Notes on this record
How the lists were read, and what could not be.
- Municipal: Mayor (elected at large) and six Councilmembers elected by district, per the City Council page ('City Council consists of seven members, six Councilmembers and the Mayor'). No other city-wide elected office is listed. Roster, official @stocktonca.gov emails and websites from the Mayor and District 1-6 pages on www.stocktonca.gov (retrieved 2026-10-22). The District 6 page names 'Vice Mayor Jason Lee'; stale 'Vice Mayor Warmsley' link text remains on the District 1 and 4 pages. Council pages carry no individually addressable photos (no img tags beyond site icons), so city photoUrl is null. The office mailing location and phone numbers on those pages were not copied.
- City 2026 cycle: the City Clerk's Elections page (last updated 08/13/2026) says the November 2026 General Election fills Council Districts 1, 3 and 5 (terms Jan 1, 2027 - Dec 31, 2030) and lists the qualified candidates: D1 Michele Padilla, Tamica Small; D3 Michael Blower, Jessica Toccoli; D5 Brando Villapudua, Desiree Lynch. Under the charter a district candidate who wins a majority at the primary is elected; otherwise the top two meet in the general, so these are runoffs. Cross-checked against San Joaquin County ROV 'Candidate List - November 3 2026 General Election' (CFMR009, print date 8/20/2026, contests 3501, 3503, 3505) for ballot designations; that roster prints candidate contact fields, which were NOT copied. All three incumbents are running (incumbent-running). Non-partisan: party null / partyShort 'None'. Next municipal election: Mayor and Council Districts 2, 4 and 6 in 2028 (the Mayor was elected November 2024 to a four-year term; exact 2028 dates not confirmed on an official page).
- No City of Stockton measure found: the County's current-election page posts notices for Measures T, U and V, all of which are unified school district measures. School-board contests (e.g. Stockton USD trustee areas) are on the County roster but skipped per the brief.
- Congressional and legislative districts covering the city: TIGERweb (tigerweb.geo.census.gov) returned 'Request Rejected' to its own robots.txt with our User-Agent, so instead a 13x13 grid over the city's bounding box was queried point by point against the Census Geocoder (coordinates endpoint), keeping only points the geocoder places in 'Stockton city' (place 0675000): 55 points inside. 119th map (ACS2025_Current): CA-9 at all 55. 2026 map (Current_Current): CA-9 at 44, CA-13 at 11. State Senate: SD-5 at all 55 on both vintages. Assembly: AD-13 at 54, AD-9 at 1. Grid spacing about 1.7 km, so narrow slivers could be missed. City Hall coordinates (Census address match 37.95241,-121.29793) are CA-9 (119th) / CA-13 (2026), SD-5, AD-13; only City Hall's legislators are listed per the brief.
- Sitting U.S. Representatives from https://www.house.gov/representatives (California 9th Harder, 13th Gray; retrieved 2026-10-22), cross-checked with the CC0 @unitedstates legislators-current.json; photos linked from clerk.house.gov. Gray is included as incumbent-running because the 2026 CA-13 covers part of Stockton although his current district does not. U.S. Senators Padilla (Class 3, term to 2029) and Schiff (Class 1, term to 2031) from the CC0 dataset; no U.S. Senate contest is on the 2026 SOS certified list.
- Candidates (federal and state): California Secretary of State 'Certified List of Candidates for the November 3, 2026, General Election', dated 27 August 2026, retrieved 2026-10-22. The list marks state-office incumbents with '*' (Rhodesia Ransom*, AD-13) but not federal ones; federal incumbency from house.gov. CA-9: Josh Harder (D) vs John McBride (R). CA-13: Adam Gray (D) vs Kevin Lincoln (R). Governor: Xavier Becerra (D) vs Steve Hilton (R); sitting Governor Gavin Newsom from the Governor's Proclamation PDF. SD-5 Jerry McNerney from senate.ca.gov/senators (odd-numbered district, not on the 2026 list). AD-13: Rhodesia Ransom (D, incumbent) vs Tom Patti (R). Party preference and ballot designation as printed.
- Robots/terms: www.stocktonca.gov redirects /robots.txt to cms3.revize.com, which returns 404 (no robots file); house.gov, senate.ca.gov and assembly.ca.gov robots allow these pages; geocoding.geo.census.gov has no robots.txt (404); unitedstates.github.io has none (404); elections.cdn.sos.ca.gov returns 403 on /robots.txt (the PDFs themselves are public); www.sjgov.org has no robots.txt (404, Incapsula-fronted) and its pages and PDFs opened normally. tigerweb.geo.census.gov: 'Request Rejected' on robots.txt, so not used. One User-Agent throughout; no terms accepted, nothing requested, no logins. No home addresses, phones or personal emails recorded; standsFor null for everyone. Write-in candidates (the County posts a separate write-in list) and primary losers excluded.
