Notes on this record

How the lists were read, and what could not be.

  • Candidates: Virginia Department of Elections HTML candidate lists — 'November 3, 2026 - Federal Offices' (updated 10/6/26) and 'Local Offices' (updated 10/9/26), Virginia Beach City rows — cross-checked name-for-name against the seven City sample ballots (Electoral Board of the City of Virginia Beach, 'General and Special Elections, Tuesday, November 3, 2026', PDFs Last-Modified 2026-09-11). They agree exactly. ELECT's robots.txt disallows *.csv/*.xlsx, so the downloadable files were not used; the HTML pages are allowed. Write-ins and primary losers excluded.
  • U.S. Senate: Mark R. Warner (D, incumbent) vs Bert Mizusawa (R). VA-2: Jen A. Kiggans (R, incumbent) vs Elaine G. Luria (D), Geral D. "Bishop" Staten (I), J. Matt Baker (I). City Council: D2 Barbara M. Henley (inc.) vs K. Elaine L. Fekete, Jeff L. Bruzzesi; D4 Amelia N. Ross-Hammond (inc.) vs Janet L. Byrnes; D6 Robert W. "Worth" Remick (inc.) vs Richard W. "RK" Kowalewitch; D8 Stacy Cummings Jr. (inc.) vs Chris Taylor; D9 Joashua F. "Joash" Schulman (inc.) vs John D. Moss; D10 Jennifer Valentine Rouse (inc.) UNOPPOSED.
  • Local candidates appear on the ELECT list with party 'Independent', but Virginia ballots may not carry a party for local candidates (Va. Code 24.2-613, quoted on the ELECT page) and the sample ballots print none, so council candidates carry party null / partyShort 'None' and the list value in ballotParty. School Board (also on the ballot in the same six districts) is skipped per the brief.
  • Municipal election: Virginia Beach City Council has 11 members (Mayor elected city-wide + 10 single-member districts since Nov 2022), four-year staggered terms. 2026: Districts 2, 4, 6, 8, 9, 10. Next after that: November 2028 — Mayor and Districts 1, 3, 5, 7 (all terms end Dec. 31, 2028 per the City guide). The registrar's 'Elected Offices & Terms' page prints the next Mayor election as 'Nov. 5, 2028', which is a Sunday; general election day 2028 is Nov. 7 — the page appears to misprint the date.
  • Sitting council and mayor from the City Clerk's 'City Council Members' page (retrieved 2026-10-22), with term dates from the registrar's '2026 Guide to Federal, State and Local Offices' (PDF, Last-Modified 2026-05-08). Vice Mayor Rosemary Wilson (District 5) per 'History of Vice Mayors'. Official vbgov.com emails recorded; office phone numbers not recorded. Virginia Beach is council-manager; City Manager, Attorney, Clerk and Auditor are appointed.
  • City-wide elected constitutional officers (Commonwealth's Attorney, Treasurer, Commissioner of the Revenue, Sheriff, Clerk of the Circuit Court) are included as municipal from the City guide; none is on the 2026 ballot (next 2029; Clerk 2027).
  • Congressional districts covering the city: Census TIGERweb Virginia Beach city polygon (GEOID 51810) sampled on a 100x100 grid (6,158 points inside) against the 120th Congress layer: VA-2 6,156 points, VA-3 2 points (boundary noise at the Norfolk line). The City registrar states all Virginia Beach voters vote for U.S. House District 2 and every sample ballot carries only the 2nd District, so only VA-2 is recorded. Bobby Scott (VA-3) is not included.
  • State legislative districts covering the city by the same grid (2026 layers): Senate 19 (3,506 points), 20 (2,132), 22 (517), 21 (1, edge noise); House 98 (3,447), 99 (1,444), 100 (637), 97 (244), 95 (193), 96 (189), 90 (3) and 94 (1) (edge noise). The City guide lists exactly Senate 19, 20, 22 and House 95-100 for Virginia Beach. Only City Hall's SD-19 (Christie New Craig, R) and HD-98 (Andrew Rice, R) are recorded as people. No General Assembly seat is on the 2026 Virginia Beach ballot (Senate next 2027, House next 2027).
  • Photos: City photos are NOT linked — the City Website Policy says posted media 'may not be downloaded, copied, or linked to without the express written permission of the City'. State Senate, House of Delegates and Governor portrait URLs are linked (pages state no terms). No federal photos linked: senate.gov returned Akamai 403 to robots.txt and was not visited further; house.gov photo pages were not read.
  • Emails: official addresses recorded for officeholders; for candidates only campaign-domain addresses from the ELECT list (and one campaign-named webmail). Personal-style gmail/cox addresses on the list were not copied. No home addresses or phone numbers recorded.
  • Robots/terms: elections.virginia.gov (allows HTML; disallows *.csv/*.xlsx/*.json), virginiabeach.gov, clerk./voter.virginiabeach.gov (allow all but /cpresources/ etc.), vga.virginia.gov, house.vga.virginia.gov, governor.virginia.gov, house.gov allow. apps.senate.virginia.gov has no robots.txt (404). tigerweb.geo.census.gov returned a WAF 'Request Rejected' page for robots.txt (no rules readable); its public query service answered three layer queries. One plain User-Agent used throughout; nothing retried with another. Wikipedia, Ballotpedia and news were not used.
  • Name variants: the City guide misprints 'Jennifer A. Kiggins' and 'David “Hutch” Hutchinson'; the House directory and the City Clerk roster spellings (Kiggans, Hutcheson) are used. standsFor is null for everyone: no candidate statement was read.
