Notes on this record

How the lists were read, and what could not be.

  • Candidates: Kansas Secretary of State 'Candidate List' web table (sos.ks.gov/elections/elections_upcoming_candidate.aspx, election selector '2026 General', submitted as the page's own form; read 2026-10-22). The page says the list 'is updated automatically as each candidate files'; it is the SOS's general-election list after the August 4, 2026 primary — every name recorded here matches a primary winner in the SOS '2026 Primary Election Official Vote Totals' PDF (e.g. KS-4: D-Katy Tyndell 66.11%, R-Ron Estes 80.87%; Governor: D-Holscher/Ohaebosim, R-Masterson/Klemp). Libertarian nominees appear without a primary. The table prints home/mailing addresses, phones and some personal emails — none copied; only name, office, district, party and the printed web address are used. Write-ins and primary losers excluded.
  • Recorded races: U.S. Senate (Marshall's seat; Moran's runs to 2029), U.S. House KS-4, Governor / Lt. Governor (open; recorded as the governor candidate, running mate in the note), and Kansas House District 103 (city hall). Also on the 2026 statewide ballot but not recorded as people (outside the brief's office list): Secretary of State (Day D, Proctor R, Scott E. Morgan 'United Kansas'), Attorney General (Mann D, Kobach R), State Treasurer (Luengo D, Johnson R, Lund L), Commissioner of Insurance (Sykes D, Hawkins R, Koehn L). No unopposed race among those recorded.
  • Kansas Senate: regular elections are in presidential years, so city hall's SD-29 (Oletha Faust Goudeau) is not on the 2026 ballot. The SOS 2026 General list does include Kansas Senate 24 and 25; SD-25 is a Wichita district (sitting Sen. Silas Miller, D, 'Senate 2025–Present' per the Legislature; on the list with R-Christopher Parisho). That this is an unexpired-term election is an inference from the off-year; the list does not say so. Not recorded as people because SD-25 does not contain city hall.
  • Districts: Census geocoder puts city hall (455 N Main St, 67202; Wichita city, Sedgwick County) in Congressional District 4, State Senate 29 and State House 103 (2026 layers). Census TIGERweb: the Wichita place polygon (GEOID 2079000, simplified) intersects only Congressional District 4 on both the 119th and 120th layers; it touches 8 state senate districts (16, 25, 26, 27, 28, 29, 30, 31) and 22 state house districts (81, 83–101, 103, 105). Edge-touching slivers may be included in those counts. The Sedgwick County GIS voter-district layers (data last edited 2026-10-16) name the same sitting legislators (SD-29 Oletha Faust-Goudeau, HD-103 Angela Martinez).
  • Sitting members: U.S. Representative from house.gov/representatives (Kansas table). senate.gov returned Akamai HTTP 403 to robots.txt (not bypassed) — Senators Moran and Marshall taken from the CC0 @unitedstates legislators-current.json. State legislators from kslegislature.gov 2025-2026 member pages (robots.txt 404, no rules); official emails there are Cloudflare-obfuscated and were not decoded, so email is null. Governor: governor.ks.gov returned Akamai 'Access Denied' (403) to robots.txt — Laura Kelly is sourced from the SOS 2022 General Election Official Vote Totals; she is term-limited and not on the ballot.
  • Municipal: www.wichita.gov returned a Cloudflare 'Attention Required' challenge to robots.txt; wichita.gov, gis.wichita.gov, gismaps.wichita.gov and opendata.wichita.gov refused connections (port 443 timeouts). Not bypassed. The six council members come instead from Sedgwick County GIS's official 'Sedgwick County Voter Districts' feature service (ArcGIS Online item 4297ab5d906b421eb28724fcd82ee323, layer 20 City_Council, CityCD 'WI'). THE MAYOR IS NOT RECORDED: no reachable official source names the sitting mayor (the county layer lists council districts only, and sedgwickcounty.org — the election office — refused connections). Add the mayor from wichita.gov when it can be read. Wichita elections are non-partisan: party null, partyShort 'None'. No council photos, emails or term dates.
  • Next City of Wichita election: none on the 2026-11-03 ballot. Kansas city elections are held in odd-numbered years on the Tuesday after the first Monday in November, which makes the next one November 2, 2027 (mayor and the council districts whose terms end then). That date is computed from the statutory pattern, not read from the Sedgwick County Election Office (unreachable) or the City.
  • Robots/terms: sos.ks.gov (allows /elections; disallows /api/, /ent/ — not used), house.gov (allows /representatives), kslegislature.gov (robots 404), geocoding.geo.census.gov (robots 404), tigerweb.geo.census.gov (robots.txt answers with a WAF 'Request Rejected' page; no rules stated; the map services answered), www.arcgis.com (User-agent: * with no disallow), services7.arcgis.com (robots 403 'Invalid URL'; no rules stated), unitedstates.github.io (robots 404). Blocked: senate.gov, governor.ks.gov (Akamai 403), www.wichita.gov (Cloudflare challenge), sedgwickcounty.org and the wichita.gov GIS hosts (connection refused). No source states a reuse licence except the CC0 legislators file; the SCGIS item carries an as-is / hold-harmless disclaimer.
  • No home addresses, phones or personal emails recorded. standsFor null for everyone (no candidate statements read). Photos linked only for SD-29 and HD-103 (kslegislature.gov, no reuse terms stated); none copied.
  • Mayor (added 2026-10-31): www.wichita.gov still answers robots.txt with a Cloudflare 'Attention Required' 403 (not bypassed). Mayor Lily Wu taken from the search-index entry of the City's own directory page (wichita.gov/directory.aspx?EID=224, listing her as Mayor), corroborated by HPPR (2023-11-09) and KWCH (2024-01-08) on her election and swearing-in; marked unofficial:true. Search-index coverage also says Dalton Glasscock (District 4) is Vice Mayor for 2026, succeeding J.V. Johnston — not added as a field (unverified).
