Vienna, Austria

Vienna's land register is open to anyone for EUR 4.89 an extract, yet its defining owner is the city itself: Wiener Wohnen's 220,000 council flats house a quarter of the population, beside the federal estate, the railway and a CPI-controlled listed sector.

Can you find out who owns it?

Austria's land register (Grundbuch) is public: the Justice Ministry's own guidance says anyone may inspect it, both the main book and the deed collection. An extract of a property's full entry (A sheet for the land, B sheet for the owners and their shares, C sheet for mortgages and other burdens) costs EUR 4.89 online through JustizOnline or one of ten authorised clearing points, or EUR 19 printed at any district court. What is not open is the search by name: the owner index (Personenverzeichnis) needs a stated legal interest, so you must know the address or plot to find who owns it.

Is ownership public?Public, but one paid search at a time
Cost of one title searchEUR 4.89 per full current extract (Vollabfrage einer Einlagezahl) online, plus the clearing point's own charges; EUR 2.60 for one sheet; EUR 19 printed at a district court

The marquee buildings

The towers that set the tone of the core, and who holds them. A price is the price a document states, on the date it states — not an estimate of what the building is worth now.

Hofburg (Imperial Palace Vienna)
Michaelerkuppel / Heldenplatz, 1010 Vienna
Civic Republic of Austria (administered by Burghauptmannschaft Österreich)
Burghauptmannschaft Österreich, an office under the Federal Ministry for Economy, Energy and Tourism, says a 2000 amendment transferred to it the buildings counted as Austria's cultural heritage, 'darunter ... die Hofburg Wien, das Bundeskanzleramt und das Schloss Belvedere', 105 properties in all. Its 'at a glimpse' page (s28) says the palace serves sovereign purposes (seat of the Federal President) and museums; tenants include the President's office, Federal Chancellery, foreign ministry, OSCE, Albertina, Imperial Treasury and the National Library. Tier B: tenant list from s28.

Schönbrunn Palace and Gardens (Schloss Schönbrunn)
Schönbrunner Schloßstraße 47, 1130 Vienna
Civic Republic of Austria (represented by Burghauptmannschaft Österreich)
Burghauptmannschaft's property page: 'Burghauptmannschaft Österreich (Verwaltungsabteilung) only represents the Federal Republic as the owner of the building, yet, does not have any other obligations', and refers readers to the occupant and management body, Schloß Schönbrunn Kultur- und Betriebsgesellschaft m.b.H., and to Österreichische Bundesgärten for the park. So the Republic owns it; the Schönbrunn company runs it.

DC Tower 1
Donau-City-Straße 7, 1220 Vienna (Donau City)
75,000 m2 leaseable · 60 floors
Mixed use Deka Immobilien Investment GmbH (Deka funds)
Deka Immobilien news item 'DC Tower in Vienna fully leased': at 250 m 'Austria's tallest office building', it 'opened in February 2014 and has been owned by Deka Immobilien Investment GmbH since 2017'; 75,000 sqm leaseable on 60 floors, about 60% offices, 31 tenants including a five-star hotel. No price stated. Deka Immobilien is the property arm of DekaBank, the German savings banks' asset manager. The fund split and seller come only from search snippets of a law-firm release that now 404s (see unverified).

Millennium Tower
Handelskai 94-96, 1200 Vienna
about 40,000 m2 commercial rental space; plot 2,767 m2 · 50 floors
Mixed use Art-Invest Real Estate special fund for Rheinische Versorgungskassen
Wolf Theiss release, Vienna, 23 Nov 2017: German investor Art-Invest acquired the 'landmark property Millennium Tower'; 'The purchase took place for a special fund which Art-Invest established on behalf of the pension fund Rheinische Versorgungskassen.' 50 storeys, 202 m, about 40,000 m2 of commercial rental space. Art-Invest's own project page (s10): Handelskai 94-96, plot 2,767 m2, 497 parking spaces, office/retail/hotel, 'Acquired in: Q4 2017', its entry into the Austrian market. No price stated in either. The adjoining Millennium City mall is not covered by these pages.

Vienna International Centre (UNO City)
Wagramer Straße 5, 1220 Vienna
180,000 m2 complex; about 4,500 offices, 19 conference rooms
Institutional Republic of Austria (lessor; leased to the UN and IAEA)
UNOV history page: Austria offered in 1966 to build the centre; construction began in 1972 under the IAKW; 'The costs of constructing the VIC were shared by the Government of Austria (65 per cent) and the city of Vienna (35 per cent).' Inaugurated 23 Aug 1979. 'The Government of Austria handed over the VIC complex to the United Nations and IAEA for the symbolic rental sum of one Austrian schilling (equivalent to 0.07 euro today) a year for 99 years.' Extraterritorial; the organisations bear running costs. The IAKW's own site did not answer.
Government ATS ATS 1 per year (EUR 0.07) rent, 99-year term
1979-09
A lease, not a sale: symbolic annual rent stated by UNOV; agreements signed 28 Sept 1979.

Wien Hauptbahnhof (Vienna Main Station) and the Sonnwendviertel / Quartier Belvedere development
Am Hauptbahnhof, 1100 Vienna
590,000 m2 development area; about 1.1M m2 gross floor area in total
Mixed use ÖBB-Infrastruktur AG (station; land managed by ÖBB-Immobilienmanagement GmbH)
ÖBB-Immobilienmanagement project page: the 590,000 m2 former freight-yard area round the new main station, 'Projektstatus: Verwertung abgeschlossen' (disposal complete); about 5,000 flats for 13,000 people, offices on about 550,000 m2 GFA for 20,000 jobs, an 8 ha park, a station mall of about 20,000 m2 with 90 shops. Its home page (s12) says it manages 'die Liegenschaften der ÖBB-Infrastruktur AG'. So the station stays with the state railway while the plots went to the builders of Quartier Belvedere and Sonnwendviertel, not named here. Tier B: owner link from s12.

Vienna International Airport (Flughafen Wien-Schwechat)
1300 Schwechat, Lower Austria (outside the city boundary; Vienna's airport)
Civic Flughafen Wien AG (listed on the Vienna Stock Exchange)
City of Vienna and Province of Lower Austria 20% plus 4 shares each (syndicated); Airports Group Europe S.à r.l. (IFM) the largest shareholder
Lower Austrian Landtag motion Ltg.-330/XX-2024 (20 Feb 2024): Vienna and Lower Austria each hold '20% plus je 4 Aktien'; Airport Group Europe S.à r.l., behind which stands an IFM fund, reached 39.8% through free-float purchases in 2015-16 and is 'der größte Aktionär'. Quoting the Constitutional Court (KR 1/2018-30, 11 Dec 2018): the board's capital side has two members each from Vienna, Lower Austria and Airports Group Europe, one from the employee foundation and three from free float. IFM's current percentage is not stated; the airport's site forbids bots.

Austria Campus
Am Tabor / Rothschildplatz, 1020 Vienna (Nordbahnhof)
Office Not established
the source would not open
The office campus built as UniCredit Bank Austria's headquarters on the former Nordbahnhof site was sold off in parts during development. Search results point to a forward sale of three of six building parts to PGIM Real Estate in October 2017, building 1 to the Vienna Chamber of Commerce (Wirtschaftskammer Wien) at the end of 2017, and building part 3 later to a special fund of the Bayerische Versorgungskammer, but every page carrying those claims was either a news site whose robots.txt bars AI agents (wien.orf.at, derstandard.at) or not found on the buyers' own sites within budget. Owners are therefore left blank; the Grundbuch would answer for EUR 4.89 per Einlagezahl.

Gasometers A-D (Gasometer City)
Guglgasse, 1110 Vienna (Simmering)
Mixed use Not established
a paid title search would answer it
Four former gas-holder towers, heritage-listed in 1981 and converted around 2001 into flats, offices, a student hall, an event hall and a mall. Each tower is a separate property with different developers and, inside, condominium units, so there is no single owner; no annual report, municipal page or sale announcement naming the owner of any tower was found. Individually owned flats stay blank under this section's rules; the commercial parts could be read from the Grundbuch per Einlagezahl at EUR 4.89.

Vienna Twin Towers
Wienerbergstraße, 1100 Vienna
about 66,000 m2 gross lettable area
Office S IMMO AG (100% owned by CPI Europe AG, formerly IMMOFINANZ)
S IMMO ad hoc notice, 11 July 2023: S IMMO AG 'concluded the purchase of the Twin Towers on Wienerbergstrasse in Vienna from IMMOFINANZ AG'; about 66,000 m2 GLA, 'recently valued at EUR 194m', rental income EUR 12.6m a year; a related-party deal under s.95a(2) AktG. The valuation is not stated as the price, so no acquired price is recorded. CPI Europe's about-us page (s22): 'CPI Europe owns 100% of the shares in S IMMO'. So the towers moved between two companies of the same CPI Property Group.

The core land

The most valuable ground in the city, and what the public record says about it.

Vienna has no published assessed-value roll: the tax values (Einheitswerte) are not public, and land prices come from the Grundbuch's deed collection one contract at a time. What the city does publish is who owns its buildings, by class of owner and district, from the 2021 register census. It shows the centre is the one district where companies rival private persons, while the council and co-operative estates dominate the outer districts.

Buildings in Vienna by owner, 2021175,760: private persons 118,569; public bodies 25,547; limited-profit housing associations 19,950; other legal persons 11,694
Stadt Wien table 2.1.2 (Statistik Austria Registerzählung 2021). Buildings counted, not flats: a council block and a villa each count once.
Innere Stadt (1st district) buildings by owner, 20211,583: private persons 669; other legal persons 581; public bodies 324; housing associations 9
Same table. Companies own 37% of the old town's buildings, against 7% city-wide.
Donaustadt (22nd) buildings owned by housing associations, 20216,952 (up from 5,807 in 2011)
Same table: the largest co-operative holding of any district, where most of the city's new subsidised housing is built.
Council flatsabout 220,000, home to about 500,000 people (a quarter of the population)
Wiener Wohnen, Über uns, 2026.
3

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Vienna's largest landlord is the city itself. Wiener Wohnen, a municipal enterprise, manages about 220,000 council flats housing about a quarter of the population, and the limited-profit housing associations (gemeinnützige Bauvereinigungen) own another large slice: in the 2021 register census they held 19,950 of Vienna's 175,760 buildings against 25,547 held by public bodies. The federal state holds its heritage palaces through Burghauptmannschaft Österreich and its schools, universities, courts and offices through Bundesimmobiliengesellschaft (BIG) and BIG's subsidiary ARE; the railway holds its stations and remaining yards. Private persons own most buildings by count (118,569) but these are mostly houses; the city's centre is split almost evenly between private persons and companies.

ÖBB (Austrian Federal Railways) — ÖBB-Infrastruktur AG, managed by ÖBB-Immobilienmanagement GmbH
ÖBB-Immobilienmanagement 'in Zahlen (per 31.12.2025)': 'rund 190,8 Mio. m² Gesamtgrundfläche', 21,914 Liegenschaften, 3,482 buildings, 1,056 passenger stations, about EUR 39.1M of property sales and about EUR 112.2M of rent and lease income from the market in 2025. These are national figures, not Vienna's. In Vienna the railway's disposals created whole districts: the 590,000 m2 Hauptbahnhof area (disposal complete) and the Nordwestbahnhof site still under development.
Government about 190.8 million m2 of land; 21,914 properties; 3,482 buildings (Austria-wide, 31 Dec 2025)A
City of Vienna — Wiener Wohnen (Unternehmung Stadt Wien – Wiener Wohnen)
About 500,000 people live in council housing, 'ein Viertel der Wiener Bevölkerung'; more than EUR 1 billion has been spent since 2008 renovating council blocks with almost 40,000 flats.
Government about 220,000 council flats, 5,129 commercial units, over 47,000 garage and parking spacesA
WISEG (majority owned by the City of Vienna; Wiener Wohnen is limited partner)
So the city's old private-built tenement houses sit in a separate company from the council estates.

Republic of Austria — Bundesimmobiliengesellschaft (BIG) and subsidiary ARE Austrian Real Estate
BIG 'Über uns': 'Unser Portfolio umfasst rund 2.000 Liegenschaften und Grundstücke mit einem Fair Value von knapp 18 Milliarden Euro', mainly schools, universities and special properties, also offices and housing; largest tenants are the education ministry, the universities and the interior and justice ministries. Portfolio page (s18): over 400 school and over 200 university properties, about 2.3M m2 for the 22 universities; about 800 special properties (prisons, courts); about 590 office and residential properties in ARE. National figures; BIG owns most university buildings in Vienna, the universities being tenants.
Government about 2,000 properties, fair value almost EUR 18 billion (Austria-wide)A
Republic of Austria — Burghauptmannschaft Österreich (heritage estate)
Burghauptmannschaft: buildings counted as Austria's cultural and historical heritage were transferred to it by a 2000 amendment, including the Hofburg, the Federal Chancellery, Belvedere Palace, the government building on Stubenring and several palaces in Vienna — 105 properties in all. It represents the Republic as owner of Schönbrunn.
Government 105 properties (in and outside Austria)A
SOZIALBAU group (SOZIALBAU AG and its limited-profit housing group)
SOZIALBAU's Kennzahlen for 2025: balance-sheet total EUR 3.4 billion, equity ratio 52%, turnover EUR 414 million, 'Verwaltete Wohnungen: 55.776', 'Wohnungen in Bau: 1.259', construction investment EUR 97 million. 'Managed' includes homes the group administers for others, so this is not a pure ownership count. The group is a limited-profit housing association under the WGG.
Institution 55,776 managed flats; 1,259 under construction (2025)A

Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Vienna builds most of its new housing through subsidy, not the open market. The city builds council flats again through Wiener Wohnen's Gemeindebau NEU programme, while limited-profit housing associations (gemeinnützige Bauvereinigungen), governed by the WGG with capped rents and profits, build most subsidised rental flats. Commercial developers and listed landlords build free-market and condominium flats. No official league table of builders exists; figures here are the builders' own.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Vienna's office stock is held by Austrian listed companies, now mostly controlled from Prague, German open-ended and pension funds, and the federal property group. The listed field has consolidated: CPI Property Group controls CPI Europe (formerly IMMOFINANZ), which owns all of S IMMO, and both trade buildings between themselves. Figures are group-wide unless stated; none of these companies publishes a Vienna-only floor-area total on the pages opened.

Shareholder page (s23): 'CPI Property Group currently holds (directly and indirectly) 75.03% of the voting rights'. Both companies are headquartered in Vienna; the figure covers all their markets, not Vienna alone. Vienna holdings include the Twin Towers (see marquee).

Closing was then expected in Q3 2017 subject to competition clearance; whether Deka still holds them was not checked.

CA Immobilien Anlagen AG (CA Immo)
CA Immo is headquartered at Mechelgasse 1, Vienna, and listed in Vienna since 1988, but its portfolio page now lists a single Vienna building ('Silbermöwe, AT | Vienna, Office, 17,500 m2, Completed') among mostly Berlin, Munich, Frankfurt and Warsaw assets; it says Berlin is 'by far CA Immo's largest and most important single market'. A Vienna-based landlord that now owns little of Vienna.

Claims this page would have made if a source could be opened. They are left out rather than guessed.

  • DC Tower 1: seller (a UniCredit Bank Austria AG subsidiary), closing 6 July 2017, price undisclosed, and the 60% Deka-ImmobilienGlobal / 40% Deka-ImmobilienEuropa allocation appear only in search snippets of a Schoenherr release whose URL now returns 404 on schoenherr.eu; not cited.

  • Flughafen Wien AG: IFM's current stake after its 2022 partial offer (search results say over 40%; the Landtag document gives 39.8% for 2015-16) — the airport's own site forbids automated access.
  • Limited-profit housing associations' total Vienna stock (GBV federation statistics) — the federation's site would not render to scripts; only SOZIALBAU's own figure is recorded.
  • University of Vienna, the Catholic Archdiocese of Vienna and Wiener Stadtwerke as landowners: no page stating a holdings figure was found within budget (BIG's portfolio page says BIG owns over 200 university properties nationally, so most University of Vienna buildings are BIG's, not the university's). Wiener Stadtwerke's site lists no property figures.

  • Quartier Belvedere: which developer or investor holds each plot sold by ÖBB is not established.
