Notes on this record

How the lists were read, and what could not be.

  • Municipal: Mayor from https://toledo.oh.gov/government/mayor; the 12 council members (six districts, six at-large, per the council page: 'a twelve-member City Council. Six members are elected at-large, six members elected from districts') from https://toledo.oh.gov/government/city-council/council-members, each member's own page (portrait and term history) and the City Council Directory (official @toledo.oh.gov emails); retrieved 2026-10-22. Council President: Vanice S. Williams (District 4). The City Auditor (John Rivalsky) is listed in the directory as council staff, not an elected office; no other city-wide elected office was found. Party: no city page prints a party, so party null / partyShort 'None' — the Toledo charter (codelibrary.amlegal.com) answered a Cloudflare challenge and could not be read to confirm the ballot is non-partisan.
  • Election cycle (from the members' pages): Mayor and the six at-large seats were elected November 2025 (four-year terms); District 1-6 seats were elected November 2023. Next Toledo municipal election: November 2027 (District Council 1-6), then November 2029 (Mayor and at-large) — inferred from those terms, date not published on any page read; verify with the Lucas County BOE. No City of Toledo office is on the 2026-11-03 ballot.
  • Districts: Census geocoder (coordinates endpoint; robots.txt 404 = no rules) at city hall (41.6539, -83.5369, inside 'Toledo city', place 3977000): OH-9, Ohio Senate 11, Ohio House 42 on both current and 2024 layers. A 12x16 grid (~1.6 km spacing) over the city's bounding box gave 86 points inside Toledo: OH-9 86/86; Ohio Senate 11 86/86; Ohio House 42 (31), 43 (31), 41 (24) — three House districts cover the city; only city hall's (HD-42) is in scope. Slivers under the grid spacing could be missed.
  • NOT CAPTURED — Ohio Senate SD-11 and Ohio House HD-42 (sitting members and candidates). No official source was reachable: the Lucas County Board of Elections site (www.lucascountyohiovotes.gov; co.lucas.oh.us/74/Board-of-Elections 302-redirects there) answers a Cloudflare 'Just a moment...' challenge even to robots.txt; ohiosos.gov answers a JavaScript 'security check' page (HTTP 403) to robots.txt; ohiosenate.gov, ohiohouse.gov, legislature.ohio.gov and lsc.ohio.gov refused connections (port 443 timeouts); SD-11 and HD-42 lie wholly in Lucas County so no other county's list carries them. Third-party sites (The Ballot Brief, citing the SOS list as of 2026-09-11) name SD-11 nominees Paula Hicks-Hudson (D), James Nowak (R), Kenneth W Sharp (L) — not recorded, as the brief bars third-party-only status. Fill from the Lucas BOE or ohiosenate.gov/ohiohouse.gov when reachable.
  • Candidates: Wood County Board of Elections 'Candidate List for November 3, 2026 General Election', 'certified ... as of 08/26/2026' (printed 2026-09-01), https://boe.woodcountyohio.gov/DocumentCenter/View/1006/Candidate-List — an official county list that carries every statewide contest and OH-9 (Wood County is partly in OH-9). It stands in for the Lucas County list, which could not be read; it predates later withdrawals (the Cleveland record notes Ron Ula & Michael C. Lehnerd withdrew 10/15/2026 — a write-in ticket, excluded anyway). Write-ins excluded (4 Governor tickets; Stephen Faris, Anthony Holliman, Timothy Telymonde for U.S. Senate; Kathy McKinstry OH-9). Matthew Althaus (Libertarian, OH-9) is on Wood's earlier primary-winners list (DocumentCenter/View/370) but NOT on the 08/26/2026 certified general list, so he is not recorded as running. The lists print candidates' home addresses: none copied.
  • Open seats: Governor (DeWine, term expires 1/10/2027) and Lieutenant Governor. Incumbent-running: Husted (U.S. Senate special), Kaptur (OH-9). Unopposed: none among the seats captured. Lieutenant Governor Jim Tressel (sitting) is not recorded: the Wood State Officials roster has no Lieutenant Governor entry, and the Cuyahoga BOE (used by the Cleveland record) now has 'User-agent: ClaudeBot / Disallow: /' in robots.txt, so it was not fetched.
  • Robots/terms: toledo.oh.gov (robots.txt served with HTTP 404 status but content allows '*' except /cpresources/, /vendor/, /cache/; no terms of use found; schema names the City as copyright holder), boe.woodcountyohio.gov (robots allows DocumentCenter and content pages for '*', Crawl-delay 10 honoured; ClaudeBot and other AI agents are listed only against the admin/search paths; no reuse terms), house.gov (allows /representatives), unitedstates.github.io (CC0; robots 404), geocoding.geo.census.gov (robots 404). Blocked: lucascountyohiovotes.gov (Cloudflare), ohiosos.gov (JS security check 403), codelibrary.amlegal.com (Cloudflare), Ohio legislature hosts (unreachable). No home addresses, phones or personal emails recorded. standsFor: one (Theresa Gadus, quoting her own first-person statement on her City page); null for everyone else.
