Notes on this record

How the lists were read, and what could not be.

  • Region check: local/data/us-tempe.json is Tempe, Arizona (centre 33.4171,-111.9359).
  • Congressional district: Tempe City Hall coordinates (33.4255,-111.9399 plus two offset points) geocode to AZ-4 (120th Congress) and 2026 State Senate/House District 8 (Census Geocoder). A 10x8 grid of Census Geocoder coordinate lookups over the city envelope (33.32-33.46 N, 111.875-111.985 W) gave 40 points inside 'Tempe city', ALL in CD4 — so Tempe lies wholly in AZ-4 (coarse point sample, not polygon area). Member from the House Clerk's MemberData.xml (published 1 Oct 2026, fetched 2026-10-22); website from the GPO Congressional Directory (20 Feb 2026). No federal photos linked.
  • Legislative districts covering Tempe (same grid, 2026 SLDs): LD8 21 points, LD12 17, LD9 2. Only LD 8 (city hall) members are recorded, per the brief. Others from the same azleg.gov rosters, not recorded as rows: LD12 Sen. Denise 'Mitzi' Epstein (D), Reps. Patty Contreras (D) and Stacey Travers (D, Minority Whip); LD9 Reps. Lorena Austin (D) and Seth Blattman (D) and Sen. Kiana Sears (D) — resolved 2026-10-31: the Senate roster marks Eva Burch (LD 9) 'Resigned 03/14/2025', so Sears is her replacement.
  • LD 8 members from the Arizona Legislature's own Member Rosters, https://www.azleg.gov/MemberRoster/?body=S and ?body=H (57th Legislature, Second Regular Session; fetched 2026-10-22 more than two minutes apart after robots.txt, honouring Crawl-delay: 120; /MemberRoster/ is not disallowed). Served normally, no Sucuri challenge. Sen. Lauren Kuby (D), Reps. Janeen Connolly (D) and Brian Garcia (D). The roster prints only the mailbox name (LKUBY etc.), completed as @azleg.gov (same convention as us-phoenix/us-glendale); office phones not copied. Photos linked, not copied.
  • Senators and Governor from the GPO Official Congressional Directory (20 Feb 2026, text edition; the Arizona state table names Governor Katie Hobbs). Kelly re-elected 2022, Gallego elected 2024, so NO U.S. Senate seat is on Arizona's 2026 ballot.
  • NOT CAPTURED — MUNICIPAL (Mayor and six at-large councilmembers): www.tempe.gov answers HTTP 403 'Access Denied' (Akamai edgesuite) to robots.txt itself (2026-10-22; tempe.gov redirects to www). No bypass, no other User-Agent or tool tried, and the City's content was not read. tempe.granicus.com robots.txt is 'User-agent: * Disallow: /' (not used); tempe.legistar.com answers 'Invalid parameters!' (Tempe is not a Legistar client). So no council rows are recorded. Discovery only (search-result snippets, NOT used as a source): a tempe.gov page 'Meet your newly elected City Council members' says Arlene Chin was re-elected outright at the 2026-03-10 primary and Bobby Nichols and Brooke St. George were declared elected at the 2026-05-19 general (canvass adopted 2026-06-04), terms starting at the 2026-07-01 Regular Council Meeting; news (KJZZ, azfamily) reports they unseated Jennifer Adams and Berdetta Hodge. Mayor Corey Woods (since 2020, re-elected 2024) per news/Wikipedia. Jim: open https://www.tempe.gov/government/mayor-and-city-council (or the City Clerk page above) in a browser to add the Mayor + six council rows; next Tempe city election (Mayor + three seats) is expected in March 2028 — verify there.
  • NOT CAPTURED — federal and state candidates for 2026-11-03: Arizona Secretary of State (azsos.gov) and Maricopa County Elections (elections.maricopa.gov) both answered HTTP 403 to robots.txt (2026-10-22), as in the Mesa/Chandler/Glendale runs; arizona.vote not retried. No bypass. Hobbs, Stanton and the LD 8 members are therefore left 'elected', not 'incumbent-running', and no challengers are recorded. Jim: the Maricopa '2026 General Election Candidates On Ballot' PDF would fill AZ-4, Governor and LD 8 at once (shared with us-phoenix, us-mesa, us-chandler, us-glendale).
  • LICENCE: azleg.gov roster states no reuse terms; GPO and Clerk data are U.S. Government works with no restriction stated. standsFor is null throughout (no candidate statements could be read).
  • RECHECK 2026-10-31 — federal/state candidates still NOT CAPTURED: robots.txt itself answered Cloudflare 'Just a moment' (HTTP 403) on elections.maricopa.gov, recorder.maricopa.gov, azsos.gov, www.azsos.gov, apps.azsos.gov, arizona.vote, www.arizona.vote, apps.arizona.vote, results.arizona.vote, azcleanelections.gov and www.azcleanelections.gov; no HTML/CSV copy of the '2026 General Election Candidates On Ballot' list exists on any reachable official host (www.maricopa.gov, the County's main CivicPlus site, allows ClaudeBot but carries no candidate list). Search results show the County filer PDFs (elections.maricopa.gov/asset/jcr:d046889e-.../2026.08.06 General Filers.pdf) but they sit behind the same block. No bypass, no other User-Agent or tool. Jim: open the Maricopa 'Candidates On Ballot' list in a browser to add U.S. House, Governor and the city-hall legislative district candidates.
  • RECHECK 2026-10-31 — MUNICIPAL still NOT CAPTURED: www.tempe.gov again answered HTTP 403 'Access Denied' (Akamai) to robots.txt. Not used, deliberately: tempe-redesign.prod.govaccess.org (the CMS origin behind the blocked site — using it would route around the block). Discovery only, not used as a source for rows: the City's own press releases as redistributed verbatim by Public Technologies (pubt.io, 'unedited and unaltered'; robots.txt has no rules): 'Preliminary unofficial election results' (2026-03-10, https://pubt.io/view/7C8F18AE5BB9EBA9346F2CBCAC8F38AB8C3ED3D9 — Charter §7.01 majority rule; canvass set for 26 March; oath at the 1 July Regular Council Meeting) and 'Preliminary unofficial Tempe City Council election results' (2026-05-19, https://pubt.io/view/D3AF2E40C698436BA25671E06494F298E4761183 — two open seats, early ballots: Jennifer Adams 8,610, Berdetta Hodge 9,369, Bobby Nichols 9,938, Brooke St. George 11,402). Search snippets of tempe.gov say Resolution R2026.57 canvassed the May 19 general on 4 June and Councilmembers-elect Arlene Chin, Bobby Nichols and Brooke St. George took office on 1 July 2026; the (pre-election) council page snippet lists Mayor Corey Woods and Vice Mayor Doreen Garlid with terms to 2028. The other two 2024-cycle seats could not be confirmed from any official page. Jim: open https://www.tempe.gov/government/mayor-and-city-council in a browser to add the Mayor + six council rows.
