in the prescribed form and on paying the prescribed fee, may inspect any register, obtain a certified copy, or require an official search, and the Registrar must then issue a certificate setting out the subsisting entries for that parcel. So title is public, but only one parcel at a time, for a fee, and only if you know the parcel; there is no free online owner search or bulk owner file.

Port of Belize (commercial port, Port Loyola)
Port Loyola, Belize City
Industrial Government of Belize
The Government's release of 7 Dec 2023 says the Bill 'will restore public ownership of the Commercial Port in Belize City', purchasing 'the Port, along with 600 acres of adjoining lands, for the much-reduced price of US$83.37 million', 'free of any and all existing debts and liens'. The Prime Minister's budget of 10 Mar 2026 confirms 'the decisive repurchase of the Port by Government in December 2023' and a planned US$450 million upgrade at Port Loyola. The cargo operation had been divested in 2002 to Port of Belize Ltd. under a 30-year licence (Wikipedia, s12); News 5 (s5b) reported the company had been in receivership since January 2012.
Government US$83.37 million (port and 600 acres of adjoining land)
2023-12
Price authorised by the Port Acquisition & Settlement Deeds Bill 2023; a further US$15.3M settled judgment awards (US$98.67M in all); US$45M up front, balance in Treasury notes over five years.

Radisson Fort George Hotel & Marina
Marine Parade, Fort George, Belize City
Hotel Belize Hotels Ltd.
The Government of Belize's release of 7 Dec 2023 on the port settlement states: 'Belize Hotels Ltd., owner of the Radisson Fort George Hotel in Belize City, will build a new, first-class conference facility as part of their ongoing $57-million reconstruction project', and that the Ministry of Investment would approve the company's fiscal incentive, which Cabinet had placed on hold. The release does not state the currency of the $57 million (Government releases normally quote Belize dollars) or the company's shareholders; it places the hotel company inside the same private settlement as the port sellers. No purchase price is published.

Karl Heusner Memorial Hospital
Princess Margaret Drive, Belize City
Institutional Government of Belize (public hospital)
English Wikipedia: the main public hospital in Belize City and the national referral hospital, on Princess Margaret Drive next to the offices of the Social Security Board; 'It is publicly owned and operated'. The new hospital opened on 18 Sep 1995 at a construction cost of 'roughly BZ$ 45 million'; the Bliss School of Nursing, Central Medical Lab and Government Eye Clinic are on its grounds. The 2026 budget speech names it as the system's main hospital. Tier B because the source says 'publicly owned' without naming whether title sits with the Government or a statutory hospital authority.

Fort Street Tourism Village (cruise tender terminal)
Fort Street, Fort George, Belize City
Retail Not established
a paid title search would answer it
The duty-free terminal where tendered cruise passengers land. News 5 reported in October 2013 that 'for some time now, there has been a change in ownership' bringing new contracts for tenants, without naming the new owner. Search results attribute the original 2000 development to a local private group and a later owner to a cruise-line/retail partnership, but no official record or filing naming the current owner was opened, so ownership is not established; the Land Registry would answer it for a fee, one parcel at a time.

Civic Not established
the register is open, but this building was not matched
English Wikipedia: the in-city airstrip for flights to the cayes (IATA TZA), formerly Belize City Municipal Airport; Maya Island Air's head office is on the airport and Tropic Air has a terminal. An upgrade begun in 2012 (runway extension, access road, taxiway, lighting) was completed in November 2016 'at a total cost of BZ$17 million'. Neither the article nor any official page opened states who holds title to the airfield, so the owner is left blank.

Government House (House of Culture)
Regent Street, Belize City
Civic Not established
the register is open, but this building was not matched
English Wikipedia: erected in 1814 as the residence of the governor of British Honduras and later the governor general; after government moved to Belmopan following Hurricane Hattie (1961) it became a venue and guest house and then a historical museum, the House of Culture. The governor general's residence moved to Belize House in Belmopan in 1984. It is a former official residence and is run as a public museum, but no source opened states the title holder, so the owner is left blank rather than assumed.

Institutional Not established
the register is open, but this building was not matched
English Wikipedia: the Cathedral Church of St. John the Baptist, built 1812–1820 from ships' ballast bricks, 'the oldest Anglican Church in Central America', the seat of the Bishop of Belize and the mother church of the Anglican Diocese of Belize; Yarborough Cemetery is attached. The source describes the diocese's use, not the title, so the owner is left blank.

Institutional Not established
the register is open, but this building was not matched
English Wikipedia: the Roman Catholic cathedral and mother church of the Diocese of Belize City-Belmopan, a brick structure dating from 1858 that became a cathedral in 1894; the bishop's offices remain there. The source describes the diocese's use, not the title, so the owner is left blank.

Belize City
Civic Not established
the register is open, but this building was not matched
English Wikipedia: the multi-use national stadium, capacity 7,500, established in the 1960s; 'In 2009 the country announced plans to spend $14 million to refurbish the facility', and in 2021 Great Belize Television reported it 'in a state of disrepair'. A public refurbishment budget is not a statement of title, so the owner is left blank.

Central Bank of Belize headquarters
Gabourel Lane, Belize City
Office Central Bank of Belize
The Bank's audited 2024 financial statements give its registered office as 'Gabourel Lane, Belize City' and carry 'Property' (land is stated at cost, buildings at cost less depreciation) of BZ$36,595,746 at cost and BZ$27,480,385 net book value at 31 Dec 2024 (BZ$27,250,299 a year earlier), with BZ$1.11M of property additions in 2024. Tier B: the note does not itemise which buildings make up 'Property', so that the Gabourel Lane headquarters is among them is the obvious reading rather than a stated line. The Bank was created by the Central Bank of Belize Act 1982.

Belize City
Civic Government of Belize
The Ministry of Infrastructure Development and Housing's Annual Technical Report 2024-2025 says Belize Infrastructure Limited (BIL) was established 'to assist the Ministry of Works with expediting the procurement and implementation phases of government buildings', among them 'the new Belize City Centre and the new Ministry of Finance building in Belize City', and that BIL's two staff now coordinate 'basic maintenance activities in respect to the Belize City Centre and new Ministry of Finance (Eleanor Hall) building'. No cost or floor area is given in the report.

The core land

The most valuable ground in the city, and what the public record says about it.

No assessed values for Belize City are published. The Belize City Council values every property in the city for its own property tax under the Towns Property Tax law (Chapter 65) through its Valuation Department, whose referencers record each lot's street, house and lot number, owner, construction and rent — but the resulting Valuation Roll is not online, and the only roll-derived document the Council posts is a court summons list of arrears that names individual owners, which this record does not reproduce. The figures below are what the public record does give.

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Belize City's largest identifiable holder is the Government of Belize. In December 2023 it bought back the commercial port at Port Loyola together with 600 adjoining acres, and it owns the new civic buildings (Belize City Centre, the Ministry of Finance's Eleanor Hall) and, through its statutory bodies, the central bank and the public hospital. National land is administered by the Lands Department, which still sells Crown land (BZ$4.4M of capital revenue budgeted for 2026/27) and assesses land tax. Inside the city, property is valued for tax by the Belize City Council's own Valuation Department under the Towns Property Tax law, Chapter 65 — but the roll is not published. No register-based ranking of landholders exists: the Land Registry answers one parcel at a time, for a fee. Church holdings (the Anglican and Catholic cathedrals) and private holdings could not be quantified from any source opened.

The Ministry of Infrastructure's 2024-25 report also identifies the Belize City Centre and the Ministry of Finance (Eleanor Hall) building as government buildings.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Belize publishes no builder league table, and no private developer's volumes in Belize City could be established from an official source or a filing. The one quantified house-builder is the State: the Ministry of Infrastructure Development and Housing's Low-Income Housing project, begun June 2021 and run by its Housing Execution Unit, builds homes for single parents and first-time owners and delivers them at a nominal repayment price of BZ$12,000 over 10 years (BZ$25 a week). Figures are for Belize District, which contains Belize City; the report does not break them down further.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Belize City has no listed property company or REIT and no published commercial-landlord ranking. The commercial holders that public documents identify are few: Belize Hotels Ltd. (the Radisson Fort George, named owner in a Government release), the Social Security Board's commercial property portfolio, and the cruise-port developers whose projects have ended in State action — the Port of Belize bought back by the Government in 2023, and Stake Bank Enterprises in receivership since March 2024. No floor-area figures were published by any of them.

Looked for and not found

Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • The Land Registry's search fee: the Registered Land Act fixes it by regulation ('the prescribed fee'), and search results show the Ministry's own pages referring applicants to a 'Land Registry Fees Schedule', but naturalresources.gov.bz refused every connection, so no amount is recorded.
  • Current owner of the Fort Street Tourism Village: search results attribute the 2000 development to a local private group and a later change of hands to a cruise-line/duty-free retail partnership; News 5 (Oct 2013) confirms only 'a change in ownership'. Amandala, which carries the later claim, was not opened (robots.txt disallows ClaudeBot and anthropic-ai and sets ai-train=no).
  • Philip S. W. Goldson International Airport is the country's main airport but lies in Ladyville, about 30 minutes' drive from the city centre (Wikipedia), outside Belize City; its owner/operator was not established and it is not counted here.
  • Title holders of the House of Culture, the Marion Jones Sports Complex, the municipal airstrip and the two cathedrals — all plausibly public or church property, but no source opened states the title.
  • Private landlords and developers in Belize City: no filing, register extract or official page naming them with figures was found within the search budget.
