Buenos Aires, Argentina

Buenos Aires sells its land register one property at a time: anyone may buy an Informe N° 1 naming the titleholder of a flat or building for ARS 6,000 online, but only with its matrícula, and the City's open parcel map carries no owners.

Can you find out who owns it?

Title in the City of Buenos Aires is recorded by the Registro de la Propiedad Inmueble de la Capital Federal (RPI), a national registry under the Ministry of Justice. Its web service is open to the 'público en general': an Informe N° 1 (Dominio y Gravámenes) gives the inscribed titleholder and any mortgages, usufructs or embargoes, for 20 modules (ARS 6,000 from 3 Aug 2026), but you must first know the property's matrícula — an Informe N° 4 (also ARS 6,000) finds it from the street address. There is no bulk owner file; the City's cadastre publishes every parcel's polygon openly (CC BY 2.5 AR) without any owner. Sales are published only as aggregates — monthly counts of notarial deeds and average asking prices per m² by neighbourhood (IVC on BA Data) — never per property.

Land Gobierno de la Ciudad Autónoma de Buenos Aires (dominio público)
Not sold. The City's joint Resolution 43/MJGGC/25 (19 Dec 2025) describes Costa Salguero as 'espacios pertenecientes al dominio público de la Ciudad' and awards a 10-year public-works concession for design, building and commercial use to the UT Publirevistas S.A.U. – Arte Gráfico Editorial Argentino S.A. at an initial canon of ARS 240,000,000 a month (base ARS 120M); La Rural S.A. bid ARS 310,114,014 but lost on scoring and its challenge was rejected. A 2020 plan to sell the land was halted by a court order; the prompt's 'City sale' could not be confirmed.

Teatro Colón
Cerrito 628, San Nicolás, City of Buenos Aires
Civic Gobierno de la Ciudad Autónoma de Buenos Aires — Ente Autárquico Teatro Colón
City Law 2.855 (2008) creates the Ente Autárquico Teatro Colón within the City's Ministry of Culture, charges it to 'preservar y custodiar el patrimonio arquitectónico' of the theatre, and by its first transitional provision transfers to it 'el patrimonio, presupuesto y personal' of the former Dirección General Teatro Colón. The theatre's own history page dates the municipalisation of the Colón to the 1920s–30s and records the City's 2000 master plan for restoring the building. Tier B: the law transfers assets to the Ente but does not recite the title.
Government —B
Casa Rosada (Casa de Gobierno)
Balcarce 50, Plaza de Mayo, Monserrat, City of Buenos Aires
Civic Estado Nacional (Presidencia de la Nación)
The Presidency's own site describes the Casa Rosada as the seat of the national Executive, built on the plot that has housed Buenos Aires' successive governing authorities since the 16th-century fort; the Museo Casa Rosada occupies the subsoil galleries over almost a whole block on Paseo Colón. It does not recite a title; the State's ownership is inferred from its use as the seat of the Poder Ejecutivo Nacional, hence tier B.

Retiro Mitre railway station (and the San Martín and Belgrano terminals)
Av. Ramos Mejía 1340/1402, Retiro, City of Buenos Aires
Civic Estado Nacional — railway infrastructure administered by ADIF (Administración de Infraestructuras Ferroviarias)
The national monuments commission's page records Retiro (Ferrocarril Central Argentino, later Mitre), built 1909–15, as a Monumento Histórico Nacional (Decreto 262/1997). Law 26.352, art. 3, gives ADIF 'la administración de la infraestructura ferroviaria' and assigns railway land released from rail use to the AABE; the operator, Trenes Argentinos Operaciones, administers what ADIF assigns it. The law speaks of railway assets 'cuya titularidad ostenta el Estado Nacional'. No register extract was bought, hence tier B.

Aeroparque Jorge Newbery
Costanera Norte, Palermo, City of Buenos Aires
Civic Estado Nacional (concession to Aeropuertos Argentina 2000 S.A. to 2038)
Corporación América Airports' 20-F for 2025 says Aeroparque is Argentina's busiest airport (17.8M passengers in 2025) and is run under the AA2000 Concession Agreement, which began in 1998 and runs to 2038 after the Dec 2020 extension; AA2000 pays the State 15% of revenues, and the State may buy the concession out. CAAP indirectly owns 85% of AA2000 and the Argentine Government 15%. The filing describes a concession to operate, not ownership of the land, so the State as landowner is tier B.

a paid title search would answer it
Puerto Madero's 170 ha were transferred by the Nation to Corporación Antiguo Puerto Madero S.A., a company set up on 15 Nov 1989 by two national ministries and the City as equal partners, which then deeded the plots to private buyers; a court later held that 20,000 m² (the Colegio Nacional de Buenos Aires sports ground) belongs to the UBA. The towers are therefore owned plot by plot and, mostly, floor by floor; each title is a paid RPI search. The Corporation's own site (cpm.ar) was not read: its robots.txt sets a 03:00–12:00 UTC visit window and 3–6 requests an hour. Tier B: Wikipedia (CC BY-SA 4.0).

RAGHSA's own portfolio page: a 64,800 m² AAA office building on Dique IV with 26 floors of 1,228 m², 571 parking spaces, the first LEED-certified building in Argentina; 'Commercial status: 89% sold; 11% available for lease (1 floor)'. So it is a commercial condominium: RAGHSA S.A. (listed on BYMA) keeps about one floor, and the buyers of the other floors are not named by any source opened. Each unit's titleholder is a paid RPI Informe N° 1.

Centro Empresarial Libertador
Av. del Libertador 7208, Núñez, City of Buenos Aires

Office RAGHSA S.A.
RAGHSA's portfolio page calls Centro Empresarial Libertador its largest development, 100,000 m² in total, an AAA corporate tower 'for lease' with 26 column-free floors of 1,250–2,900 m², 27 lifts and 850 parking spaces, opened 2020, LEED Core & Shell Gold, '100% leased'. The company page calls it 'Argentina's largest AAA office complex' and says RAGHSA is listed on BYMA. That RAGHSA owns rather than merely developed it rests on 'for lease' (unlike its 'Sold' buildings, such as Edificio Plaza San Martín); no title was bought.

Land Contested: Puerto Retiro S.A. (50% IRSA); Supreme Court ordered restitution to Tandanor (Nov 2024)
IRSA 50% of Puerto Retiro S.A. (via Inversora Bolívar)
IRSA's 20-F: Puerto Retiro S.A. holds an 8.3 ha plot zoned U.P. (port use only), bought as 'Planta 1' from Tandanor after the 1991 privatisation that the Ministry of Defense later litigated. In Nov 2024 the Corte Suprema (CSJN) upheld the Ministry's and Tandanor's appeals, confirmed the confiscation (decomiso) of Planta 1 and ordered it returned to Tandanor rather than the State; a criminal court closed the leased premises. Puerto Retiro impaired 100% of the property's book value. A distressed, contested title.

The core land

The most valuable ground in the city, and what the public record says about it.

The most valuable ground is the corporate strip from Plaza San Martín and Catalinas to Puerto Madero. The City publishes no assessed values (AGIP's valuations are not an open file), so what the public record gives is prices: rents and floor sales in listed companies' filings, the City's concession canons, and the State's auction bases.

Highest premium-office rents by submarketPlaza San Martín USD 26.30/m²/month; Puerto Madero 23.90; Catalinas 23.00

Who owns the town

At this scale the significant owner is rarely a trust or a fund: it is one or two local holding companies, a family in its second or third generation, and often the land around the town rather than the buildings in it.

Public bodies hold most of Buenos Aires' landmark ground. The Nation owns the seat of government, the railway land (administered by ADIF; surplus land passes to the AABE, which auctions it), the airport (under concession) and, through the Ministry of Defense's shipyard company Tandanor, a contested 8.3 ha port plot. The City holds the Costanera riverfront as public domain and lets it by concession, and has auctioned smaller buildings to IRSA. Puerto Madero was urbanised by a Nation–City company that sold the plots on. No register-based ranking of landholders exists; the figures are each body's own.

Res. Conj. 43/MJGGC/25 lets Costa Salguero, City public-domain land on the Costanera Norte, on a 10-year concession. The City also auctions property it no longer needs: IRSA's 20-F records buying from the GCBA by public auction the Beruti / Coronel Díaz corner opposite Alto Palermo (Feb 2022, 2,387 m² plot) and Paseo Colón 245 with 12 parking spaces at Paseo Colón 275 (awarded 28 Dec 2022, c. 13,700 m², 13 storeys). Who builds the houses

New-home building in this market: the volume, and the firms behind it. Ownership of a builder matters as much as its volume — a private-equity platform and a family firm behave differently.

Argentina publishes no builder league table, and new flats in the City are mostly built by private developers who sell off-plan unit by unit, often trading land for finished square metres (canje). The figures below come from each builder's own filing or page. The City's housing institute builds for the informal settlements it is integrating; RAGHSA's luxury towers are sold out. TGLT's site forbids any use of its content, and Consultatio's robots.txt disallows all agents, so neither is counted.

Commercial landlords

The commercial side, counted separately from housing: who holds the office, retail and industrial floor area.

Two listed companies dominate the City's investment-grade commercial stock. IRSA owns six of the City's shopping centres outright or in majority and a small premium-office portfolio, which it has been selling floor by floor; its own 20-F names RAGHSA S.A. as the other leading premium-office player. Cencosud, IRSA's main mall rival, owns Unicenter in Greater Buenos Aires. Many towers in Catalinas and Puerto Madero are commercial condominiums whose floor owners are not published.
