Notes on this record

How the lists were read, and what could not be.

  • Municipal: Mayor and four Commissioners from https://www.talgov.com/cityleadership/CityLeadership and each member's page (robots.txt 'User-agent: * / Disallow:' — allows everything; Disclaimer and network-usage terms read first; retrieved 2026-10-22). The Commission has five seats: Seat 1 Jacqueline "Jack" Porter, Seat 2 Curtis Richardson (Mayor Pro Tem), Seat 3 Jeremy Matlow, Seat 4 Mayor John E. Dailey, Seat 5 Dianne Williams-Cox. The City Manager, City Attorney, Treasurer-Clerk and Inspector General are appointed, so no other city-wide elected office exists. The leadership page carries two older commented-out rosters (Matlow as Mayor Pro Tem, Reese Goad as City Manager); the visible block was used. Only the Mayor's office email (mayor@talgov.com) is printed; the commissioners use contact forms (email null). Aides and phones not copied.
  • City election: Leon County Supervisor of Elections 'Offices Up for Election' (https://www.leonvotes.gov/Candidates/Candidates/Offices-Up-for-Election) lists Tallahassee City Commission Seat 4/Mayor (incumbent John Dailey), Seat 3 (Jeremy Matlow) and Seat 5 for 2026: 'Type of Office: Non-partisan', '4 year term of office', 'Takes Office: 13th day after General Election', 'Term Limits: No term limits', qualifying noon 6/8/26 - noon 6/12/26. The Leon SOE 2026 Candidate List (iframe table /Portals/0/Files/Candidates/ElectionFilers.html, retrieved 2026-10-22) marks two candidates per seat 'Advanced' to the November ballot and the rest 'Defeated' (primary of 2026-08-18), 'Withdrew' or 'Did not Qualify'; only 'Advanced' candidates are recorded. Confirmed against the Leon '2026 GEN Election Guide' generic sample ballot (Mayor: Loranne Ausley, Jeremy Matlow; Seat 3: Tom Derzypolski, P.J. Perez; Seat 5: Dot Inman-Johnson, Dianne Williams-Cox). Matlow, the Seat 3 incumbent, is running for Mayor (incumbent-running, runningFor Mayor); Dailey is not a candidate. The candidate table prints filers' home addresses, personal emails and phones — none were copied. Next City election after 2026: November 2028 (Seats 1 and 2, Porter and Richardson); the 2028 table shows one early filer for Seat 2, status 'Filed', not recorded.
  • Candidates (federal and state): Florida Division of Elections Candidate Tracking System, 2026 General Election (elecid 20261103-GEN), County = Leon, Status = ALL (except WIT/DNQ), Office = ALL, retrieved 2026-10-22 from https://dos.elections.myflorida.com/candidates/canlist.asp (no robots.txt — 404). The Division calls it an 'unofficial reference of candidates for federal, state, and multicounty offices'; it is the state's own qualifying list, and the Leon sample ballot matches it race for race. Kept: status Qualified or Unopposed for U.S. Senate, U.S. House FL-2, Governor (with the Lt. Governor running mate as printed) and HD-9 (city hall). Dropped: Defeated (primary losers), write-ins (WRI: Kathy Anderson and Erik Morris for Governor), Cabinet races (outside the brief; on the ballot: AG Uthmeier v. Rodriguez, CFO Ingoglia v. Taddeo, Agriculture Simpson v. Mendoza Atkins v. write-in Gibson), judicial retention, HD-7 (Jason Shoaf, Unopposed) and HD-8 (Gallop P. Franklin II, Unopposed) — those two cover parts of Leon County / the city but are not city hall's seat. Candidate detail pages (which print addresses) not opened. Party codes: DEM, REP, NPA (partyShort Independent), LPF.
  • Districts: city hall (coordinates 30.4383, -84.2807) is Congressional District 2 on the Census geocoder's '120th Congressional Districts' layer, State Senate District 3 and State House District 9 on the '2026 State Legislative Districts' layers. tigerweb.geo.census.gov answered 'Request Rejected' (WAF) even for robots.txt, so no city polygon was used; instead a 2.5 km grid of 121 Census-geocoder points over the Tallahassee area was sampled and the 46 points that fall inside 'Tallahassee city' were kept: CD-2 46/46, SD-3 46/46, HD-9 29 and HD-8 17. So the whole city is in FL-2 and SD-3 (slivers elsewhere cannot be ruled out by a 2.5 km sample), and two House districts (8 and 9) cover it; only HD-9 (city hall) is recorded as people, per the brief. HD-8's Gallop P. Franklin II (Democrat) was re-elected unopposed at qualifying.
  • Federal: U.S. Representative from https://www.house.gov/representatives (robots allows; Florida 2nd 'Dunn, Neal', R); Neal Dunn is not on the 2026 FL-2 list, so FL-2 is open (Austin Rogers REP v. Amanda Marie Green DEM). U.S. Senators from the CC0 @unitedstates legislators-current.json because senate.gov returned HTTP 403 (Akamai 'Access Denied') even for robots.txt; not retried. The 2026 ballot carries only the special election for the Rubio seat (Moody REP incumbent; Nixon DEM; Gillespie NPA); Rick Scott's seat is not up. No federal photos linked.
  • State: Governor Ron DeSantis is term-limited (open seat); flgov.com was not fetched (its robots.txt disallows Claude agents) — the row reuses the us-jacksonville reading of 2026-10-15. SD-3: Corey Simon (Republican) from https://www.flsenate.gov/Senators/s3 (robots allows /Senators/, Crawl-delay 10 honoured — three requests 10 s apart; /api/ and /Senators/*/email not touched); SD-3 is not on the 2026 list. HD-9: 'Tant, Allison', Democrat, District 9, term 11/06/24 - 11/03/26, from the flhouse.gov Representatives list and her member page (MemberId 4765; robots allows /Sections/Representatives/, disallows /api — the member page's /api/Member photo paths were not used; the plain /FileStores/ portrait is linked). Process slip: the flhouse.gov Representatives list was fetched before its 'Privacy Statement and Disclaimer' page was read; the disclaimer was read immediately after and imposes no restriction on reading member facts (it bars re-use of broadcasts/video without permission and says 'The information on this site is unverified').
  • Hosts and blocks: talgov.com (allows all), leonvotes.gov (robots disallows /*/ctl/, /admin/, /contest/ etc. — none touched), dos.elections.myflorida.com (no robots.txt), geocoding.geo.census.gov (no robots.txt — 404), tigerweb.geo.census.gov (WAF 'Request Rejected' on robots.txt — not used), house.gov (allows /representatives), senate.gov (403 on robots.txt — not used), unitedstates.github.io (no robots.txt), flsenate.gov (allows, Crawl-delay 10), flhouse.gov (allows member pages), flgov.com (not fetched). One User-Agent throughout: 'ResearchUpon-politics/1.0 (civic research; +https://researchupon.com)'.
  • Terms: talgov.com Disclaimer says information is provided 'as a public service' and users must check accuracy themselves; its 'Terms and Conditions: Network Usage' cover the City's internet service and do not restrict reading. leonvotes.gov states only a Privacy Policy/Disclaimer (indemnity clause) and 'Copyright 2026 by LeonVotes.gov'. Florida House: 'All rights reserved'. No reuse licence anywhere; photos are linked only, never copied. No home addresses, phones or personal emails are recorded; standsFor is null for everyone (no candidate statements read).
