Notes on this record

How the lists were read, and what could not be.

  • Municipal: Mayor Jane Castor from https://www.tampa.gov/mayor and the 7 City Council members from https://www.tampa.gov/city-council ('Meet Your City Council', page updated 10/19/2026), retrieved 2026-10-22 (robots.txt allows; footer 'Copyright ©2026 - City of Tampa', no reuse terms). Seats as printed: District 1 At-Large Alan Clendenin (City Council Chairman), District 2 At-Large Guido Maniscalco, District 3 At-Large Lynn Hurtak, District 4 Bill Carlson, District 5 Naya Young, District 6 Charlie Miranda, District 7 Luis Viera (CRA Vice Chair). Official council emails from each member's bio page; aides' emails and office phones not copied. Tampa elections are non-partisan (party null). The charter creates no other city-wide elected office.
  • City of Tampa elections: no City office is on the 2026-11-03 ballot. A District 7 council vacancy 'existing on November 3, 2026' will be filled by council appointment (applications 2026-11-03 to 2026-11-09 noon; appointee seated 2026-11-19) under Charter s.10.01 because 15 months or less of the term remain — per https://www.tampa.gov/sites/default/files/document/2026/2026-district-7-appointment-guidelines-and-application.pdf. Next regular City election (Mayor and all 7 council seats): March 2027 (4-year cycle; last held March 2023 per the Mayor's page 're-elected in 2023'). The exact 2027 date was NOT verified on an official page: tampa.gov has no elections page (city-clerk/elections 404) and votehillsborough.gov is behind a Cloudflare block. Candidates for 2027 not recorded.
  • Candidates: Florida Division of Elections Candidate Tracking System, 2026 General Election (elecid 20261103-GEN), queried with County = Hillsborough, Status = ALL (except WIT/DNQ), retrieved 2026-10-22 from https://dos.elections.myflorida.com/candidates/canlist.asp (no robots.txt — 404). The Division calls the system an 'unofficial reference'; it is the state's own qualifying list. Kept: status Qualified or Unopposed for U.S. Senate, U.S. House (every district covering the city), Governor, SD-16 and HD-65 (city hall). Dropped: Defeated (primary losers), write-ins (WRI: Kathy Anderson and Erik Morris for Governor; Salomon Hernandez Sr. and Keith Varian FL-14; Angie Boone FL-15), Cabinet races (not in the brief's scope; on the ballot: AG Uthmeier v. Rodriguez, CFO Ingoglia v. Taddeo, Agriculture Simpson v. Mendoza Atkins). Candidate detail pages (which print mailing addresses) were not opened. Party codes: DEM Florida Democratic Party, REP Republican Party of Florida, NPA No Party Affiliation (partyShort Independent), LPF Libertarian Party of Florida. Governor rows carry the Lieutenant Governor running mate printed on the list.
  • Districts covering the city: TIGERweb was not usable (its robots.txt request was rejected), so a 26x26 grid over the Tampa bounding box (27.80-28.18 N, 82.25-82.66 W) was sent point by point to the Census geocoder's coordinates endpoint (Current_Current vintage) and kept where 'Incorporated Places' = 'Tampa city' (176 points; 42 points lost to a network drop were re-queried). U.S. House (120th Congressional Districts): FL-14 (107 points), FL-15 (46), FL-12 (23) — the same three districts the Division's Hillsborough filter lists. Florida Senate: SD-14 (125), SD-16 (37), SD-23 (14). Florida House: HD-65 (90), HD-67 (30), HD-63 (24), HD-64 (20), HD-62 (10), HD-66 (2). Only city hall's SD-16 and HD-65 are recorded as people. The grid is coarse (about 1.6 km spacing); a small district sliver could be missed.
  • U.S. Senate: one Florida seat is on the 2026 ballot — the special election for the Rubio seat (Ashley Moody REP, incumbent-running; Angie Nixon DEM; Neil J. Gillespie NPA). Rick Scott's seat is not up. Senators from the CC0 @unitedstates legislators-current.json because senate.gov returned HTTP 403 even for robots.txt. U.S. Representatives from https://www.house.gov/representatives (robots allows), retrieved 2026-10-22. No federal photos linked.
  • State: Governor Ron DeSantis is term-limited (not on the Division's Governor list; open seat). flgov.com's robots.txt (seen 2026-10-22) disallows ClaudeBot, anthropic-ai and Claude-Web and sets ai-train=no, so it was NOT fetched; the DeSantis row reuses the us-jacksonville reading of flgov.com from 2026-10-15. City hall geocodes (Census geocoder, Current_Current vintage, '2026 State Legislative Districts') to Senate District 16 and House District 65. SD-16: Darryl Ervin Rouson (D) from https://www.flsenate.gov/Senators/s16 (robots allows, Crawl-delay 10 honoured); the seat is up in 2026 and Fentrice Driskell (DEM) is listed Unopposed — elected at qualifying, not on the November ballot. HD-65: Karen Gonzalez Pittman (R) from the flhouse.gov Representatives list (robots allows), running against Ben Braver (DEM).
  • Luis Viera (District 7) is recorded incumbent-running for Florida House District 67: a 'Viera, Luis (DEM)' is Qualified there on the Division's Hillsborough list and the City has announced a District 7 vacancy from 2026-11-03 (Florida resign-to-run). The two are matched by name and geography, not by a single document naming both; re-verify.
  • Hosts: dos.elections.myflorida.com (no robots.txt; served via Cloudflare but answered normally), geocoding.geo.census.gov (no robots.txt), tigerweb.geo.census.gov (robots.txt request 'Rejected' by a WAF — not used, not retried), tampa.gov (allows), house.gov (allows), senate.gov (403), unitedstates.github.io (no robots), flsenate.gov (allows, Crawl-delay 10), flhouse.gov (allows), flgov.com (disallows Claude agents — not fetched), votehillsborough.gov (Cloudflare 'Sorry, you have been blocked' on robots.txt — not bypassed, so the Hillsborough sample ballot was not read). One User-Agent used throughout: 'ResearchUpon/1.0 (civic research agent)'. Photos linked only (city, flsenate, flhouse). No home addresses, phones or personal emails recorded; standsFor null for everyone (no candidate statements read).
