Notes on this record

How the lists were read, and what could not be.

  • Candidates: Oklahoma State Election Board 'NOVEMBER / 2026 List of Elections' (https://hosting.okelections.gov/electionlist.html), Tulsa County section (Osage, Wagoner and Rogers sections checked for the parts of the city in those counties), retrieved 2026-10-22. It prints name and party only. Names are title-cased, and the printed form is kept in ballotName / runningBallotName. I kept every printed candidate for U.S. Senate, OK-1, OK-2, OK-3 and Governor. Other statewide races (Lt. Governor, AG, Treasurer, Superintendent, Labor, Insurance, Corporation Commission) are on the ballot but not captured, per the brief. Oklahoma does not print unopposed candidates or offices settled at a primary, so city hall's HD-73 (settled at the June 16 primary) and SD-11 (not up in 2026) are absent. I checked both in the State Election Board's 'Candidates for Elective Office 2026' filing book (compiled 2026-04-03; it prints only the candidate's city, which was not copied). No standsFor captured: no campaign sites are printed on the lists, and the council district pages carry a disclaimer and biography rather than a platform.
  • City of Tulsa 2026 municipal election: all nine Council seats and the City Auditor have two-year terms (tulsacouncil.org FAQ: 'The mayor holds a four-year term, and City Councilors and the City Auditor hold two-year terms'). Filing: Tulsa County Election Board list of 2026-06-10 5 PM (https://www2.tulsacounty.org/media/jl2h1u2h/tulsa-municipal-filings_061026_5pm.pdf; it prints age and city, which were not copied). Unopposed, so not on any ballot: Laura Bellis (D4), Christian Bengel (D6), Phil Lakin Jr. (D8), City Auditor Nathan Pickard. Primary 2026-08-25: D2 (Archie, Bisogno), D3 (Bowen, Dutton), D5 (Burnett, Gilbert), D7 (Perry, Wogoman, Decter Wright) and D9 (open; Carol Bush did not file; Ben Johnson, Pete Regan, Shawn Tiemann). None of these is on the November list, so each was decided on August 25. The official results host results.okelections.us returns HTTP 403 to robots.txt, so the winners were not read and are not recorded. Only D1 goes to the November 3 general: Vanessa Hall-Harper (incumbent) vs Corinice Wilson. Hotel Tax Proposition No. 1 is also on the City ballot. New terms begin at the December 2026 swearing-in (the Council's 2022 post records the oath on the first Monday in December), so the sitting councilors are listed as elected until then. Next municipal election: 2028 (all Council seats, Auditor and Mayor); exact dates not verified.
  • Mayor Monroe Nichols IV (cityoftulsa.org/mayor: sworn in 2024-12-02 as the 41st Mayor; four-year term). Mayor-council government since 1989; the City Auditor is the only other city-wide elected office. Council roster, district emails and photos from tulsacouncil.org (Meet the Councilors and District 1-9 pages, all showing 2026 portraits), retrieved 2026-10-22. Photos are linked (wixstatic), not copied; no reuse terms are stated.
  • U.S. Senators: www.senate.gov returns Akamai HTTP 403 (robots.txt included); not bypassed. James Lankford is from the State Election Board 2024 officer roster. Alan Armstrong is from the Governor's 2026-03-24 appointment release, read first-hand (it calls him 'A longtime Tulsan'). The Mullin seat is the 2026 Senate race: Kevin Hern (R, sitting OK-1 Representative), N'Kiyla Jasmine Thomas (D), Sevier White (L), Ron Meinhardt and Curtis Stinnett (Independent). Representatives are from https://www.house.gov/representatives (Oklahoma table), retrieved 2026-10-22: Kevin Hern (OK-1, running for Senate, so OK-1 is open: Mark Tedford R vs John Croisant D) and Frank Lucas (OK-3, on the ballot vs Suzie Byrd D) and Josh Brecheen (OK-2, on the ballot vs Brandon Wade D and Ronnie Hopkins I). No federal photos linked.
  • Districts covering the city: tigerweb.geo.census.gov rejected the robots.txt request itself ('Request Rejected' WAF page), so it was not used and not retried. Instead the Census geocoder coordinates endpoint was sampled on a grid over the city's bounding box, keeping points whose Incorporated Place is 'Tulsa city' (Three grids (20x20, 32x32, 38x38 over lat 35.93-36.33, lng -96.15 to -95.74; 118, 307 and 429 in-city points). 38x38: OK-1 404, OK-3 25 (Osage County). The 32x32 grid alone hit OK-2 once, at a Rogers County point near the city's northeast edge. Union of all grids: OK-1, OK-2, OK-3. Counties: Tulsa, Osage, Wagoner, Rogers. State Senate, 9 districts: SD-2, 11, 25, 33, 34, 35, 36, 37, 39. State House, 16 districts: HD-23, 30, 66, 67, 68, 69, 70, 71, 72, 73, 75, 76, 77, 78, 79, 80. The Wagoner and Rogers sections of the November list also carry a City of Tulsa ballot item, consistent with those county parts.). Slivers smaller than the grid spacing can be missed. Only city hall's legislators are listed, per the brief.
  • City hall (One Technology Center, 175 E 2nd St, 74103) geocodes to Tulsa County, OK-1, 2026 State Senate District 11 and State House District 73. SD-11: Regina Goodwin (D), from the 2024 roster (elected 2024; odd-numbered districts next elected 2028). oksenate.gov was not fetched. HD-73: Ronald Stewart (D, House Minority Whip) per the okhouse.gov member listing. He filed in April 2026 against one other Democrat (Ed Ross); the race was decided at the June 16 primary and is not on the November ballot (result not read).
  • Robots/terms: hosting.okelections.gov (robots.txt is a 404 page; no terms on the list); oklahoma.gov (Allow: /); www2.tulsacounty.org (robots 404; its 'Acceptable Use' page governs County employees' use of County systems, not public reuse); www.cityoftulsa.org (robots.txt returns an HTML page, so no rules); www.tulsacouncil.org and www.tulsacityauditor.org (Wix robots: Allow / for all agents); www.house.gov (allows /representatives); www.okhouse.gov (robots 404); geocoding.geo.census.gov (robots 404); results.okelections.us (403 to robots.txt, treated as disallowed); www.senate.gov (Akamai 403); tigerweb.geo.census.gov (WAF rejection). The User-Agent was 'ResearchUpon-politics/1.0' throughout. The very first request (hosting.okelections.gov robots.txt) carried the same string plus a contact address; it was the same identity, not a retry around a block.
