Notes on this record

How the lists were read, and what could not be.

  • Municipal: Mayor and six Councilmembers from the City Clerk's Legistar Web API (webapi.legistar.com/v1/sunnyvaleca, body 138 City Council, office records current on 2026-10-29). Districts from the Council's own certification reports: matter 25-0083 (2024: Mayor Klein, D2 Cisneros, D4 Chang, D6 Le), matter 22-0859 (Sell appointed to D1 in lieu of the 2022 election), matter 12102 (2022: Districts 3 and 5). Sunnyvale has no other city-wide elected office. Personal (yahoo/gmail) addresses in the API were not copied; city addresses only.
  • City 2026 cycle: General Municipal Election 2026-11-03 for Council Districts 1, 3 and 5 (matter 26-0191; Sunnyvale Municipal Code 2.28.020: odd districts 2022 and every fourth year), consolidated with the statewide election; nomination period 2026-07-13 to 2026-08-07. Even districts and the Mayor are next elected in 2028.
  • City candidates are NOT recorded: the City Clerk's candidate documents (matters 26-0268 'Election Information for Candidates' and 26-0749 for write-ins) are attachments on legistar.granicus.com, whose robots.txt is 'Disallow: /'; www.sunnyvale.ca.gov answers robots.txt with an Akamai 403; the Santa Clara County Registrar (vote.santaclaracounty.gov) returns a Cloudflare challenge. None was bypassed. Incumbents Sell (D1), Srinivasan (D3) and Mehlinger (D5) are left 'elected'. A person with a browser should read the City Clerk's Notice of Nominees or the County ROV November 2026 candidate list and add the D1/D3/D5 candidates.
  • Districts covering the city: Census geocoder coordinates queries on an 8x8 grid over Sunnyvale's bounding box; 27 answered (37 returned gateway 502 and were not re-sent), 14 of them inside 'Sunnyvale city' - all CA-17, SD-10 and AD-26 on the 2026 / 120th Congress lines. The sample is sparse, so a sliver of another district (e.g. CA-16, SD-13 or AD-23/24 at the edges) cannot be ruled out; only City Hall's state districts are listed per the brief in any case.
  • Federal and statewide rows (Senators Padilla and Schiff, CA-17 Khanna and Tandon, Governor Newsom, candidates Becerra and Hilton) are copied from us-san-jose.json, whose candidate status came from the CA SOS Certified List of Candidates dated 2026-08-27; same state-wide office or same district, so copied as is. The SOS file host was not fetched in this run (it 403s robots.txt).
  • State legislature: City Hall (Census geocoder match '456 W OLIVE AVE, SUNNYVALE, CA, 94086', 2026 lines) is in State Senate District 10 and Assembly District 26. senate.ca.gov/senators (retrieved 2026-10-29) lists 39 senators and NO member for District 10, so SD-10 is recorded as having no listed member; SD-10 (even-numbered) is on the 2026 ballot, and AD-26 (Patrick J. Ahrens, assembly.ca.gov) too, but their candidates are not recorded because neither the SOS certified list nor the County ROV list could be read and the San Jose record covers neither district.
  • Robots/terms: geocoding.geo.census.gov robots.txt 404 (public query service); tigerweb.geo.census.gov answered robots.txt with 'Request Rejected' so it was not used; webapi.legistar.com robots.txt 404; senate.ca.gov and assembly.ca.gov robots allow member pages. No terms accepted, nothing requested, no logins. No home addresses, phones or personal emails recorded; standsFor null for everyone (no candidate statements reachable).
  • DEEPEN PASS 2026-10-31 - CITY CANDIDATES STILL NOT RECORDED. Re-tried every official route, robots.txt first, one User-Agent: www.sunnyvale.ca.gov (and sunnyvale.ca.gov, which 301s to it) Akamai 403 on robots.txt; vote.santaclaracounty.gov Cloudflare 'Attention Required' 403; www.santaclaracounty.gov, files.santaclaracounty.gov and sccvote.sccgov.org Cloudflare 403; sccvote.org 522; www.sos.ca.gov Incapsula challenge; elections.cdn.sos.ca.gov 403. The City's NetFile filing portal (public.netfile.com/pub/?aid=COS, linked from the FPPC local-statements page) was not used: the NetFile public portal sits behind a Cloudflare Turnstile challenge. None was bypassed.
  • Legistar Web API (webapi.legistar.com, robots 404) re-queried 2026-10-31 for 2026 matters with 'election', 'candidate' or 'nominee' in the title: only 26-0622 (resolutions calling the 2026-11-03 General Municipal Election, continued from 2026-06-16) and 26-0749 ('Election Information for Write-in Candidates - November 3, 2026 Election', intro 2026-08-31; its only attachment is on legistar.granicus.com, robots 'Disallow: /', not fetched). No Notice of Nominees or certified candidate list is on the Council's agenda record. So the D1/D3/D5 and SD-10/AD-26 candidates remain unrecorded.
  • Search-engine context only (not a source for any row): San Jose Inside's 'It's Official: Here's Who Qualified for South Bay's Fall Ballot' says the Registrar's Nov. 3 list is final and includes Sunnyvale council seats; it points to the Registrar's site for the list, which is Cloudflare-blocked to us.
