Notes on this record

How the lists were read, and what could not be.

  • Municipal: Mayor Bill Saffo, Mayor Pro-Tem Kevin Spears and five Councilmembers from wilmingtonnc.gov 'City Mayor & Council' (the /Government/City-Mayor-Council URL redirects to /Connect-With-Us/City-Mayor-Council), read 2026-10-31. Page: 'The City is governed by a non-partisan City Council consisting of a Mayor, Mayor Pro-Tem and five Council members ... All Council members represent the entire City, as they are not elected based on a specific district. Elections are held every two years with the Mayor serving two-year terms and Council members serving staggered four-year terms.' Official @wilmingtonnc.gov emails kept; the page also prints phone numbers (not copied). Photos linked.
  • Next City of Wilmington election: odd-year cycle (two-year mayoral terms; staggered four-year council terms) — next general November 2027 (Mayor plus part of council); inferred from the page and the absence of any City contest on the NCSBE 2026 list, not read from a 2027 calendar.
  • Candidates: NCSBE '2026 General Candidate List by Contest' (all contests, report time Oct 13, 2026 12:25 pm; Election 11/03/2026), New Hanover section. Name on Ballot used as name; legal name in ballotName. The list prints addresses — never copied. Statewide U.S. Senate rows and Senators Tillis/Budd and Governor Stein carried from the us-raleigh record (same NCSBE list; Stein from governor.nc.gov 2026-10-22; senators from CC0 legislators-current.json). Write-ins and primary losers excluded.
  • Districts: Census geocoder at City Hall: NC-7, SD-8, HD-18 (2026 layers and the 2024 layers alike). 9x9 grid over the city (53 points inside Wilmington city, 2026 layers): NC-7 53; SD-7 43, SD-8 10; HD-18 37, HD-20 16. Only city hall's seats are recorded as people. Also on the ballot for parts of the city: SD-7 Jessica Bichler (DEM) v Michael Lee (REP); HD-20 Dane Scalise (REP) v Tim Merrick (DEM); HD-19 Scott Nasiff (DEM) v Charlie Miller (REP) (HD-19 not hit by the grid).
  • Sitting state legislators: ncleg.gov answered a Cloudflare challenge in earlier runs (not retried); SD-8 Bill Rabon and HD-18 Deb Butler are therefore taken from the NCSBE official 2024 general-election precinct results file (3.7 MB, deleted after extraction) and flagged unofficial: true. Both are on the 2026 list for their seats. Rouzer from house.gov/representatives (read 2026-10-31).
  • Robots/terms: wilmingtonnc.gov robots.txt (* group only, no AI-agent group) disallows redirect/map/job paths, not the council pages. s3.amazonaws.com robots.txt answers 403 AccessDenied (bucket root); the dl.ncsbe.gov files are the public NCSBE downloads linked from ncsbe.gov. house.gov allows; geocoding.geo.census.gov no robots.txt. No home addresses, phones or personal emails recorded. standsFor null for everyone.
