Minsk, Belarus

Belarus sells a BYN 9 extract from its single national title register to anyone. The extract names a company owner but gives only the citizenship of a person. Nothing can be searched free online. Minsk's land is 99.4% State-owned, and the City is also its largest landlord, so landmark owners here come from the State's own registers and statutes and from operators' disclosures.

Can you find out who owns it?

Belarus keeps one national title register, the Unified State Register of Real Estate, Rights to It and Transactions with It (ЕГРНИ), run by the state enterprise National Cadastral Agency (Национальное кадастровое агентство, NCA). The NCA says an extract from the registration book 'выдается любому лицу' — it is issued to anyone, for one specific property, on a written or e-portal application, for 0.2 base units (BYN 9.00 at the 2026 base unit of BYN 45). What a stranger gets depends on who owns it: under the State Property Committee's Instruction No. 39 of 30 May 2025 an extract for an unconnected applicant gives only the citizenship of an individual owner, but the full name and registration number of a company owner. Nothing is searchable free online: GZK.NCA.BY tells unauthorised users only whether a record exists.

House of Government (Дом правительства) — seat of the National Assembly and the Council of Ministers
Independence Square (пл. Независимости), Minsk
Civic Republic of Belarus
Russian Wikipedia: built 1930–34, on the former Lenin Square, now Independence Square; it houses both chambers of the National Assembly and the Council of Ministers. Tier B: no register extract, statute or State-property list opened names the titleholder. The State as owner is inferred from its use as the seat of parliament and government. Belarus's register of State property (ERI2) can be viewed only by authorised users (s8).

Minsk National Airport (Национальный аэропорт Минск)
Sokol, Oktyabrsky district of Minsk (geographically in Smalyavichy district, Minsk Region)
925 ha land plot
Civic RUP Natsionalny Aeroport Minsk (republican unitary enterprise; property of the Republic of Belarus)
The airport's own site names the operator as РУП «Национальный аэропорт Минск» (УНП 600048566), under the Ministry of Transport and Communications. It has two runways, 3,641 m and 3,700 m. A republican unitary enterprise holds State property; it does not own it. Russian Wikipedia cites Presidential Decree No. 675 of 13 Dec 2000: the enterprise's 925-hectare land plot was brought inside the city limits, so the airport counts as part of Minsk's Oktyabrsky district. The 2013–14 terminal rebuild cost BYR 720 billion in pre-2016 roubles. Tier B: the boundary and land figures are from Wikipedia, because pravo.by redirected the decree URL.

Civic Belarusian Railway (Белорусская железная дорога) — State association
Russian Wikipedia: the station belongs to the Belarusian Railway's Minsk division. The new station building opened on 30 Dec 2000, with a stated area of 20,830 m² and capacity for over 7,000 passengers. A 13-storey tower and waiting hall were finished by 1990. Tier B: rw.by's robots.txt disallows its station pages, so the railway's own account was not read. Ownership is taken from the railway's role as operator and from Wikipedia.

Dinamo National Olympic Stadium (Национальный олимпийский стадион «Динамо»)
Kirova St / Gorky Park area, central Minsk
Civic Minsk City Executive Committee (Мингорисполком)
Russian Wikipedia's infobox gives the owner as 'Минский городской исполнительный комитет', capacity 22,000. The stadium opened in 1934 and was rebuilt in 2012–18 for about EUR 150 million. Historically it belonged to the Minsk regional council of the Dinamo sports society, and the City proposed making it the national Olympic stadium. Tier B: the City's own site (minsk.gov.by) returned 503, so the infobox could not be checked against a City document.

Minsk-Arena (Минск-Арена) — arena, velodrome and speed-skating hall
111 Pobediteley Ave (пр. Победителей, 111), Minsk
Civic City of Minsk (Minsk City Executive Committee)
English Wikipedia: the velodrome, opened 30 Dec 2008, is 'owned by the city of Minsk'. Russian Wikipedia gives the complex's cost as USD 350 million and its arena capacity as 15,086 seated; it opened 30 Jan 2010. Minsk-Arena's own site gives its State registration as No. 191007290, issued by the Minsk City Executive Committee on 10 Dec 2008. That shows where the operating entity was registered, not who owns it. Tier B: no City document opened.

The project site gives 340 ha, 21 residential quarters of 10–12 buildings each, completion 2027, and a business quarter for an 'International Financial and Commercial Centre'. Sales run through OOO 'Dubai Investment' (УНП 193542507), and payments go to clients' accounts with IOOO 'Dana Astra'. The National Agency of Investment and Privatization (2 Oct 2015) says Dana Astra, 'a company of the Dana Holdings group', laid the first stone. (The investment agency's statement is s18, hence B.) Who holds the land, and what tenure the developer has, was not established. Flats are sold to households, who are not named.

Today the mall's own site names its legal entity as OOO 'Grand Atrium' (ООО «Гранд Атриум», УНП 193620986, registered by the Minsk City Executive Committee on 1 Apr 2022). No document opened says whether Grand Atrium owns the mall or only runs it, or whether the building changed hands.

The core land

The most valuable ground in the city, and what the public record says about it.

Belarus has no public parcel-by-parcel valuation roll that could be read. The NCA's price register holds every sale since 2005, address included, but it is sold by subscription, and the NCA's analytics host refused automated requests. The core is therefore described from the State's land register and published market totals.

Land in the City of Minsk (1 Jan 2026)35.4 thousand ha, 35.2 of it State-owned
State Property Committee, Register of Land Resources at 1 Jan 2026: private ownership 0.2 thousand ha; land under buildings 16.8; common-use land 6.8; forest 6.2.
Retail space in Minsk (mid-2025)1,484.6 thousand m² of trading floor in 12,302 retail outlets
Myfin.by, 7 Aug 2025, from NAI Belarus's H1-2025 retail review: 11,265 shops plus 1,037 kiosks. The largest opening of the half-year was Avia Mall in Minsk World, 124.5 thousand m² of total area on four levels, opened in April 2025 with a Green hypermarket as anchor.
State-owned buildings, all Belarus (1 Jan 2021)121.11 million m², of which 4.18 million m² leased
GKI analysis of State property use: 45.24 million m² republican, 75.87 million m² communal; the City of Minsk's communal stock is 10.22 million m².

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Almost all of Minsk belongs to the State. The Land Code says any land not privately owned by citizens or non-State Belarusian companies, or owned by foreign states, 'находятся в собственности государства'. Citizens can own plots only for a house, a semi-detached flat, gardening or a dacha. Companies can own land only after an auction or where the Code allows. The State Property Committee's Register of Land Resources for 1 January 2026 gives Minsk 35.4 thousand ha. Of this, 35.2 thousand ha is State-owned and 0.2 thousand ha private. State land reaches its users through permanent use (19.2), lease (1.8), temporary use (1.5) and lifetime inheritable possession (1.1). The register counts land by category of user, not by named holder. Below, only the State enterprises that are named come from separate sources.

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Minsk's housing is built mostly in large-panel blocks by State-controlled builders, and by a few foreign-backed private developers on very large redevelopment sites. Flats are sold to households, who are never named. The land under the blocks stays State property. Output is planned centrally: the 2025 plan for the city was 710 thousand m², up from 662.5 thousand m² the year before. Belstat's city office (minsk-city.belstat.gov.by), which publishes completions, refused automated requests. No league table of builders exists, so the figures below are each builder's own.

NameTypeHousing (m², as stated)
All builders — City of Minsk (plan)
Ekonomicheskaya Gazeta (neg.by, 26 Feb 2025): the plan excludes the satellite towns. Within it, social housing is only 1.7 thousand m² and rental housing 44 thousand m², 39 thousand of which is for military personnel. Minsk Region outbuilds the city, at 1.325 million m². These are plan figures, not completions.

OAO MAPID (ОАО «МАПИД»)
MAPID's own site calls it the largest construction company in Belarus, a large-panel builder that has built 'более 27 млн кв. метров жилья'; elsewhere the site says 'более 25 млн'. Its disclosure at 1 Jan 2026 gives the State's share of charter capital as 92.3556%, with 8,559 shareholders and 2024 dividends of BYN 2.768 million. Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

In Minsk the State is the biggest landlord as well as the biggest landowner. The State Property Committee's analysis for 1 January 2021 puts the City of Minsk's communal property at 10.22 million m² of buildings and premises. Of this, 0.99 million m² was let, more than a third of all leased communal property in Belarus. Private malls and offices are held by named operating companies, but none of them publishes its floor area, and no ranking of commercial landlords by floor area is published. The private holders below are named from their own sites. A site operator is not thereby the owner, so their figures are what each states, not holdings.

City of Minsk — communal property (коммунальная собственность г. Минска)
GKI, 'Анализ использования государственного имущества на 1 января 2021 г.': the City of Minsk accounts for 13.5% of all communal real estate in Belarus. The document prints the area as '10,22 кв.м', a dropped 'млн.' — the other lines in the list are in millions of m². The City's 0.99 million m² leased is 36.7% of all leased communal property, the largest of any administrative unit. No later edition could be opened: the 2024–2026 file names redirect.

Same GKI analysis: the Directorate holds 6.3% of real estate owned by the Republic. It lets 37.8% of all leased republican property and is the main lender of State premises for free use (0.29 million m²). These are national figures; the share in Minsk is not stated.
Government 2.84 million m² nationally; largest lessor of republican property, 0.56 million m² leased (1 Jan 2021)A
Dana Holdings group (IOOO Dana Astra, IOOO Zomex Investment, SOOO Belinte-Roba)
The National Agency of Investment and Privatization (12 Mar 2015) describes the Swiss-registered group as 'one of the country's largest real estate developers'. In Belarus it works through those three divisions, building Minsk Lighthouse (Mayak Minska), Minsk Mir and other complexes. Its Dana Mall (97,000 m²) now names OOO Grand Atrium as its legal entity. Looked for and not found

Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • The titleholder of every marquee building. Belarus's register would name a company owner on a BYN 9.00 extract, but buying extracts is outside this research. The State-owned entries are inferred from use and from Wikipedia (tier B).
  • Galleria Minsk and Dana Mall: whether SOOO Galereya Kontsept and OOO Grand Atrium own their malls or only run them, and whether Dana Mall changed hands when Grand Atrium was registered on 1 Apr 2022.
  • Minsk World / Avia Mall: who holds the 340-ha former Minsk-1 airport land, on what tenure, and who owns Avia Mall (124.5 thousand m², opened April 2025). A May 2022 EU Council working document (LIMITE) calls Dana Astra a 'former subsidiary' of Dana Holdings; the current shareholder of Dana Astra was not established. Dana Holdings and Dana Astra are under UK and EU Belarus sanctions per third-party listings; the official listings were not opened.
  • Minsk's actual 2025 housing completions and builder-by-builder figures: Belstat refused requests, and Minskstroy's site was down.
  • The tallest towers (for example in Mayak Minska and Minsk World), the flagship hotels (Europe, Beijing, Renaissance) and the National Library (a State institution at 116 Independence Ave, 23 floors, 73.6 m) were not given owner entries: no owner document opened.
  • The City of Minsk's current communal stock: the GKI figures are at 1 Jan 2021, because later editions redirect.
