Notes on this record

How the lists were read, and what could not be.

  • Municipal: the five Councilmembers from the City Council page (victorvilleca.gov/Government/City-Council, read 2026-10-31): Mayor Elizabeth 'Liz' Becerra (District 3), Mayor Pro Tem Robert 'Bob' Harriman (District 4), Tiffany Gaudin (District 1), Leslie Irving (District 5), Corrine Mora (District 2, appointed December 2025). The page: 'The City of Victorville currently elects its five City Council Members under a district-based election system'; the Council-Manager charter has the Council appoint the City Manager and City Attorney, so there is no other elected city office. Official victorvilleca.gov emails as printed; the shared council phone not copied. Photos linked from the council page.
  • City 2026 candidates: San Bernardino County Registrar of Voters 'Candidate List' for the November 3, 2026 General Election ('Last Updated: 9/29/2026'): City of Victorville, Member, City Council District 2 (number to be elected 1): Rafael Angel Porras ('Pastor'), Corrine Mora - Incumbent ('Appointed City of Victorville Councilmember'), Ken Lutz ('Retired Sheriffs Captain'); District 4 (1): Derek Marshall ('Small Business Owner'), Bob Harriman - Incumbent ('Victorville Council Member'), Kassandra Shamsrouf ('Auditor'). Cross-checked against the City Clerk's 'District & Candidate Information' page ('Updated as of August 10, 2026'): same six names, nomination requirements met, statements filed; it says Districts 1, 3 and 5 'will be on the ballot for the November 2028 election.' Both lists print mailing addresses, phone numbers and emails: none copied except the two plainly campaign addresses (corrine@votemora.com; Shamsroufforcouncil2026@gmail.com). Personal-looking emails on the City page (a gmail.com and an outlook.com address) were not recorded.
  • standsFor: quoted from each council candidate's own statement in the San Bernardino County Voter Information Guide (VIG.pdf, Last-Modified 2026-10-03, pages SB COMPREHENSIVE-127/128). The PDF was read and deleted.
  • District coverage: 9x9 coordinate grid over the city's bounding box (-117.48 to -117.25, 34.44 to 34.64) to the Census Geocoder (Current_Current); 37 points inside 'Victorville city', no errors: CA-23 (37) on the 120th/2026 map; SD-23 (37); AD-39 (23) and AD-34 (14). City Hall (14343 Civic Dr) is CA-23 / SD-23 / AD-39. Slivers narrower than the ~2.5 km grid spacing could be missed.
  • Federal: Senators Padilla and Schiff (CC0 legislators-current.json) carried from us-concord (2026-10-31); Obernolte from house.gov as recorded in us-san-bernardino. Candidates (federal and state): California SOS Certified List of Candidates (27 August 2026), read from the copy already fetched in this session; elections.cdn.sos.ca.gov answers 403 to robots.txt and was not requested by this agent. CA-23: Tessa Lynn Hodge (D) vs Jay Obernolte (R). AD-39: Juan Carrillo* (D) vs Paul Andre Marsh (R); the county list agrees. Governor rows carried from us-concord.
  • Robots/terms: victorvilleca.gov robots.txt (single '*' group; disallows only test/recreation/sandbox paths; no crawl-delay; no Claude group) allows the council and clerk pages; sitemap used to find them. uploads.rov.sbcounty.gov robots.txt 404. geocoding.geo.census.gov robots 404. No terms accepted, no forms, no logins. No home addresses, phones or personal emails recorded.
