Notes on this record

How the lists were read, and what could not be.

  • Municipal: City of Winston-Salem City Council page (https://www.cityofws.org/3499/City-Council, retrieved 2026-10-22) lists the eight ward Council Members; each member's own City page prints party and ward (e.g. "Democrat, Northeast Ward"), official @cityofws.org email and official photo. The Mayor page names "J. Allen Joines"; his party (DEM) is from the NCSBE 2024 general-election results, as the Mayor page does not print it. All nine also match the NCSBE official 2024 municipal results (results_pct_20241105, Forsyth: CITY OF WINSTON-SALEM MAYOR and COUNCIL MEMBER <ward> WARD). Denise D. Adams is Mayor Pro Tempore. Phone numbers on the City pages (one labelled "home") were not copied.
  • Winston-Salem is mayor-council-manager with PARTISAN municipal elections; City Manager and City Attorney are hired by Council, so there is no other city-wide elected office. The City Council page says "Every four years in November, voters choose the Mayor and Council Members"; the last municipal general election was 2024-11-05, so the next is November 2028. The NCSBE 2026 all-contest list for Forsyth County has no City of Winston-Salem contest (only Town of Rural Hall offices).
  • standsFor for the eight Council Members is quoted verbatim from the first-person statement on each member's own City page (several share near-identical wording, as the City prints it). Mayor and all federal/state people: standsFor null (no own statement read).
  • Congressional districts covering the city: Census geocoder (geographies/coordinates) sampled on a 0.015-degree grid over lat 35.975-36.215, lng -80.44 to -80.12; 159 points fell inside Winston-Salem city: NC-10 (132) and NC-6 (27), 120th Congress map. The Forsyth County section of the NCSBE 2026 all-contest list carries only US House districts 06 and 10, consistent with this. TIGERweb answered "Request Rejected" even to robots.txt, so no city polygon was used; the grid is coarse (~1.5 km) and slivers could be missed.
  • State legislative districts covering the city by the same grid (2026 layers): Senate 31 (40 points) and 32 (119); House 71 (44), 72 (50), 74 (19), 75 (29), 91 (17). Only City Hall's districts (SD-32, HD-72; City Hall geocoded by the Census geocoder at 36.09491, -80.24331) are recorded as people, per the brief.
  • State officeholders: Governor Josh Stein from governor.nc.gov (home page, retrieved 2026-10-22). ncleg.gov returned a Cloudflare 'Attention Required' page even for robots.txt; not bypassed. SD-32 Paul Lowe, Jr. (D) and HD-72 Amber M. Baker (D) are therefore taken from the NCSBE official 2024 general-election results and marked "unofficial": true; both are on the 2026 general list (Baker UNOPPOSED).
  • Candidates: NC State Board of Elections '2026 General Candidate List by Contest - Federal and State Only' (PDF, S3 Last-Modified 2026-10-13; header Election 11/03/2026, all counties), cross-checked with the Forsyth section of the all-contest version (pages 111-116). 'Name on Ballot' used as name; legal name kept in ballotName, party code in ballotParty. Addresses printed on the list were not copied. Write-ins and primary losers excluded.
  • U.S. Senate 2026 (open seat): Michael Whatley (REP), Roy Cooper (DEM), Shannon W. Bray (LIB), Michael Dublin (GRE). House: NC-10 Pat Harrigan (R, inc.) vs Ashley Bell (D), Steven Feldman (L); NC-6 Addison McDowell (R, inc.) vs Cyril Jefferson (D). SD-32: Paul Lowe, Jr. (D, inc.) vs Peter Antinozzi (R), Keenen Altic (G). HD-72: Amber M. Baker (D, inc.) unopposed.
  • Federal officeholders: house.gov Directory of Representatives (NC 6th McDowell, 10th Harrigan; retrieved 2026-10-22); U.S. Senators from the CC0 @unitedstates legislators-current.json (Tillis term ends 2027-01-03, Budd 2029-01-03). No federal photos linked (no official photo pages read).
  • Robots/terms: cityofws.org robots.txt allows the pages used (Crawl-delay 10 honoured; its ClaudeBot group carries only the site-wide path rules); terms page read (non-commercial copying permitted with credit; copyright reserved). ncsbe.gov, house.gov and governor.nc.gov robots.txt allow (standard Drupal). s3.amazonaws.com returns an S3 AccessDenied XML for /robots.txt (no bucket file), and the dl.ncsbe.gov files are the public NCSBE downloads linked from ncsbe.gov. geocoding.geo.census.gov has no robots.txt (404). unitedstates.github.io has no robots.txt (404); CC0. Blocked, not bypassed: ncleg.gov (Cloudflare), tigerweb.geo.census.gov (Request Rejected). No home addresses, phones or personal emails recorded. Wikipedia, Ballotpedia and news were not used.
